About this file
This is Addendum No. 1 to RFP 26-016-SN for Van Meter Substation Construction issued by Kissimmee Utility Authority (KUA) in Florida on February 17, 2026. The addendum clarifies that construction drawings for the substation project are available via Dropbox and are referenced in Section 3 Scope of Work, Section IV Scope of Services, 1.1 Appendix A. The RFP seeks a qualified contractor to perform substation construction activities, including furnishing all labor, supervision, materials, and equipment not provided by KUA. KUA will supply major equipment such as breakers, substation transformers, PDC switchgear, and the control house, with the contractor responsible for constructing the substation and installing all KUA-furnished materials. Work explicitly excluded from the contractor's scope includes transformer erection and filling, relay control or power cable supply and termination, equipment testing and commissioning, transmission structure installation, URD feeder cable supply and installation, station service transformers, distribution circuit air break cabinet switchgear, and battery system installation. All on-site personnel must be properly trained and qualified, and the contractor must coordinate with KUA Operations crews and other contractors.
The addendum confirms that vendor registration with the utility is required only if a firm is selected for award; bidders are not required to register to submit proposals. Proposers must acknowledge receipt of this addendum by signing and returning the acknowledgment form with their bid response. Only firms with demonstrated experience in substation construction are eligible to submit proposals. All information contained in the addendum is incorporated into the solicitation document and supersedes any verbal or other instructions previously provided to proposers. Specific pricing terms, bid due dates, and award timelines are not detailed within this addendum document itself.
