Addendum No. 4 to RFP 26-016-SN Van Meter Substation Construction
This is an addendum issued by the Kissimmee Utility Authority (KUA) on March 3, 2026, providing clarifications and answers to 26 questions submitted by proposers regarding the Van Meter Substation Construction project. The addendum addresses submission requirements, including page limitations, required forms, and documentation procedures for the RFP response. Key clarifications include confirmation that the KUA Experience, References and Certification form must be submitted, along with an optional separate reference document in Tab B if additional space is needed; the Exhibit A Pricing Sheet must be uploaded separately in VendorLink as an Excel file rather than included in Tab G; and contractual exceptions should be addressed on the Statement of Compliance and Exceptions form. The addendum confirms that the contractor is responsible for all site work including temporary fencing, laydown area designation, office space provision, and substation wall installation. Specific technical clarifications address cable trench specifications, warranty requirements (two-year general warranty with certain items requiring longer periods such as five-year for swages), subcontractor insurance requirements (Tier C $10,000,000 umbrella policy required only for the prime contractor), and as-built survey requirements for underground utilities and foundations.
The addendum further clarifies scope inclusions and exclusions, including confirmation that owner-furnished and owner-installed equipment is limited to one 30-foot concrete light pole with a 6-foot bracket at the station access road entrance, while spline ball ionizers and substation walls are contractor-furnished and contractor-installed. Field acceptance testing, control rack supply, control house construction, and low-voltage power cabling are excluded from this RFP scope and will be addressed through future change orders or separate contracts. The addendum provides guidance on fill material environmental testing requirements, compaction specifications per the Geotechnical Engineering Report, and references to specific civil and station drawings, including newly added Control House and PDC drawings provided for reference only. Additional reference documents regarding the Control House, PDC, and specific equipment details are attached to the addendum.

Q3. We are instructed to provide our pricing in Tab G - but in the Required Forms list, it states to provide Exhibit A Pricing Sheet as an upload in Vendor Link Separately. Can you confirm if we are to provide it in both Tab G and separately, or only in one place?
A3. Vendor must upload Exhibit A – Pricing Sheet as a separate Excel file in VendorLink. Tab G may include notes or assumptions, but not the pricing sheet itself.
Q4. We are instructed to provide Contractual Exceptions to the sample contract in Tab F. Can you clarify if these should be listed on the Statement of Compliance and Exceptions form provided and include that in Tab F or if they should be listed both in Tab F and on the separate required form?
A4. Contractual exceptions should be addressed on the Statement of Compliance and Exceptions form. If there are none or only one or two, list them directly on the form and include it in Tab F. If there are multiple exceptions, note “see attached markups” on the form and include the contract markups as attachments in Tab F. All contractual and technical exceptions are evaluation criteria and must be clearly identified.
Q5. Will all site work be complete before start date? Will site be up to grade?

A9. No. Subcontractors are not required to carry the $10,000,000 Excess or Umbrella policy. The Prime Contractor is responsible for all subcontractor work and any resulting claims.
Q10. Please clarify cable trench specification details. Is there to be any trench drainage system installed that ties into the storm drain system?
A10. Refer to the Civil drawings, including Sheet C3.10, and the Station drawings, including Addenda 3 with new Sheet 22S101301 Detail A. Refer to Construction Specifications Section 3A9.3. All equipment and materials must be installed per

Q16. On the required form checklist Exhibit B and Exhibit C are included specifications and requirements, is there a signature form that needs to be included in the bid package for these items?
A16. No. Exhibit B and Exhibit C are core construction documents included for reference and compliance. They do not require a separate signature form to be submitted with the bid package.
Q17. In the BID REFERENCE DOCUMENTS\EQUIPMENT CUTS\EQUIPMENT REFERENCE DOCUMENTS there is some documents: a. 6 foot cantilever light bracket
b. 30ft Static Cast Concrete Pole Valmont c. SBI Installation Detail 0001835 (Spline Ball Ionizers) d. KUA Wall 10H 170C (KUA Wall) Question: For these items, do we only consider installation or do we also need to supply the materials? The doubt arose because the folder name is "OWN. FURNISHED OWN. The Control House and PDC drawings were omitted from the bid documents in error and have been added with this Addenda for reference. Construction of the control house is not included in this RFP. The scope of RFP 26-016 is limited to pad supply and installation and the setting of the OFCI relay panels. Offloading and assembly of the control house will be performed by the Control House supplier under a separate contract (unless the pads aren’t ready by 9/1/26; see Addendum No. 3). Low voltage wiring / battery systems / protection and control wiring will be handled under a separate contract.
Q23. Are there any specifications for installing the Tensar InterAx NX650 geogrid indicating where it should be installed (throughout the substation or only in traffic areas)?
A23. Refer to the civil plans for Tensar InterAx NX650 installation. See Sheet C3.10.
The geogrid is shown only in drivable areas.
Q24. On the BOM, item # C17 is listed as a Bus support clamp, 4” IPS to 5” B.C. But on the drawing it’s shown as (2) 1033 AAC Swaged Terminal, straight. Please provide clarification.
A24. Refer to the revised drawings issued under prior Addendum No. 3 which address the BOM discrepancy.
Q25. What are the environmental testing requirements for import/export fill materials?
A25. Imported fill generally only requires source documentation confirming that it is clean, from a permitted site, and meets the fill requirements outlined in the Geotechnical report, while testing for exported fill is typically the responsibility of the Contractor or the Contractor's receiving facility.

Q26. Compaction requirements for fill materials across entire site prep is to be in 6” or 12” lifts and tested every 50 cubic feet. (please confirm) A26. Based on Section 7.5 of the Geotechnical Engineering Report, all structural fill shall be placed in level lifts not exceeding 12 inches in uncompacted thickness. If hand-held compaction equipment is used, the lift thickness should be reduced to no more than 6 inches. Please refer to Section 11.0 for “In-Place Density Testing Frequency” recommendations. Please note that the fill soil recommendations in the Geotechnical Engineering Report do not apply to the stormwater retention areas (i.e., the substation yard area).
