1. PURPOSE

This procedure describes the process for reviewing documents prepared by Newport News Nuclear

BWXT–Los Alamos, LLC (N3B) in support of the Los Alamos Legacy Cleanup Contract (LLCC).

This procedure applies to, but is not limited to, regulatory documents prepared by the Environmental Remediation (ER) Program and submitted to the New Mexico Environment Department (NMED), U.S. Department of Energy (DOE), or the U.S. Environmental Protection Agency (EPA) or documents submitted to local and tribal governments or any other outside entity.

This process guides staff in conducting peer reviews and identifying review requirements and reviewer responsibilities (see Appendices A and B). The review process ensures that management is in alignment with key decisions, such as readiness for work or submittal of critical documents.

Reviews are performed by qualified technical personnel with sufficient independence to ensure that criteria, assumptions, methodology, and conclusions are appropriate for a given document.

2. SCOPE

A peer review is a mandatory review of a 95% complete draft of a document that focuses on clarity of presentation and approach and on consistent, appropriate format and content.

The peer review draft should receive a pre-review edit and composite. This draft includes all pertinent sections for a formal review and indicates “Peer Review Draft” on the document cover.

The peer review requires, at a minimum, technical subject matter experts (SMEs), Regulatory and Stakeholder Interface (R&SI) staff, applicable N3B management, and DOE staff. Other reviewers are required as applicable, such as N3B legal counsel, geographic information system (GIS) staff, data stewards, risk assessors, and staff from Quality Assurance and Transformation. Appendix B outlines the review, approval, and signature requirements for documents.

Reviewers are given up to 5 business days to review and comment on smaller documents (i.e., fewer than 20 pages of text), at least 5 business days to review and comment on midsize documents, and 10 business days to review larger, more complex documents (i.e., more than 50 pages of text). Documents on an expedited schedule may require a shorter review period and fewer reviewers.

Correspondence (other than cover letters) is given a 1- to 2-day review by technical SMEs, N3B management, DOE, and N3B legal (if applicable).

Effective Date: 2/13/19 Reference Page: 5 of 13

3. APPLICABILITY

Peer review is part of the document development for environmental deliverables process (N3B-AP-

ER-0001) and is mandatory for deliverables due to NMED and EPA, reports and plans for local and tribal governments, and any other document being delivered to an outside entity. It is recommended for products to DOE (e.g., contract deliverables). Appendix B provides the review, approval, and signature requirements for various document types.

Peer review includes a review notification request from the Regulatory Documentation Manager to reviewers via email and will include a PDF of the draft document along with the comment/resolution form. Large files will be transferred using a common drive or other means.

The reviewer must use the form to provide any comments unless otherwise indicated in the request.

The author must respond to all reviewer comments, meet with the reviewers to obtain their signatures, and return the completed forms to the Regulatory Documentation Manager. Review is complete only when all required comments from reviewers have been resolved and documented on N3B-Form-6124, Regulatory Documentation Comment/Resolution Form, and the form is signed (see Appendix C for an example).

NOTE A completed N3B-Form-6124 for the associated document contains the reviewer comments, author resolution, and reviewer signature. Completed comment/resolution forms end the review process.
