About this file

This file is a clarification response from the State of Maryland regarding eligibility requirements for the Cannabis Care Line (CCL) Pilot Program procurement. The solicitation seeks staffing for a free telephone Cannabis Care Line to provide professional information on medical cannabis use and health-related cannabis questions. The RFP requirement section 4.17 mandates registration with the Maryland State Department of Assessments and Taxation (SDAT), which prompted a nonprofit organization to request clarification on whether nonprofits are eligible for this bid.

Maryland confirmed that nonprofit organizations are eligible to be awarded this contract and can register with SDAT as a Maryland Tax-Exempt Nonstock Corporation through the Maryland Business Express portal online. The state indicated willingness to assist nonprofits through the registration process and provided the relevant link for completing the application. The response clarified that nonprofit status, even if registered only with the Secretary of State Charities Division, does not disqualify an organization from bidding, provided the organization completes the required SDAT registration as a tax-exempt nonstock corporation.

Text version

In the RFP, 4.17 states a required registration with SDAT. Since LE***** is a nonprofit organization, it is not eligible to register with SDAT. However, it is registered with SOS Charities and is up to date with its annual registration requirements. I would like to confirm whether a nonprofit organization is eligible to be awarded this BID.

A: Yes, a nonprofit organization is eligible to register with SDAT as a Maryland Tax-Exempt Nonstock Corporation. You can complete the registration process online through the Maryland Business Express portal. We understand this process can be complex and are here to help guide you through each step.
