CMGC, Instructions to Offerors

AK NPS DENA 10(49), Polychrome Area Improvements

INSTRUCTIONS TO OFFERORS

1 INTRODUCTION

1.1 General

The Western Federal Lands Highway Division of the Federal Highway Administration is issuing this Request for Proposals (RFP) to solicit competitive proposals for a Construction

Manager/General Contractor (CMGC) contract designated AK NPS DENA 10(49), Polychrome

Area Improvements. This CMGC involves pre-construction services followed by construction services, described in Project Summary, both to be provided by the successful construction contractor.

Offerors should not rely solely on the limited information contained in the Instructions to Offerors, but should also refer to the full RFP for additional, detailed Project information and requirements.

The RFP contains the following:

Solicitation Phase Documents

• Instructions to Offerors with attachments

• Submittal Checklist

• Authority to Sign

• Bid Bond

Contract Documents

• SF1442, Solicitation Offer and Award

• Price Sheet

• Subcontracting Plan

• Solicitation Provisions

• Contract Clauses

• Davis-Bacon Wage Rates

• Statement of Work

• Preliminary Special Contract Requirements

• Preliminary Plans

1.2 Project Summary

The project consists of two phases: 1) pre-construction services contained in the base contract;

and 2) construction services contained in two options. The project will consist of spanning the active Pretty Rocks landslide with an approximately 475-foot-long bridge. Ground anchors will likely be needed to stabilize the rock mass at the proposed bridge abutments to achieve acceptable Factors of Safety for global stability. The new bridge will also require realignment of the Denali Park Road and excavation at either end of the bridge. Excavated material is to be wasted within the project limits, at the toe of the Pretty Rocks landslide. A retaining structure

ITO-2

may be required at the adjacent Perlite Landslide. The design of the project will need to consider permafrost thaw.

The construction services phase is broken into two options as follows:

Option X includes mobilization to and from the site, set up of contractor and government housing, earthwork, and rock scaling.

Option Y includes a retaining wall at Perlite Landslide, abutment construction, thermosyphon installation, ordering and procurement of the bridge and all work necessary to construct the approximately 475-foot-long bridge across the Pretty Rocks landslide. This includes assembly of the superstructure, all temporary work (platform, highline, erection system, etc.), and erection of the bridge.

The existing road at the project site is currently closed to all traffic and will remain closed to traffic until construction completion.

A map of the project area is provided below.

ITO-3

1.3 Project Background

The Denali Park Road is a mostly gravel road originally built by the Alaska Road Commission in the 1920s and 1930s. The 92-mile Denali Park Road has a single connection to the road network outside the park, at the park entrance on the eastern boundary, and is typically open to traffic from mid-May to mid-September. As you progress west into the park, the road transitions from paved to rustic to primitive. The first 15 miles of road is a dual purpose, paved facility. The next segment between the Savage and Teklanika rivers is a transition zone where the driving surface changes from pavement to gravel. West of the Teklanika River, the road changes from a uniform width, two lane facility to a variable width, one lane facility.

Landslides have impacted Pretty Rocks since at least the 1960s but until recently, only required maintenance every two to three years. During the 1990s, the landslide, which occurs below the roadbed, only caused small cracks in the road surface. However, by 2018 the slumping increased to almost 0.5 inch per day, and then to 3.5 inches per day by August 2020. By August 2021, the rate of movement had increased to more than a foot per day, forcing Denali National Park and

Preserve to close the road in this area until a permanent solution is in place.

ITO-4

The Pretty Rocks landslide is composed of a thick (40- to 80-foot) layer of sediment and ice that is sliding on top of frozen volcanic ash and clay. It flows perpendicular to the Park Road from its head scarp a few hundred feet upslope of the Park Road to its terminus on the valley floor, 1,400 feet downslope. It impacts the width of the road for approximately 300 linear feet. Movement has been most noticeable in the areas at and above the current road grade, but activity continues into the substrate below the road grade and into the naturally deposited material piled up on the river bar below. The frozen volcanic ash and clay is thaw unstable.

1.4 Site Access

Offerors may visit the project site via aircraft or via vehicle. No landing of aircraft will be allowed.

Vehicle access will be allowed to the Pretty Rocks landslide. Vehicle access will not be possible

West of the Pretty Rocks landslide. Coordinate all site visits with the NPS contact below at least one week in advance. Contractors will be required to obtain a Road Access Permit with NPS prior to accessing the Denali Park Road. See SCR 108.01(c) for requirements to obtain this permit.

