REVISED MASTER TABULATION SHEET FOR ANNUAL POND MAINTENANCE SERVICES ITB B2614COC
This is a master tabulation sheet for the City of Cocoa's Purchasing Department, representing a competitive sealed bid solicitation for annual pond maintenance services across 23 stormwater ponds located at 13 separate sites throughout the city. The scope of work encompasses algae and aquatic weed control in open water areas, shoreline grass control in nonvegetated areas, littoral shelf maintenance for cattail and primrose willow control, triploid grass carp stocking to manage Hydrilla and slender Spikerush on a unit cost basis, removal of trash and nonorganic materials accessible via the storm sewer system, and clearing of overflow structures. Each pond receives service visits on a quarterly basis, spaced approximately 90 days apart, with quarterly management reporting required to document volumes of trash and debris collected. The non-mandatory pre-bid conference was held on August 18, 2026, at 10:00 a.m. EST at Cocoa City Hall, with bids due September 10, 2026, at 3:00 p.m. EST. The contract term is five years beginning October 1, 2026, and ending September 30, 2031, with two optional one-year renewal periods subject to mutual agreement. Award is anticipated in September 2026, subject to City Council approval.
Bidders must be licensed Florida General Contractors with a minimum of five years of experience performing similar pond and aquatic vegetation management work and must submit performance and payment bonds equal to 100 percent of the total contract amount within 15 calendar days of award. A five percent preference applies to Brevard County contractors with physical business addresses within the county, evidenced by a business tax receipt issued at least six months prior to bid submission. Mechanical harvesting is available on a unit cost basis, while heavy physical organic material removal is excluded from the base contract and will be negotiated separately. Bids must be submitted in sealed envelopes to the Purchasing & Contracts Division at 65 Stone Street, Cocoa, Florida 32922, and must include active business registration, professional licenses, references, a W-9 form, and proof of insurance. The contract is effective only to the extent funds are available, with obligations for succeeding fiscal years subject to City Council appropriation.
