About this file
This is an offeror question and answer document regarding Solicitation MCA260003/BPM057708 for the Cannabis Care Line Pilot Program, a Maryland state procurement. The solicitation seeks staffing to operate a free-to-caller Cannabis Care Line that provides professional information on medical cannabis use and health-related questions regarding cannabis consumption. The proposal submission deadline is July 16, 2026.
The procurement is designated as a Small Business Reserve (SBR) set-aside, limiting eligibility to certified small businesses only. Offerors must maintain active and current Small Business Reserve self-certification in eMMA at the time of proposal submission on July 16, 2026, rather than simply possessing certification prior to contract award. The Maryland Department of Commerce emphasizes that offerors are responsible for ensuring their SBR certification meets all program requirements and that documentation may be required to verify Certified Small Business eligibility prior to award issuance. Additional information regarding CSB certification and SBR Program requirements is available through the Maryland Small Business Reserve Program webpage.

Please consider the following question regarding Solicitation MCA260003 / BPM057708 (Cannabis Care Line Pilot Program):
Regarding the Small Business Reserve (SBR) designation: please confirm whether an Offeror's Small Business Reserve self-certification must be active in eMMA at the time of proposal submission (July 16, 2026), or whether it is sufficient for the Offeror to be SBR-certified in eMMA prior to contract award.
A: Offerors are responsible for ensuring their Small Business Reserve (SBR) self-certification in eMMA is current and active. As this is an SBR-designated procurement, only certified small businesses are eligible for contract award. Per the SBR Program Disclaimer, "Documentation may need to be submitted to verify Certified Small Business (CSB) eligibility prior to an award being issued." Offerors are responsible for ensuring they meet the requirements of the SBR Program. For additional information regarding CSB certification and eligibility, please visit the Maryland SBR Program webpage: Maryland Small Business Reserve (SBR) Program https://gomdsmallbiz.maryland.gov/Pages/sbr-Program.aspx?utm_source=chatgpt.com
