About this file
This is a revised public notice of request for proposal interviews issued by the Kissimmee Utility Authority (KUA) for RFP 26-016-SN, Van Meter Substation Construction. The procurement seeks a qualified contractor to perform construction of a new greenfield 69-kilovolt substation in Polk County, Lake Harbor CDP, Florida, including site preparation, civil works, structural construction, electrical equipment installation, and grounding systems. KUA will furnish major equipment such as transformers, breakers, switchgears, and the control house, while the contractor is responsible for all labor, supervision, and materials not provided by the authority. The mandatory pre-bid conference was held on February 23, 2026, with a site visit included; questions and comments were due by February 27, 2026; proposals were due on March 17, 2026, with a virtual public bid opening via Zoom; and construction is anticipated to commence on May 11, 2026, with station energization expected in April 2027. Four firms were shortlisted for oral interviews scheduled for April 6-7, 2026, via Zoom: Haugland Energy Group LLC, MasTec/Energy Erectors Inc., Terry's Electric Inc., and Elite Construction of Ocala Inc., with each interview lasting 30 minutes and including discussion of firm qualifications, experience, and the proposed site supervisor.
Pricing shall be submitted on a firm-fixed basis with all costs included in a lump sum price, supplemented by time-and-materials pricing options for potential change orders. Only firms with demonstrated experience completing at least one full-scale 69KV greenfield substation project and one brownfield rebuild/expansion project within the past four years are eligible; contractors must hold current Florida electrical contracting licensure and provide four references for similar projects completed within the last four years. The evaluation of proposals is weighted at 50 points for pricing, 15 points each for management and personnel qualifications and approach to delivery of services, and 5 points each for relevant experience, prior KUA projects, technical exceptions, and contractual exceptions. Required insurance includes General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, an Excess/Umbrella policy of $10,000,000, Vehicle coverage of $1,000,000 combined single limit, Workers' Compensation of $1,000,000, and Builders Risk insurance. The successful contractor must provide a 100% Performance Bond payable within ten days of award notification. No specific set-aside designations or disadvantaged enterprise restrictions are indicated in the solicitation documents.
