About this opportunity

The U.S. Army Corps of Engineers Baltimore District is procuring shoal removal services for Codorus Creek, involving the removal of pebbles, cobbles, vegetation, wood debris, and gravel with some sediment at two specific locations. This environmental construction project requires specialized in-water work capabilities and must be completed within 60 days of the Notice to Proceed. The solicitation has undergone multiple amendments, with Amendment 0001 providing responses to information requests and document revisions, while Amendment 0002 extended the bid closing and opening date to July 29, 2025, and clarified that Contract Line Item Number (CLIN) 0003 encompasses shoal removal for both areas. The bid opening has already been conducted, with the Abstract of Bids attached to the solicitation documentation. The procurement falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Z1KF for Maintenance of Dredging Facilities.

This opportunity is designated as a total Small Business set-aside specifically restricted to Women-Owned Small Businesses (WOSB), limiting competition to qualified firms within this category. The bid abstracts reveal five companies submitted proposals: G.C. Environmental & Trucking LLC ($4,178,302.16), Reagent World Inc. ($3,489,826.00), Ark Construction Management LLC ($2,221,338.70), Ayuda Renova JV ($2,093,349.00), and A-zone ECS JV ($3,507,226.00). The government has established a construction magnitude between $1,000,000 and $5,000,000 for this project, with actual bid values ranging from approximately $2.1 million to $4.2 million. The work will be performed in York, Pennsylvania, and involves removing shoals from two distinct creek locations. The 60-day performance timeline represents a relatively tight schedule for completing the environmental remediation work once the contractor receives the Notice to Proceed.
