About this file
This document is an attachment to a federal contract opportunity that outlines the Repairable Items Process for the KC-130J Integrated Maintenance Plan (IMP) Planned Maintenance Interval (PMI) contract. It details the procedures for ordering, requisitioning, and turning in Aviation Depot Level Repairable (AVDLR) components, as well as the handling of unserviceable engines. Key requirements include the contractor submitting Material Tracker Reports, Aircraft Awaiting Parts Reports, and ensuring NRFI AVDLRs are available for turn-in. The document also covers the roles and responsibilities of the Fleet Readiness Center Western Pacific Supply Management Representative, the supporting MALS/ASD unit, and the ATAC Enablers in processing requisitions and retrograde material. Specific forms, codes, and referenced procedures are included as enclosures. This attachment supports the overarching KC-130J Maintenance and Repair Services contract opportunity.

Attachment (10): Repairable Items Process For
KC-130J
Integrated Maintenance Plan (IMP) Planned Maintenance Interval (PMI)
KC-130J AVDLR REQUISITIONING AND RETROGRADE TURN-IN PROCEDURES
1. Background.
Aviation Depot Level Repairable (AVDLRs) are high dollar value components designated by US Department of Defense as mandatory to be returned to the Navy Supply System. Accurate material requisitioning and correct interpretation of requisition status and prompt turn-in of Not-Ready-For-Issue (NRFI) AVDLR are absolutely essential. When a contractor is not granted authority to perform parts repairs, the following procedures shall be taken in order to optimize turn-around time in processing requisition and parts delivery to avoid work stoppage.
2. Ordering AVDLR procedures.
2.1. Contractor shall:
2.1.1. Submit Material Tracker Report (CDRL B001) to FRCWP Supply Management Representative (SMR) which includes the following information:
a. National Item Identification Number (NIIN)
b. Part number
c. Name or Nomenclature
d. Cognizance Code (COG) (IPT Lead or FRCWP SMR can provide)
e. Status of NRFI turn-in
f. BUNO (A/C Serial number)
2.1.2. Ensure AVDLR NRFI is available at the time of submission of CDRL B001 and ready to ship as soon as a requisition number for the replacement has been provided. If item is coded Remain-in-Place (RIP), return of AVDLR turn-in is not required until receipt of the replacement.
Note: For orders with a REFER status, the supporting activity will wait for the AVDLR to be shipped to the ATAC location prior to referring orders to another facility. To prevent delays please have the AVDLR ready for turn in.
2.1.3. Confirm with IPT Lead or FRCWP SMR if part is RIP coded. If NRFI is not available and NOT a RIP item, provide reason for the non-availability of part and submit a Delayed Turn-in Request Form per enclosure (7).
Note: Remain-in-Place designation can be obtained from the IPT Lead or the FRCWP SMR. This information is readily available in FEDLOG or One Touch System website. Authorized RIP item, can be held until the RFI replacement is received by the contractors. Non-authorized RIP items must be available for turn in upon submission of the new requirement.
2.1.4. Submit Material Tracker Report (CDRL B001) anytime a new requirement is generated. Ensure AVDLR turn-in is available at the time of submission of CDRL B001.
2.1.5. Submit a weekly Aircraft Awaiting Parts Report (CDRL B002) to monitor the status of all AVDLR requisitions and Critical Items List.
2.1.6. Submit a copy of the DD-1348 per enclosure (3) or dummy receipt per enclosure (6) if DD-1348 of every material received to FRCWP SMR. Ensure the receipts show the printed name of the receiver and are legibly signed and dated.
2.2. FRCWP SMR shall:
2.2.1. Track AVDLR requirements submitted by the contractor, and notify contractor of any changes on requisition status, delivery date, shipping details, etc.
2.2.2. Review CDRL B001 from contractor and forward report to supporting unit for further processing.
2.2.3. Provide updated CDRL B001 from the supporting unit to the contractors.
2.2.4. Provide status of requisition (shipping, EXREP, etc.) to contractor via CDRL B002.
2.2.5. Forward all copies of the DD-1348 or material dummy receipts provided by the contractor to the supporting unit.
2.2.6. Provide disposition and shipping instructions of the NRFI retrograde to the contractor.
** Note: FRCWP SMR will be the sole USG point of contact for the contractor regarding supply support requirements. **
2.3. MALS/ASD shall:
2.3.1 Process material request upon receipt and provide requisition information to FRCWP SMR via CDRL B001 within Issue Priority Group timeline.
2.3.2 Review Individual Component Repair List (ICRL) repair capability for disposition instruction, as follows:
a. C1/C3 – ship to supporting activity
b. X1 – ship to the Designated Overhaul Point (DOP)
2.3.3 Provide status of the requisition (i.e. ISSIP, EXREP, REFER) using CDRL B001. FRCWP SMR will provide the updated CDRL B001 to the contractors. If the supporting unit have the capability to repair the component, the SMR will request for the NRFI AVDLR from the contractors to be shipped back to supporting unit for expeditious repair (EXREP).
3. AVDLR NRFI Retrograde/Turn-in Procedures
It cannot be overemphasized the importance to ensure NRFI AVDLR are turned in on time. AVDLRs are essential to maintaining weapons systems operational readiness. Due to the high cost of such components, AVDLR can be repaired at considerably less cost than new replacements. See enclosure (4) for complete process flow.
3.1. Contractor shall:
3.1.1. Notify IPT Lead and SMR when a NRFI AVDLR is ready for turn-in via email.
3.1.2. Initiate a Maintenance Action Form (MAF) for each NRFI AVDLR (see enclosure 1). MAF shall include the following:
