About this file
This document is a question regarding Minority Business Enterprise (MBE) participation requirements submitted in response to Solicitation BPM057708 for the Cannabis Care Line (CCL) Pilot Program administered by the Maryland Cannabis Administration. The solicitation seeks proposals for staffing a cannabis information hotline to provide free professional information on medical cannabis use and health-related cannabis questions. The program requires a minimum of 12 hours of weekly live coverage with proposed hours of 3–6 PM Wednesday–Friday and 11 AM–2 PM Saturday, though alternative schedules may be proposed. The contract includes a nine-month base period (approximately September 1, 2026 through May 31, 2027) and one optional nine-month renewal period for a total potential term of 18 months. Proposals were due July 16, 2026, by 5:00 PM, with questions due July 9, 2026, by 5:00 PM.
This is a Small Business Reserve set-aside limited to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) with an MBE subcontracting goal of 25 percent. The fixed-price contract is not to exceed $200,000 total, with payment structured as 50 percent upon award, 25 percent at midpoint upon MCA acceptance of an interim report, and 25 percent upon contract completion with MCA acceptance of a final report. Offerors must demonstrate at least two years of call center operations experience within the past five years and possess integration capability with MCA's existing Lumen/Genesys call center infrastructure. CCL staff must include only licensed healthcare professionals meeting COMAR 14.17.04.07 requirements, such as physicians, physician assistants, nurse practitioners, pharmacists, registered nurses, or licensed naturopathic doctors with documented substantive medical cannabis training within the past five years. Maryland-based business registration and Commercial General Liability insurance of $1 million per occurrence and $3 million annual aggregate are required. Living wage requirements apply, and the contractor must be ready to launch within 4–6 weeks of award.

I have a question regarding the MBE participation requirements for Solicitation BPM057708.
My company is currently a Maryland Certified Small Business, and my Maryland MBE certification application has been accepted for review but has not yet been approved.
If my MBE certification is approved after proposal submission but prior to contract award, may my firm's participation be counted toward the 25% MBE participation goal, or must the participation plan submitted with the proposal remain unchanged unless formally modified and approved by the Maryland Cannabis Administration?
A: As long as you have the approval prior to the start of the contract, yes you can submit for participation but Please submit what you have as of 7/16/26 for review.
