About this file

This is a Questions and Answers document for a federal turf treatment services contract solicitation (36C78626Q50075) for Culpeper National Cemetery. The document addresses 16 contractor inquiries regarding the Statement of Work specifications and performance requirements, with clarifications from the contracting officer on fertilizer specifications, application timing, aeration procedures, and labor requirements for a 33.9-acre cemetery grounds maintenance contract in Culpeper, Virginia.

Key clarifications include: the government will accept alternative fertilizer formulations (24-0-6 65% Poly Coated Urea and 18-24-12 50% SCU) in addition to specified products; all work must be completed within reasonable timeframes with specific aeration deadlines between September 1-5; aeration must maintain a 6-inch clearance from all markers and monuments with immediate damage reporting; weed control applications require 14 days for visible results with monitoring; beetle grub treatments were applied in 2025 and should be applied between May 15 and July 1; posting flags are required before each application for public safety; hard hats are not required by the cemetery; on-site lunch facilities are available; the five acres referenced are existing cemetery acreage already included in the contract scope; and contractors may propose labor categories using professional judgment while maintaining subcontracting limitations. The contracting officer also confirmed that on-site supervision, quality control inspections, scheduling, and corrective actions are considered part of the prime contractor's cost of performance, and that a mixed model of prime execution and subcontractor support is acceptable. The quote submission deadline remains February 26, 2026, by 12:00 PM EST.

36C78626Q50075 Responses to Contractor Questions

1. A.2 No work can be performed after September 30. Items #7 and #8 are scheduled for later than this date. Is this a conflict?

This is the end of each fiscal year, and funds will be approved by CO to move forward.

2. A.4 Application #2 and #8 are specified to be a 26-0-12 at least 50% SCU. Our standard fertilizer is 24-0-6 65% Poly Coated Urea. Will this be acceptable?

Yes, these will be accepted.

3. A.4 Application #6 is to be completed between September 1st and the 5th. September 5th is a Saturday which leaves just 4 days to complete the work. If August is typical for Culpeper and there is little or no rainfall, aeration to a 4” depth is not possible unless the cemetery has irrigation? Your seeding specifications call for 8 to 10 pounds of grass seed. This seed rate is typically used for near bare ground. An overseeding rate is usually 4 to 5 pounds. Is this seed mix a single turf type tall fescue or a mixture of more than one type?

All needs to be performed within a reasonable allowed time. Q2 Aeration has always been possible in these non-irrigated sections. Q3, we require 8 to 10 lbs. per SOW. Q4 This is a turf type tall fescue mixture.

4. The fertilizer specified is the 26-0-12 50% SCU. New seedlings do not need this much nitrogen. The new seedlings need phosphorus which is lacking in this fertilizer. A 18-24-12 50% SCU would be more appropriate.

This fertilizer will be accepted.

5. A.5 Fertilization. This fertilizer is specified as a 24-0-12 50% SCU. Is this different from previous specifications?

Beetle Grub Larvae Control is best applied after May 15th and before July 1st. As there is a watering requirement and rain can be unpredictable results may be erratic. Was a grub control applied in 2025?

Yes, a beetle grub treatment was applied in 2025. Q2,

6. A.5 Aerators must stay 6” away from all markers and monuments. This is my requirement.

All precautions must be taken to prevent any damage to the headstones, and any damage must be reported immediately.

7. A.5 The 6 hours rainfall is unrealistic. Afternoon showers often occur on days when there was no anticipated rain. With our surfactant adjuvant we get results with less than 2 hours of drying time.

All results must be achieved because of this request. We highly recommend sufficient time for maximum results.

8. A.5 Virginia does not require posting flags. Does the cemetery require a specific posting flag?

We require posting before each application for the safety of the public.

9. A.5 Fourteen (14) days is not enough time to ‘eliminate’ broadleaf weeds. 21 to 28 days is necessary for most broadleaf weeds to respond fully to a weed control application.

We will monitor grounds after each application to ensure maximum effectiveness. Results should be visible within this period.

10. A.7 a There is no mention of condition of wind or high temperature. Wind in excess of 15mph and temperatures higher than 92oF are enough to prohibit weed control applications. Both can cause unwanted damage and delay applications.

All of these are conditions can affect application effectiveness. Consult on site COR for guidance when situation arises.

11. A.8 Hard hats are not required for our work. Are they required by the cemetery to provide our services?

Cemetery does not require hard hats for application procedures.

12. A.9 There is no provision of lunch. Are contractors required to leave the cemetery to take a lunch break?

Yes, there is a designated area for breaks onsite. Contractors are also allowed to leave for lunch.

13. Is this 5-acre field observed at site visit new acreage? Is it apart of the contract and should we include this area in our pricing There is no additional acreage to the cemetery. The five “new” acres are already apart of the cemetery as described in A.1 Background of the statement of work: The Culpeper National Cemetery is located approximately 70 miles southwest of Washington D.C. in the community of Culpeper, VA., with cemetery grounds encompassing approximately 33.9 acres of land. Please provide a quote that addresses all aspects of the statement of work.

14. Does the Government consider on-site supervision, quality control inspections, scheduling, and corrective action work performed by the prime as part of the prime’s “cost of contract performance” for services? Yes, VA considers on-site supervision, quality control inspections, scheduling, and corrective action work performed by the prime contractor as part of the "cost of contract performance.”

15. Are there specific labor categories or activities within the SOW that the Government considers primary and vital to contract performance?

Contractors may propose any categories using their professional judgment they feel are needed for successful completion of the tasks outlined in the statement of work.

16. Does the Government expect the prime contractor to perform a portion of the physical turf application services directly, or is a mixed model of prime execution and subcontractor support acceptable so long as the limitation on subcontracting is met?

There is no set expectation as long as conform to the limitation on subcontracting.
