BACKGROUND - TA-21 DP West TA-21 is located on DP Mesa (a.k.a. “townsite” mesa) on the northern boundary of the Los Alamos National Laboratory and is immediately east-southeast of the Los Alamos town site. DP West operations began in September of 1945, primarily to produce metal and alloys of plutonium from the nitrate solution feedstock provided by other production facilities, as well as nuclear fuel reprocessing. This procedure involved several acid dissolution and chemical precipitation steps to separate the plutonium and other valuable actinides from the feedstock. Footprint for DP West concrete slabs is approximately 57,000 square feet.

BASE SCOPE

1.1 Work Included PN: List all major work covered in the construction phase, such as construction work performance expectations (e.g., provision of labor and materials, any unique work requirements, construction management services, coordination with LANL organizations, etc.).

1.1.1 SUBCONTRACTOR shall be responsible for sampling, prior to the start of any field activities and throughout the project, as necessary, for occupational worker safety and health, Industrial Hygiene (IH) and worker protection per Exhibit F and for waste characterization in accordance with the SUBCONTRACTOR provided project specific Sample and Analysis Plan (SAP). SUBCONTRACTOR shall have a licensed and certified electrician verify utilities cold/dark status for the worksite.

SUBCONTRACTOR shall characterize, in accordance with an acceptable, documented EPA method (e.g. EPA SW 846) wastes to be generated from former buildings TA-21-002, 21-003, 21-004, 21-005, hallway east of 21-210, 21-0116, 21-149, 21-150, 21-312, 21-313, 21-314, 21-315, 21-328, and 21-458 and associated steam lines, radiological liquid waste lines (RLW), standing water and systems. Characterization shall be representative of all wastes to be generated. (see Exhibit F and appendix D-6 WCSF)

1.1.1.1 Prior to demolition, SUBCONTRACTOR shall perform a comprehensive radiological characterization of the interiors of utility tunnels of former buildings 21-002, 21-005 and the remaining corridor tunnel portions of 21-003 and 21-004. SUBCONTRACTOR method must accomplish this characterization while protecting the tunnels and surrounding areas from radiological exposure and/or the elements in case high levels of contamination are discovered in the tunnels. The characterization shall include dose rate surveys, lose and fixed contamination surveys (i.e., beta, gamma, and alpha), and airborne contamination sampling. All accessible tunnel floors (i.e., soil) shall be characterized. The characterization shall be performed by either coring/cutting through the tunnel ceilings (12” diameter minimum), or by remote/robotic instrumentation means. Controls shall be in place to ensure concrete and other items do not drop into the tunnels damaging piping systems. Since loose radiological contamination is likely in the utility tunnels, SUBCONTRACTOR shall utilize negative pressure, weather controls and/or any appropriate radiological controls during this characterization effort based on method.

1.1.1.2 Prior to demolition of the utility tunnels, SUBCONTRACTOR shall remediate contaminated soils from the utility tunnels and place into CONTRACTOR supplied containers. SUBCONTRACTOR to expect 50% of utility tunnel soil to a depth of two (2) feet will need to be remediated and containerized.

1.1.1.3 Prior to demolition, SUBCONTRACTOR shall complete DP West waste characterization per SUBCONTRACTOR SAP (CONTRACTOR will approve SAP prior to Preparedness Review).

1.1.2 SUBCONTRACTOR shall perform asbestos and hazardous materials characterization and abatement per applicable regulations prior to demolition of the structures. SUBCONTRACTOR shall remove, load and package asbestos piping into CONTRACTOR supplied containers. Assume 500 linear feet of asbestos piping, 6 inches in diameter. If un-containerized liquids are discovered, then manage per appendix D-6 WCSF, waste stream #11. (see appendix D-3 Survey Reports and Exhibit F)

1.1.3 SUBCONTRACTOR will excavate, stabilize, size reduce, remove, load and package RWL lines into CONTRACTOR furnished containers. Assume 2,000 linear feet of RLW lines ranging from 1.5 to 6 inches in diameter. (see appendices D-4 GIS Utility & Infrastructure Maps and D-8 Work Plans)

1.1.4 SUBCONTRACTOR shall, demolish entirely, size reduce (in accordance with the Waste Acceptance Criteria), segregate (by waste stream), load and package into CONTRACTOR provided containers DP West slabs and all associated asphalt, basements, stem walls, footers, columns, appurtenances, utilities, RLW lines, pits/sumps/vaults (including but not limited to NE corners of 21-002, 21-005 and 21-150), stairwells, stoops, decks, docks and sidewalks from former buildings TA-21-002, 21-003, 21-004, 21-005, hallway east of 21-210, 21-116, 21-149, 21-150, 21-312, 21-313, 21-314, 21-315, 21-328, 21-458, SWMU 21-022(i) and AOC C-21-006.

1.1.4.1 Removed

1.1.4.2 SUBCONTRACTOR shall stabilize the sections of RLW pipe to be cut with InstaCote CC PS413 or Autopour ™, or FETL approved industry equivalent, to reduce contamination risk while size reducing. SUBCONTRACTOR shall inspect and verify no free liquids exist. Liquids encountered in the pipes shall be captured, removed, segregated by compatibility/suspected radiological pedigree and containerized per appendix D-6 WCSF, waste stream #11. SUBCONTRACTOR will include verification method in their proposed work plans.

1.1.4.3 SUBCONTRACTOR will encounter various utility lines throughout the removal of the remaining DP West structures. SUBCONTRACTOR shall cut, load and package utility lines five (5) feet outside these building footprints or to the extent needed to perform this scope of work. Utility lines located under the building footprints shall be removed to a depth of 10 feet below grade and shall be drained, sized reduced, loaded and packaged in CONTRACTOR supplied containers for disposal. Utility pipe remaining shall be foam filled or capped to prevent foreign debris from entering the pipe. SUBCONTRACTOR shall document the location and depth of abandoned utility lines to within 1’ accuracy using GPS survey equipment. SUBCONTRACTOR shall provide resulting data to CONTRACTOR in an electronic format to be approved by the FETL. (see appendices D-4, GIS Utility & Infrastructure Maps - map #3)

1.1.4.4 Removed.

1.1.5 SUBCONTRACTOR shall, in accordance with N3B Standard Operating Procedures (SOP’s), NMED Consent Order, Field Implementation Plan for DP Site Aggregate Area Investigation of AOC-C-21-006, DP West Building 21-002 Footprint Letter Work Plan and Investigation Work Plan for Delta Prime Site Aggregate Area Delayed Sites, Revision 1; locate, sample, record and log specified sample locations derived from these work plans.
