9.0 EVALUATION & SELECTION

The issued solicitation, RFP-0000476, will be evaluated per FAR 15.101-1 utilizing a Best Value Tradeoff Process in consideration of a potential contract award to other than the lowest priced offeror or other than the highest technically rated offeror, as being in the best interest of the Government and N3B. It is the intent of N3B that the evaluation and selection process will result in a Firm-Fixed Price (FFP) contract for the principle scope of work. The contract award shall be made to the successful Offeror, whose offer conforming to the solicitation, will be most advantageous based on a combination of technical approach, experience, price and other factors considered. In the event that the offers received are determined to be non-compliant or do not satisfactorily address the evaluation criterion, then, at N3B’s sole discretion, no award shall be made notwithstanding the conditions cited in Section 2 of this RFP.

The successful Offeror shall furnish qualified management, personnel, equipment, materials, supplies and facilities to perform the scope of work as detailed in Exhibit D,.

All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. However, as stated in Section 9.3 below, N3B will not make an award at a cost / price premium it considers disproportionate to the benefits associated with the evaluated superiority of one Offeror’s Technical and Management Proposal over another.

The Evaluation and Selection process consists of four principle steps:

1. Offer Compliance Evaluation

2. Technical Evaluation

3. Cost Evaluation

4. Best Value Determination & Selection

Each of these steps is further explained below.

9.1 Offer Compliance Evaluation

The Procurement Representative and Field Execution Team Lead will evaluate each proposal for full compliance with the RFP minimum acceptable submittal requirements taking three key evaluation criteria into consideration, as noted below, prior to being forwarded to the Technical Evaluation Team and to the Source Evaluation Board. Offeror’s whose proposal does not satisfy these RFP minimum acceptable submittal compliance evaluation criteria will not advance for further consideration.

The compliance determination criteria, notwithstanding Section 2 of this RFP, are as follows:

1. The Offeror’s proposal will be checked to ensure ALL requested forms are included and complete.

2. The Offeror, and their proposed subcontractors, must meet minimum established Safety Criteria - as requested in Attachment F3-2 ES&H Worksheet, Experience Modification Rate (EMR), Total Recordable Case (TRC) and Days Away/Transferred Case (DART) Rates, Fatalities, & Environmental Record.

Maximum allowable average levels that are equal to or less than:

(a) Experience Modification Rate (EMR): 1.00

(b) Total Recordable Injury/Illness Case Rate (TRC): 3.2

(c) DART Case Rate: 1.4

3. The Offeror must provide candidates whom meet the minimum qualifications indicated for key personnel defined in Exhibit C Form H, Resumes of Key

Personnel.

9.2 Technical Evaluation

The Technical Evaluation Team will consist of individuals qualified to review the technical aspects of the submitted proposals against the solicitation technical requirements, evaluation factors and significant sub-factor criterion. Technical evaluators will review each proposal received that is deemed to be compliant with the compliance determination screening criteria [see Section 9.1 above] established in the RFP and supporting documentation, as well as expectations and/or clarifications to technical requirements, optional features, and proposed alternatives. The Technical Evaluation Team will review each compliant proposal for compliance with the technical and performance criteria established in the RFP and supporting documentation, as well as expectations and/or clarifications to technical requirements, optional features, and proposed alternatives.

9.2.1 Technical Evaluation Factors and Significant Sub-Factors

The Technical Evaluation Factors are stated in RFP-0000476, Section 9, Form 9072. The Offeror’s proposal will be evaluated in accordance with the qualitative methodology described in this RFP. The three Technical Evaluation Factors will be:

1. Project Execution and Technical Approach

2. Past Performance Experience, and

3. Personnel Qualifications.

Technical Evaluation Factor number 1, Project Execution and Technical Approach, will be more significant than each of the others are individually, with the remaining three elements being relatively equal with one another.

Additional detail of the Technical Evaluation Factors, and their associated Significant Sub-Factors, follow:

9.2.1.1 Project Execution and Technical Approach

Demonstrate understanding of existing site conditions and required work performance, detailed description and sequencing of all activities and work planning, a comprehensive list of equipment to be used for each process, procedures and precautionary measures to include public safety and radiological protection, provide efficiencies or innovative capabilities to complete site soil vapor monitoring, field screening of samples for VOC, percent oxygen and percent carbon dioxide, technical data evaluation and reporting and sample management. .

Additional consideration may be contemplated regarding unique approaches to accomplishing multi-port sampling, highly complex tasks with innovative approach and methods with particular detail given to increased efficiencies and schedule.

Additional consideration will may also be given in this section regarding the proposal completeness and correctness. Offeror’s response shall be free of grammatical and spelling error’s. The text should accurately reference figures, tables, and supporting information.

9.2.1.2 Past Performance

Provide three examples from projects that demonstrate direct planning, execution and reporting experience similar to the SOW. The projects should highlight the teams capabilities regarding the ability towards furnishing qualified personnel, equipment, materials and facilities to perform both the base and optional scopes within the SOW. These abilities are to include sampling for tritium and VOC’s from vapor monitoring wells and submission of Field Summary Reports and Annual Periodic Monitoring Reports; as well as field screening of samples for VOC’s, percent oxygen and percent Carbon Dioxide.

