1. PURPOSE
The purpose of this procedure is to ensure a thorough review is performed of N3B Environmental Remediation (ER) Program activities, either self-performed or subcontracted, prior to authorizing work on the ER Plan of the Day (POD). This document is used in the upfront planning of fieldwork and project execution.
2. SCOPE
This procedure applies to N3B ER Program fieldwork activities and is used by Integrated Project Team (IPT) members to demonstrate preparedness to initiate fieldwork. This process intends to effectively execute environmental fieldwork in compliance with all applicable permitting and notification requirements, while minimizing safety risks and environmental impacts.
Additional, more rigorous requirements or reviews (e.g., Management Self-Assessments or Federal Readiness Assessments) may be required for activities outside the typical ER scope of fieldwork, to be determined by Operations Director or Project Manager (PM).
The need to complete Attachment 1, Project Preparedness Checklist will be assessed for all field activities meeting any of the following conditions:
▪ New work scope or work that has been modified from previously approved scope
▪ Existing work that has not been through review
▪ Work that is being re-started after a pause work or stop work for safety or health reasons
Routine activities (e.g., groundwater sampling, routine maintenance, etc.) may undergo project preparedness review, though it may not be required. Need for a project preparedness review is determined by PMs with concurrence from the Operations Director.
All applicable areas must be verified as adequate/satisfactory and approved by the Operations Manager (OM)/Construction Manager (CM) and Program Director before field activities can begin. Documents reviewed for this verification must be complete (e.g., approval signatures, correct references, and attachments). Pre-start issues shall be identified in the comments section of Attachment 1, Project Preparedness Checklist during the review meeting and shall be resolved before work is authorized. Post-start decision dates and issues shall be defined in the comments section of the Project Preparedness Checklist at the review meeting. Post-start issues shall be resolved by the date decided at the review meeting and before the associated activity commences.
Effective Date: 5/21/19 Reference Page: 5 of 25
