About this file
This is a Notification of Intent to Award document issued by the City of Cocoa's Purchasing Department on behalf of the Public Works Stormwater Division for annual pond maintenance services. The City of Cocoa awarded the contract to Future Horizons, Inc. for the maintenance of 23 stormwater ponds located across 13 separate locations throughout the city. The scope of work includes trash and debris collection, aquatic spraying with documented logs, algae and aquatic weed control, shoreline grass control, littoral shelf maintenance, triploid grass carp stocking, removal of nonorganic materials, and clearing of overflow structures. Each pond is serviced on a quarterly basis with service visits spaced approximately 90 days apart. The original solicitation (ITB B-26-14-COC) had a bid due date of September 10, 2026, with a non-mandatory pre-bid conference scheduled for August 18, 2026. The notification of intent to award was issued on September 15, 2026, and is subject to successful contract negotiation and City Council approval. The contract term is five years beginning October 1, 2026, and ending September 30, 2031, with two optional one-year renewal periods subject to mutual agreement.
The awarded contract amount is $74,265.00, though this represents only the initial contract value and does not reflect the full five-year term cost. A 5% preference was available to Brevard County contractors with physical business addresses within the county, evidenced by a business tax receipt issued at least six months prior to bid submission. Bidders were required to be licensed Florida General Contractors with a minimum of five years of experience performing similar pond and aquatic vegetation management work. Performance and payment bonds equal to 100% of the total contract amount were required within 15 calendar days of award. The contract is effective only to the extent funds are available, with obligations for succeeding fiscal years subject to City Council appropriation. This notification is contingent upon successful negotiation of a written contract and does not constitute the formation of a contract until executed by both parties.