6.2.2.3 Factor 3 Past Performance (200 Points)

Past performance will be evaluated for projects submitted under Factor 2 Experience. FHWA will be utilizing data from the Contractor Performance Assessment Retrieval System (CPARS) and/or information received from other, non-federal agencies. If the final CPARS record for the project is available, it will be used, otherwise any available CPARS record will be used. Evaluation will be made on the following subfactors with each subfactor weighted equal:

Quality;

Schedule; and

Management

For projects submitted for Factor 2 Experience, if there is not past performance information available from CPARS, offerors shall submit copies of any completed past performance evaluations made available to them from the project owner. Include the name of the contracting agency/private sector company, the name of the primary person responsible for the contract, phone number, e-mail address and mailing address. FHWA, at its discretion, may verify information provided from project owners. If there was no available past performance evaluations for any project, that must be documented in the Offerors proposal and that project will be assigned a satisfactory rating for that project.

If an offeror submitted past performance evaluation is received on a project where a final or other rating from CPARS exists, the CPARS evaluation will serve as the official rating of record for evaluation purposes and the offeror submitted past performance evaluation will not be evaluated.

ITO-20

For past performance evaluations obtained from CPARS, the following percentages will be assigned for each subfactor:

Unsatisfactory: 0 percent

Marginal: 30 percent

Satisfactory: 60 percent

Very Good: 85 percent

Exceptional: 100 percent

For offeror submitted past performance evaluations, FHWA will use the below CPARs rating guide to translate the rating elements from the offeror submitted past performance evaluation to the above scores for each subfactor.

CPARS ADJETIVAL RATING GUIDE

Exceptional: Performance meets contractual requirements and exceeds many to the

Government's benefit. The contractual performance of the element or sub- element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

Very Good: Performance meets contractual requirements and exceeds some to the

Government's benefit. The contractual performance of the element or sub- element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor was effective.

Satisfactory: Performance meets contractual requirements. The contractual performance of the element or sub- element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

Marginal: Performance does not meet some contractual requirements. The contractual performance of the element or sub- element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory: Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor's corrective actions appear or were ineffective.

In addition, FHWA will review all available CPARs records to determine whether the Offeror has received any unacceptable ratings for any of the above three subfactors. If any unacceptable ratings for any of the above three subfactors are found, FHWA will lower the Offeror’s overall rating for this factor by 20 points. This deduction will be applied after all the past performance evaluations for the projects submitted for Factor 2 Experience are scored.

ITO-21

7 PRICE

FHWA will review prices. Offerors are advised that unrealistically high or low prices may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement, or had made an unrealistic proposal.

The price used for evaluation purposes will be the Total Proposed Price (base plus GMP for options) identified on the Price Sheet, found on Page A-4a.

The price provided will not be disclosed to the Technical Evaluation Team prior to completion of the technical evaluation.

Submit offers for construction of the project under the Base Schedule Option X and Option Y.

The Base Schedule consists of Pre Construction Services.

Option X schedule consists of mobilization to and from the site, set up of contractor and government housing, earthwork, and rock scaling.

Option Y schedule consists of retaining walls(s), abutment construction, stabilizing the Perlite

Landslide, ordering and procurement of the bridge and all work necessary to construct the approximately 475-foot-long bridge across the Pretty Rocks landslide. This includes assembly of the superstructure, temporary work platform construction, and erection of the bridge. A cut side retaining wall may be needed to construct the east side bridge abutment.

Preliminary Bid Schedules for Option X and Y are provided for contractor use in developing its

GMP. The bid schedules will need to be provided as part of the Proposal Support

Documentation, but will not be opened during the Source Selection Process.

ITO-22

8 AWARD

8.1 Basis of Award

FHWA will award the contract to the responsible Offeror determined to provide the best value to the Government where all evaluation factors, other than price, when combined, are approximately equal to price.

8.2 Responsibility Determination

Award will not be made to any Offeror failing to be determined responsible in accordance with

FAR 9.104.

ITO-23

9 POST AWARD

9.1 Debriefings

After award, unsuccessful Offerors may submit a written request for a post-award debriefing to the Contracting Officer in accordance with FAR 15.506. Unsuccessful Offerors, upon such request, will be debriefed and will be furnished with the basis for the selection decision. Debriefing information will include FHWA’s evaluation of the significant weaknesses or deficiencies in the

Offeror’s proposal; however, item-by-item comparison with other Offeror’s proposals will not be made. Debriefings will not reveal the relative merits or technical standing of competitors or the evaluation results of competitors. Moreover, debriefings will not reveal any information that is not releasable under the Freedom of Information Act.

9.2 Proposal Retention

In accordance with FAR subpart 4.8 (Government Contract Files), FHWA will retain one copy of all unsuccessful proposals. FHWA will destroy extra copies of unsuccessful proposals.
