About this file
This file contains correspondence regarding Solicitation MCA260003 for the Cannabis Care Line (CCL) Pilot Program, issued by the Maryland Cannabis Administration. The solicitation seeks staffing to operate a free-to-caller Cannabis Care Line that provides professional information on medical cannabis use and health-related questions regarding cannabis consumption. An interested Small Business Enterprise (SBE) staffing firm inquired about identifying prime contractors preparing proposals, noting their capability to support a prime vendor in staffing but lacking the infrastructure to independently operate a call center facility, including location, equipment, telephony systems, technology, and data reporting capabilities.
The Maryland Cannabis Administration declined to facilitate connections between potential prime and subcontractors, directing interested firms to network independently through existing business relationships, industry associations, or other lawful means. The response indicated that the eMaryland Marketplace Advantage (eMMA) platform serves as the primary resource for identifying procurement opportunities and accessing solicitations, amendments, and procurement-related documentation. No specific pricing, timeline, contract term, or award information is provided in this correspondence.

Text version
I have noted the RFP for the Cannabis Care Line – pilot project. I have an interest in working on this project. My company is equipped as a staffing firm to support a Prime Vendor, but we are not equipped to fully operate a call center handling location, equipment, telephonic, technology and data reporting.
Do you know how I might reach Prime bidders who have shown an interest in this project. I am a SBE and that may be helpful to them.
A: Thank you for your interest in Solicitation MCA260003.
The Maryland Cannabis Administration is unable to identify or connect with potential prime contractors and subcontractors, or to provide information regarding vendors that may be preparing proposals.
Interested firms are encouraged to network independently with other vendors through their existing business relationships, industry associations, or other lawful means. The eMaryland Marketplace Advantage (eMMA) may also be used to identify procurement opportunities and to access solicitations, amendments, and other procurement-related information.
