About this file
This addendum to the invitation to bid (ITB B-26-14-COC) is issued by the City of Cocoa's Finance Department, Purchasing and Contracts Division, for annual pond maintenance services at 23 stormwater ponds across 13 locations throughout Cocoa, Florida. The addendum, dated August 25, 2026, modifies the bidding documents by replacing page 48, specifically the Attachment "E" Bid Price Schedule and Acceptance of Terms and Conditions, with a revised version. The non-mandatory pre-bid conference was held on August 18, 2026, at 10:00 a.m. EST at Cocoa City Hall, with bids due September 10, 2026, at 3:00 p.m. EST. The contract term is five years beginning October 1, 2026, and ending September 30, 2031, with two optional one-year renewal periods subject to mutual agreement. Award was anticipated in September 2026, subject to City Council approval. Quarterly maintenance visits spaced approximately 90 days apart are required, with services including algae and aquatic weed control, shoreline grass management, littoral shelf maintenance, triploid grass carp stocking, trash and debris removal, and overflow structure clearing.
Bidders must be licensed Florida General Contractors with a minimum of five years of experience in pond and aquatic vegetation management. A 5% preference applies to Brevard County contractors with physical business addresses within the county and a business tax receipt issued at least six months prior to bid submission. Performance and payment bonds equal to 100% of the total contract amount are required within 15 calendar days of award. Bidders must provide active business registration, professional licenses, references, a W-9 form, and proof of insurance with their submissions. Mechanical harvesting and triploid grass carp stocking are available on a unit cost basis, while heavy physical organic material removal is excluded from the base contract and will be negotiated separately. Quarterly management reporting documenting volumes of trash and debris collected is mandatory. The contract is effective only to the extent funds are available, with obligations for succeeding fiscal years subject to City Council appropriation.
