About this file
This document contains questions and answers related to a federal solicitation for Polychrome Area Improvements within Denali National Park in Alaska. The solicitation seeks a construction manager/general contractor (CMGC) to provide preconstruction services on a lump sum basis, with options for two types of guaranteed maximum price (GMP) contracts to be negotiated after preconstruction for actual construction. Key details include that the preconstruction phase subcontracting plan only applies to preconstruction work, experience requirements include a bridge superintendent having led work on a complex bridge within the past 10 years and arctic/subarctic experience, and that hard copy proposals are due on November 7th rather than the originally stated November 5th date. Clarification is also provided on how experience elements in the solicitation will be evaluated based on past project examples.

Polychrome Area Improvements
# General Technical Question Answer Date
1 X
My company and I are interested in this job.
I plan on taking a trip on site and doing a quick site survey, but I noticed the plans do not have beginning or ending latitudes or longitudes. Please provide this information.
The current documents you're referencing are Preliminary Plans that
Government posts to notify prospective bidders of potential work that the
Government may solicit in the future. These Preliminary Plans do not contain the information you're requesting; and the Government will provide the latitude and longitude for the approximate start of the project if the
Government decides to post solicitation documents for this project.
8/31/2022
2 X I would like to request any electronic drawing files (dwg), to help in the survey. The Government will not be providing electronic drawing (.dwg) files for this project.
8/31/2022
3 X we request the following changes be made in section 6.2.1.1.1 & Form K1, Go/no‐go:
Please allow 2 complex bridges but expand the years to "within their professional career in a key supervisory role” or reduce the number to one in the past 10‐years. This experience doesn’t go away if gained while in a key supervisory role more than 10‐years ago. We typically see a recency requirement for company experience, not staff experience.
This will be addressed under Amendment A001 10/6/2022
4 X we request the following changes be made in section 6.2.1.1.1 & Form K1, Go/no‐go:
Please consider adding a go/no‐go criterion for CMGC experience in a Project Manager role. This is a critical experience for a successful pre‐construction services phase
The Government will not be revising Form K1. CMGC experience for
Construction Project Manager will remain scored 10/6/2022
5 X
6.2.2.1.1 & Form K1, Experience Elements ‐Element 2, Arctic/sub‐arctic ‐
Please remove the arctic/subarctic region (element 2) from the PM as it is covered with the Bridge
Superintendent and Earthwork Foreman or add a new key staff “Construction Manager” requiring this experience element. Arctic/subarctic experience is limited to domestic contractors working in Alaska or international contractors working in Canada and other non‐US locations. This experience is critical for a
Construction Manager and other site supervisory roles, but not the Project Manager
The Government will not be revising Element 2 Arctic/sub‐arctic. 10/6/2022
6 X
6.2.2.1.1 & Form K1, Experience Elements ‐Element 3, CMGC ‐
Please provide additional point weighting for CMGC experience in a PM or key supervisory role. A collaborative and experienced progressive alternative delivery experienced PM is critical to pre‐construction phase success vs a career bridge builder.
The Government will not be revising Element 3, GMGC. 10/6/2022
7 X
6.2.2.1.1 & Form K1, Experience Elements ‐Element 5, Work Camp –
Please remove the work camps experience from the PM and either include with a new role of Construction
Manager or within the other site supervisory roles ‐the Bridge Superintendent or Earthwork Foreman. Also, whether in the added Construction Manager role, or with the Bridge Superintendent or Earthwork Foreman, consider extending the duration to “within their professional career in a key supervisory role”. Projects requiring a work camp are not frequent in Alaska, and this experience does not deteriorate if the candidate was in a key supervisory role on a project with a work camp greater than 10‐years ago.
The Government will not be revising Element 5, Work Camp. 10/6/2022

Reference: ITO Section 6.2.2.1 and Forms K1, K2 and K3:
How are the points granted between the project experience listed on K1, K2, and K3 vs the scoring points assigned for each element within 6.2.2.1.1, 6.2.2.1.2 and 6.2.2.1.3? Are maximum points achieved for each element if one of the projects described in K1, K2 or K3 matches the element, or are maximum points achieved if all projects listed on K1, K2 and K3 match the element to score maximum points? Example Element 5, Work
Camps – If we list 5 projects for the PM on form K1, and three of the five have work camps, does that provide a factored score (presumably 3/5ths of the available 20 points), or is the element considered fully met as long as one of the projects on K1 has a work camp?
This will be addressed under Amendment A001 10/6/2022

Reference: ITO Section 6.2.2.2.1, 6.2.2.2.2 and Form E1, E2:
How are the points granted between the project experience shown on Forms E1 and E2 vs the scoring points assigned for each element within 6.2.2.2.1, 6.2.2.2.2? Are maximum points achieved for each element if one of the projects described in E1 or E2 matches the element, or are maximum points achieved all projects listed on
E1 or E2 match the element to score maximum points? Example Element 4 of 6.2.2.2.1, complex bridge erection using temporary towers….. – If we list 5 projects on E1, and three of the five have complex bridges, does that provide a factored score (presumably 3/5ths of the available 20 points), or is the element considered fully met as long as one of the projects on E1 has a complex bridge?
This will be addressed under Amendment A001 10/6/2022

Reference: A‐5 and A‐5a, Subcontracting Plan:
Since there is a Base Schedule Lump Sum Price for preconstruction services only, and no implicit contract or modification anticipated for either of the two GMP options until after GMP negotiations, does the
Subcontracting Plan only apply to the base schedule pre‐construction phase?
The subcontracting plan only applies to the Base Schedule pre‐construction phase. When an option item is exercised the plan will be amended.

This will be addressed under Amendment A001 10/6/2022

Reason for Question: The due date currently listed for the solicitation is Saturday November 5, 2022, and hardcopy proposals are required.
Question: There is no specific question, only a request for change to the RFP.
Request: Change Standard Form SF1442, Box 13, item a, due date for this proposal to Monday, November 7, 2022 to allow for delivery of hardcopy proposals during the standard weekday business hours.
This will be addressed under Amendment A001 10/6/2022
