About this opportunity

The U.S. Army Corps of Engineers San Francisco District is procuring comprehensive marine construction services for the Military Ocean Terminal Concord (MOTCO) Berms Construction and Dredging Project through a full and open competition Invitation for Bid. The project involves dredging MOTCO wharves 2 and 3 to -35 feet mean lower low water plus one foot of paid over-depth, screening all dredged material for Munitions and Explosives of Concern (MEC) to 3 inches, clearing MEC from the detention basin, constructing new berms, and installing reinforced polyethylene liners in detention basin cells 1 and 2. Additional work includes discharging effluent water to the local wastewater system under the Delta Diablo Special Discharge Permit and disposing of MEC debris, with all suitable dredged material to be placed in the detention basin cells. Prospective bidders must be registered in both the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), with all offers required to be submitted electronically through PIEE. The solicitation deadline was July 24, 2025 at 1:00 PM PDT, with the public bid opening held the same day at 2:00 PM PDT.

This procurement has no set-aside designation and operates under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. Four contractors submitted bids: The Dutra Group ($8,069,000), Curtin Maritime Corp ($11,693,221.32), Parsons Government Services Inc. ($14,200,781), and Manson Construction Co. ($20,897,500), all competing against the government estimate of $14,689,484. The estimated cost range for the project is between $10 million and $25 million, with a 146-day period of performance anticipated to begin around August 19, 2025 following Notice to Proceed. The work will be performed at the Military Ocean Terminal Concord facility in Contra Costa County, California, with specific environmental constraints including a prohibition on dredging activities after November 30th. All personnel working on the project must undergo security processing and background checks for installation access, and UXO support must meet EM 385-1-97 standards with qualified technicians present during all screening operations.
