About this file

This document is Addendum No. 3 to RFP 26-016-SN issued by the Kissimmee Utility Authority (KUA) on February 25, 2026, concerning the Van Meter Substation Construction project located in Polk County, Lake Harbor CDP, Florida. The addendum provides clarifications and modifications to the original solicitation regarding wall panel installation specifications, contractor office requirements at the project site, transformer delivery coordination, and scope adjustments related to equipment pad completion and substation PDC and Control House installation. The document addresses a mandatory pre-bid conference held on February 23, 2026, with a proposal submission deadline of March 17, 2026, at 2:00 PM EST. The addendum clarifies that contractors may install either an 8'-6" wall panel or a 10' wall panel (both buried 6 inches below grade) to achieve the required 8-foot minimum above-grade height, and that the contractor's office must be a portable building trailer or shipping container configured as an office, not a work truck, with field records maintained on-site for daily access.

The addendum revises pricing and delivery requirements, removing the previous 50-page proposal limit and requiring contractors to indicate in their schedules when the site will be secure and equipment pads ready for delivery trucks and transformer transport. Contractors must either establish the site with walls, gates, and drive accessways complete with fully cured equipment pads by September 1, 2026, or provide pickup, relocation, and unloading services for PDCs and Control House from KUA storage to the Van Meter equipment pads, inclusive of crane services as required. The revised drawing set dated February 24, 2026, replaces the original bid documents, and the revised pricing sheet now includes unit pricing for grounding items. All proposers must acknowledge receipt of this addendum by signing and returning the form with their bid response, and this addendum supersedes any prior verbal or written instructions provided to potential bidders.

I. QUESTIONS

Q1. In reference to the Wall & Gate Construction Details Drawing (#22-S- 1050) – the drawing shows a 10 ft. wall above grade and 6 inches buried.

Number 5 of the “Wall Section Notes”, says, “Wall height, above earth grade will be 8’-0” additional 6” of wall. Height required to allow for the any slight variations in grade elevations.” Question: Will it be acceptable to install with one 10 ft. wall panel that is buried 6 inches below grade? This would result in 9.5 ft. above grade and would avoid stacking two panels.

A1. Yes. It will be acceptable to install either an 8’-6” wall panel (installed with 6” below grade) or a 10’ wall panel (installed with 6” below grade).
