About this file
This document is a Q&A exchange regarding eligibility requirements for the Cannabis Care Line (CCL) Pilot Program solicitation issued by the State of Maryland. The CCL Pilot Program seeks staffing to operate a free telephone information line providing professional guidance on medical cannabis use and cannabis-related health questions. The solicitation requires bidders to register with the Maryland Department of Assessments and Taxation (SDAT) as outlined in Section 4.17 of the RFP. The exchange addresses a nonprofit organization's eligibility to compete for this contract opportunity.
The key issue addressed is whether a nonprofit organization can satisfy the SDAT registration requirement. The government confirmed that nonprofit organizations are eligible to register with SDAT as Maryland Tax-Exempt Nonstock Corporations through the Maryland Business Express portal. The nonprofit inquired whether it should register as a Tax-Exempt Nonstock Corporation rather than as a Foreign Corporation, noting it is already registered with the Secretary of State (SOS) Charities division and maintains current annual registration. The government directed the nonprofit to contact the Maryland Department of Assessments and Taxation directly at 410-767-1330 or 888-246-5941 for specific guidance on the appropriate registration type for existing nonprofits seeking to register with SDAT.

1. My last questions was this: "In the RFP, 4.17 states a required registration with SDAT.
Since LE***** is a nonprofit organization, it is not eligible to register with SDAT.
However, L****** is already registered with SOS Charities and is up to date with its annual registration requirements. I would like to confirm whether a nonprofit organization is eligible to be awarded this BID."
2. You answered this: "Yes, a nonprofit organization is eligible to register with SDAT as a Maryland Tax-Exempt Nonstock Corporation. You can complete the registration process online through the Maryland Business Express portal. We understand this process can be complex and are here to help guide you through each step. Visit the following link https://egov.maryland.gov/BusinessExpress/"
3. New question: Can you please confirm that I should register with SDAT as a Maryland Tax-Exempt Nonstock Corporation rather than a Foreign (Non-Maryland) business type, such as a Foreign Corporation? I am not trying to start a new corporation and I'm just trying to register as a Co----- nonprofit in SDAT.
