About this file
This document is a Contract Data Requirements List (CDRL) for a Production Plan related to a C-130 aircraft maintenance and repair services contract.
The key details are:
- The Production Plan (PP) will provide the government with a detailed tool to understand the contractor's production process for C-130 aircraft maintenance and repair. It will include a Gantt chart and other details such as task names, % complete, schedule, critical path, and resource constraints.
- The PP shall be submitted initially with the induction package for each aircraft, then weekly thereafter, with revisions required at key milestones such as completion of the evaluation phase.
- The PP must be submitted in Microsoft Project format and follow specific formatting and content requirements outlined in the CDRL.
- Distribution of the PP is limited to DoD components only due to proprietary and contractor performance evaluation information.

| remarks: (1) Block 1 Description: The Contractor’s Production Plan (PP) will provide the Government with a detailed and effective tool for understanding the Contractor’s production process for an aircraft in flow. |
(2) Block 1 Purpose: The Government will use the PP to track progress, aid in understanding the Contractor's US Government dependencies, track changes throughout the PMI and understand impacts resulting schedule delay.
(3) Block 4 Format and Content: DI-MGMT-80933A Format and Content are tailored out. The PP shall be submitted as a Microsoft Project document or Government approved equivalent. The PP shall contain the Gantt chart and a minimum of the following fields: Task Name, % Complete, Baseline Start and Finish, Current (Scheduled) Start and Finish, Actual Start and Finish, Duration, Predecessors, Resources, and TAT. Deviations from these minimum fields may be approved with the concurrence of the COR.
(a) The PP shall portray the schedule from aircraft induction through to Government acceptance of all contracted work. The plan shall demonstrate how the contractor will meet the CDD. The total CDD is set using calendar days, however, the PP shall accurately indicate work days being performed. Holidays and weekends shall be included only if the Contractor intends to perform work on those days.
(b) The PP shall include the following phases as applicable: Induction, Disassembly, Strip, Paint, Evaluation/Inspection, Repair, Reassembly, Final Processing/Operational Checks, Functional Check Flight (FCF) and Delivery/USG Acceptance.
(c) The PP shall list critical path tasks, resources, and materials required to complete the PMI. Individual tasks shall be grouped under the applicable phase.
(d) The PP shall indicate what major constrained resources are needed for a particular task (e.g. Man Power & Personnel, Tech Data, Supply Support, Facilities, Support Equipment, Computer Resources, PHS&T, Engineering, Training, etc.) and lay out the schedule chronologically to those constraints.

| remarksb: (e) The PP shall identify and document Temporary Engineering Instructions (TEI) in process and the latest need-by date. These need-by dates shall be the same across all CDRLs. The PP shall also account for work that is not performed by the Contractor but is needed for completion of PMI. |
(f) The PP shall explicitly identify the critical path in the process. All schedule delays, TEIs and parts affecting the critical path shall be clearly indicated.
(g) The PP shall highlight tasks that have been re-sequenced or delayed and attribute the changes in the production plan to either “fault or negligence of the contractor” or “no fault or negligence of the contractor” IAW PWS 4.2.3.
(4) Block 9 Distribution Statement: Place this statement on the front page:
"DISTRIBUTION STATEMENT E. Distribution authorized to DoD Components only; Contractor Performance Evaluation and Proprietary Information; 31 July 2020. Other requests for this document shall be referred to Fleet Readiness Center Western Pacific, PSC 477 Box 35, FPO AP 96306."
(5) Block 10 Frequency: As Required. Revisions due as required.
(6) Block 12/13 Submission:
(a) An initial PP shall be submitted with the Contractor’s response to the Government’s Induction Package for each Aircraft. The PP shall be submitted weekly thereafter.
(b) A revised PP shall be submitted at the completion of Evaluation Phase to include the submission and need by dates for all TEIs and necessary parts. The Repair phase shall account for all discrepancies found during Evaluation phase. If the work required for the discrepancies will cause the schedule to extend the TAT, the Contractor shall inform the Government at this time for consideration of possible extensions. Once the post-evaluation PP has been accepted by the Government, extensions for excessive discrepancies discovered during the Evaluation Phase may not be granted.
(c) A revised PP shall be provided alongside notifications of delay, with the delay clearly denoted.
(d) Each new PP revision shall be re-base-lined (i.e. Baseline 1, 2, 3, etc.).
(e) The PP progress shall be updated and available for review and/or discussion during all production status meetings, technical interchange meetings, and Program management Reviews (PMR). This includes updating actual start and finish dates and % complete. Percent complete shall be time-based (i.e. not number of work cards completed), however the Contractor may choose the calculation method (i.e. days of work remaining, 0% start & 100% finish, etc.).
(7) Block 14 Distribution: CDRL shall be emailed to:
TBD
The Contractor shall use the following subject line format for emails containing CDRL submissions:
Contract Number_KC-130J_Company Name (three-letter code)_CDRL Number_ YYY-MM-DD_BUNO (if applicable)
(8) Acceptance: The Government shall have five working days for review and acceptance/rejection of each submission. No response will indicate acceptance.
