About this file
This is a Performance Requirements Summary (PRS) appendix to a Performance Work Statement that establishes performance standards, acceptable quality levels, surveillance methods, and remedies for contractor non-conformance across critical contract requirements.
The document outlines 15 key performance objectives with defined standards and thresholds. Core personnel requirements mandate 100% compliance for providing a dedicated Contracting Manager/Maintenance Manager, Lead Maintenance Mechanic/Maintenance & Supply Supervisor, and part-time Level 1 Safety and Health Official meeting all PWS qualifications, with invoice deductions for unfilled positions. Preventative maintenance completion must achieve 95% on-time performance with potential liability for equipment failures and negative CPARS ratings if completion falls below 100%. Corrective maintenance work requests must be completed within specified timeframes (Table H.2.1) at a 95% threshold, with reduced invoicing of 0.5% per business day for late completion. Service order documentation preparation requires 95% timely submission with equivalent reduced invoice penalties for non-compliance. Additional performance requirements address licenses and certificates maintenance (100% compliance, random inspection), monthly BaseOps and Safety Reports (one late report maximum per performance period with 5% CLIN deduction), safety performance and meetings (99% compliance, 3% CLIN penalty), contractor quality control implementation (100% compliance), rework effectiveness (100% first-time acceptance with 25% invoice reduction for rejections), and four mandatory annual training programs—AT Level I, OPSEC, iWATCH Suspicious Activity Reporting, and Cyber Awareness—all requiring 100% employee compliance with work restrictions for non-compliant personnel. Surveillance methods range from 100% inspection to random sampling, with remedies including invoice deductions, negative CPARS narratives, equipment liability, and potential termination for default if performance remains inadequate.

PWS Appendix C FYXX B1 <Contract Name> Performance Requirements Summary
C. Performance Requirements Summary
C.1. General The rights of the Government and remedies described in this section are in addition to all other rights and remedies set forth in this contract. Specifically, the Government reserves its right under the Inspection of Services and Termination for Default clauses. Any deductions pursuant to the Performance Requirements Summary (PRS) shall reflect the reduced value of service performed under the contract. The Contractor shall not be relieved of full performance of the services hereunder and may be terminated for default based upon inadequate performance of service even if a deduction was previously taken for inadequate performance. The Government may modify the type and frequency of inspection of items.
C.1.1. Purpose The Performance Requirements Summary is designed to:
C.1.1.1.
List the contract requirements considered most critical to acceptable contract performance.
(Column 1).
C.1.1.2.
List the contract paragraph number(s) which describe the requirements (Column 2).
C.1.1.3.
Define the standard of performance for each required service specified (Column 3).
C.1.1.4.
Show the maximum allowable degree of deviation or Acceptable Quality Levels (AQLs) from perfect performance that will be allowed by the Government before contract performance is considered unsatisfactory (Column 4).’
C.1.1.5.
Explain the quality assurance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements (Column 5).
C.1.1.6.
Show the remedy available to the Contractor or Government to bring performance within the standard defined in Column 4 (Column 6).
C.1.2. Nonconformance the government will document all Contractor non-conformances.
C.1.3. Performance Requirements Summary The Performance Requirements Summary lists those services/tasks for which the Government will make deductions from payment due the Contractor when services/tasks are found to be unsatisfactory during inspections made using the checklists. These deductions are in addition to reduced invoicing described in Section 7 of the PWS and the pricing workbook.
