About this opportunity
The U.S. Army Corps of Engineers San Francisco District is soliciting sealed bids for maintenance dredging of the San Joaquin/Port of Stockton Deep Water Ship Channel, with bids due May 11, 2026 at 11:30 AM PDT. This is a full and open Invitation for Bid with no set-aside.
Place of performance is Contra Costa, Sacramento, and San Joaquin Counties, California. The work requires dredging the channel to -35 feet Mean Lower Low Water (MLLW) plus 1 foot of paid over-depth, except the sediment trap, which shall be dredged to -38.5 feet MLLW plus 1 foot of paid over-depth. Total estimated quantity is approximately 146,002 cubic yards of material. All dredged material is suitable for identified government-furnished upland disposal sites or may be placed at contractor-furnished beneficial reuse sites subject to permit requirements. Performance must commence within one calendar day of Notice to Proceed and be completed within 166 calendar days (reduced from 196 by Amendment 0001), with all in-water work completed by November 30. The mandatory in-water work window is August 1 through November 30 for most reaches.
The estimated cost range is $5 million to $10 million. The government estimate totals $5,449,180.97. Four responsive bids were received ranging from $5,969,485.00 to $8,338,056.00. The contract is firm-fixed-price awarded to a single contractor. NAICS Code 237990 applies with a $37 million size standard; PSC Code is Y1KF. Bid guarantees equal 20 percent of bid price (not to exceed $3 million); performance and payment bonds equal 100 percent of contract price are required within 10 days of award. The contractor must furnish all equipment, labor, and services, including third-party contractors for fish monitoring, water quality monitoring, and hydrographic surveys. The Government encourages a 20 percent small business subcontracting goal calculated on total subcontracting dollars.
Four amendments were issued: Amendment 0001 reduced the period of performance; Amendment 0002 changed bid opening time to 1:30 PM PDT and deleted the pre-bid site inspection requirement; Amendment 0003 added Buy American clauses (FAR 52.225-11, 52.225-12) and cybersecurity safeguarding (FAR 52.240-93); Amendment 0004 added FAR 52.222-90 (DEI Discrimination). The solicitation incorporates Revolutionary FAR Overhaul (RFO) provisions under FAR 52.252-1 and 52.252-2. Bids must be submitted electronically through PIEE; contact Contract Specialist Lisa Ip at Lisa.I.Ip@usace.army.mil or 415-503-6877.
