About this file
This document is a public notice of Request for Proposal interviews issued by the Kissimmee Utility Authority for RFP 26-016-SN, the Van Meter Substation Construction project. The RFP seeks qualified contractors to perform greenfield substation construction activities in Polk County, Lake Harbor, Florida, including site preparation, civil works, structural construction, electrical equipment installation, and grounding systems. KUA will furnish major equipment including 69KV transmission takeoff bay structures, breakers, switches, transformers, switchgears, and a control house, while the contractor is responsible for all labor, supervision, materials, and equipment not provided by KUA. A mandatory pre-bid conference occurred on February 23, 2026, with a proposal submission deadline of March 17, 2026, at 2:00 PM EST followed by virtual public bid opening via Zoom. Construction is anticipated to commence May 11, 2026, with station energization expected in April 2027. The notice indicates that the evaluation team has completed proposal reviews and identified shortlisted firms for oral interviews scheduled for April 6, 2026, via Zoom, with each interview lasting 30 minutes. Four firms have been selected for interviews: Elite Construction of Ocala, Inc., Haugland Energy Group LLC, MasTec/Energy Erectors, Inc., and Terry's Electric, Inc. Interview questions will be provided by April 2, 2026, and presenters should be prepared to discuss firm qualifications, experience, and ability to perform required services, including a discussion with the proposed Site Supervisor.
Proposals are evaluated on a 50-point pricing component, with 15 points each for management and personnel qualifications and approach to service delivery, and 5 points each for relevant experience, prior KUA projects, technical exceptions, and contractual exceptions. Pricing shall be submitted on a firm-fixed basis as a lump sum with all costs included, supplemented by time-and-materials pricing options for change orders. Mandatory qualifications require demonstrated experience completing at least one full-scale 69KV greenfield substation project and one brownfield rebuild/expansion project within the past four years, current Florida electrical contracting licensure, and provision of as-built and redline record documents. Required insurance includes General Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, an Excess/Umbrella policy of $10,000,000, Vehicle coverage of $1,000,000 combined single limit, Workers' Compensation of $1,000,000, and Builders Risk before construction start. A 100% Performance Bond is required within ten days of award notification. No bid bond is required. Contractors must provide four references for similar projects completed within the last four years and disclose any litigation or disputes from the past five years. No specific contract award value is stated in the solicitation documents.
