About this file
This is a Clarification Request document for RFP MCA260003 Cannabis Care Line (CCL) Pilot Program issued by Maryland. The solicitation seeks a contractor to staff a free Cannabis Care Line that provides professional information on medical cannabis use and health-related questions regarding cannabis consumption. The clarification request addresses key staffing and operational requirements outlined in the RFP, including the minimum two years of call center experience requirement, clinical personnel qualifications, staffing levels, and operational planning. The document confirms that the prime contractor may satisfy experience requirements through qualified subcontractors or teaming partners, clinical personnel may be engaged as subcontractors or independent contractors rather than direct employees, and staffing levels are determined by the offeror based on their proposed operational approach with no mandated minimum personnel requirements.
The clarification document indicates that Maryland does not anticipate providing estimated call volume data to inform staffing proposals, as this is a pilot program with limited historical data. The RFP gives offerors discretion in determining whether to propose single or multiple clinicians for coverage during scheduled operating hours. No specific information regarding pricing terms, contract term length, renewal options, funding amounts, or award dates is included in this clarification request document.

Thank you for issuing this solicitation. Before determining whether our team should pursue this opportunity, I would appreciate clarification on the following:
1. May the minimum two (2) years of call center experience required in Section 1.1(A) be satisfied through a qualified subcontractor or teaming partner, or must the prime contractor independently meet this requirement? If the prime contractor does not have the required experience, subcontractor/partner experience will be considered.
2. May the required clinical personnel be engaged as subcontractors/independent contractors, or must they be employees of the prime contractor? They do not have to be employees of the prime contractor.
3. Does MCA anticipate one clinician providing coverage during scheduled operating hours, or should offerors propose multiple clinicians? As stated in RFP Section 2.3B Staffing Plan and Section 2.4.3 Number of Personnel to Propose, this determination is up to the Offeror.
4. Does MCA have an estimated call volume or average number of calls expected during the pilot to assist offerors in developing an appropriate staffing plan? As a pilot program, this data is not available.
5. Is there a required minimum number of personnel that the successful Offeror must provide, or should staffing levels be determined by the Offeror based on the proposed operational approach? The RFP does not set a minimum number of personnel to provide.
Thank you for your time and clarification.
