About this file

This is Addendum 3 to the ITB B-26-14-COC Annual Pond Maintenance Services bid documents issued by the City of Cocoa's Purchasing Department and Finance Department on September 1, 2026. The addendum provides clarifications regarding bidder qualifications, scope of work, and pricing for the annual maintenance of 23 stormwater ponds across 13 locations throughout Cocoa, Florida. The primary purpose of the contract is to maintain ponds free of weeds, trash, and debris through quarterly service visits spaced approximately 90 days apart. The contract term is five years beginning October 1, 2026, with two optional one-year renewal periods subject to mutual agreement. Bids were due September 10, 2026, with award anticipated in September 2026 subject to City Council approval and the non-mandatory pre-bid conference held on August 18, 2026.

The addendum clarifies that a Florida General Contractor license is not required; instead, firms holding applicable aquatic pesticide/applicator licenses and demonstrated experience are eligible to bid. Key scope clarifications include that littoral shelf maintenance for cattail and primrose control is included in standard maintenance pricing with no specified volume limits; the 10 cubic yard vegetation removal unit-price item applies to emergent vegetation only with contractor responsibility for means and methods; trash removal is limited to trash accessible via the storm sewer system and included in regular service; mechanical harvesting is available on a unit cost basis; and triploid grass carp stocking addresses submersed hydrilla management. The contractor is responsible for any barriers needed, and repair requests for culverts or pipes must be submitted to Public Works on a case-by-case basis. All base bid work scope, including trash removal, should be included in the additional ponds per acre price.

7. For the 10 CY vegetation removal unit-price item, please clarify whether this is intended for submerged aquatic vegetation, emergent vegetation, or either, and whether bidders should assume any particular vegetation type or removal method for pricing purposes.

This is for emergent vegetation only, any type of emergent vegetation the City wants to remove. Means and methods are the Contractor’s responsibility.

8. Requirement C. on page 7 states littoral shelf maintenance-wicking for the control of Cattails and Primrose. Does this mean that manual maintenance is to be included in the standard maintenance price or would this be charged separate as it states online G:

“provide mechanical harvesting based on a unit cost listed on the Bid Schedule”. Included in the standard maintenance price.

9. Requirement C. on page 7 states littoral shelf maintenance-wicking for the control of Cattails and Primrose. Is this limited to Cattails and primrose or includes other shoreline grasses like torpedo grass and alligator weed? Include other non-native shoreline grasses including torpedo grass and alligator weed.

10. Requirement C. on page 7 states littoral shelf maintenance-wicking for the control of Cattails and Primrose. If this is included in the maintenance scope and not as an additional service per unit cost. Up to what volume is to be considered part of the regular service and what is considered additional price on unit cost listed. Current ponds are being maintained in good condition. Volume is not specified and is included in the regular service.

11. Requirement E. on page 7 states that trash to be removed is limited to trash that can enter the pond via the storm sewer. Is there a limit to the volume or quantity that can be remove as part of maintenance and what is to be considered additional work? Current ponds are being maintained in good condition. Volume is not specified and is included in the regular service.

12. Are all of these ponds currently receiving maintenance service? Yes