9.2.1.3 Personnel Qualifications and Certifications

Description of the overall experience and competence to provide qualified management and technical personnel to perform characterization sampling, and investigation reporting.

N3B has determined that the following positions will be considered Key Personnel.

The minimum qualification requirements are detailed in Exhibit C Form H, Resumes of Key Personnel.

Project Manager

Field Team Lead

ES&H Representative

Offeror shall provide an Organization Chart that includes key personnel responsible for completing all tasks of the SOW and any additional positions identified by Offeror as essential to project success. Designated key personnel shall remain assigned to the project for its duration. In the event of unforeseen circumstance during the period of performance, the replacement of any named key personnel will be subject to resume review and acceptance by N3B, and the substitute key individual(s) shall be named on the resultant subcontract modification prior to starting activities in the role.

Proposals will be evaluated for any discrete advantage to the government that is offered through a unique, but sound, approach or technology proposed. For example; a scheme that reduces the amount of packaging and transportation required, or a compressed schedule that will save subcontract support efforts, or a method that reduces sampling and analytical time and number, etc. Technical evaluators should detail the perceived advantages of the offered approaches/benefits and include them as part of their technical evaluation.

9.3 Cost Evaluation

Cost/Price will be evaluated independently from the technical evaluation as part of the overall best value award. The Cost/Price Volume of each proposal that has advanced for further consideration will be evaluated against industry standard cost models, benchmark studies for activities similar in nature that have been completed within the DOE complex, actual costs for similar work completed within the DOE complex, and other factors and methods that may be deemed appropriate and relevant and are consistent with DOE Order 430.1-1, DOE Guide 413.3-21A, GAO-09-3SP, and AACE International Recommended Practices 17R-97 and 18-R-97.

N3B will make the award that is most advantageous to the government by evaluating and comparing factors in addition to price. N3B is interested in obtaining the most qualified highest technical product/services at a competitive and fair market price. A proposal with other than the lowest pricing structure may be determined to be the best overall value to the government based upon technical superiority and team qualifications, among other factors considered.

The Cost/Price evaluation factors will be used in determining the “best value” to the Government. N3B is more concerned with obtaining a superior Technical and Management Proposal than making an award at the lowest evaluated cost/price.

However, N3B will not make an award at a cost/price premium it considers disproportionate to the benefits associated with the evaluated superiority of one Offeror’s Technical and Management Proposal over another. Thus, to the extent that Offerors’ Technical and Management Proposals are evaluated as close or similar in merit, the evaluated price is more likely to be a determining factor in selection for award.

Offerors shall note: The distribution of cost / pricing allocated to each of the pay items of RFP Exhibit C, Form A Sections 2 & 3, as well as the cost / pricing allocated to each of the Unit Cost items of Section 4 of that same Form, will be an element of evaluation under the Cost/Price Analysis component of the Source Evaluation and Selection process.

9.4 Selection

N3B will conduct its Offeror proposal evaluation and selection for award, based upon the above factors, in the following manner:

The source selection process will identify which Offeror provides the best overall value to N3B, with the combined consideration of cost and all evaluation factors and significant sub-factors. The evaluation and selection process will evaluate and determine the value of each Offeror’s capability to provide a technical solution that clearly meets the technical requirements of the Solicitation combined with their overall price, inclusive of any additional costs N3B must incur to accept a supplier’s offer. An integrated assessment of the strengths, weaknesses, and risk of each Offeror’s proposal, together with the price proposed, will be used to determine which proposal offers the best overall value to the Government and N3B to meet the stated MDA Vapor Monitoring technical, cost, and schedule objectives. A qualitative evaluation system accompanied by a detailed narrative will provide supporting justification for this decision.

9.4.1 Kick-off Meeting

Once the compliance process is complete, the Procurement Specialist will convene a meeting with the Technical Evaluation Team to begin the proposal technical and cost evaluation period. The Procurement Specialist will remind the Technical Evaluation Team members of the requirements related to schedule and confidentiality.

9.4.2 Technical Evaluation

The Technical Evaluation Team will evaluate volume two, the Technical Proposal, of each Offeror’s proposal that has successfully satisfied the compliance evaluation process. They shall complete their evaluations utilizing the technical team evaluation input form. The form details the evaluation criteria, key/critical reference requirements, strengths, weaknesses, and risks associated with each offer. Strengths and weaknesses shall be documented and captured in the evaluation summary.

9.4.3 Cost/Price Evaluation (Volume I, per Section 8.1 of RFP)

In parallel to the technical team evaluations, the Cost/Price will be evaluated independently from the technical evaluation. N3B will make the award that is most advantageous to the government by evaluating and comparing factors in addition to price. N3B is interested in obtaining the most qualified highest technical product/services at a competitive and fair market price. A proposal with other than the lowest pricing structure may be determined to be the best overall value to the government based upon technical superiority and team qualifications.

The Cost/Price Analysis will be taken into consideration ONLY AFTER the completion of the Technical Evaluations. The final award decision will reflect which offer is in the Government's best interest and provides the best overall value.
