About this file

This Prebid Sign-in Sheet documents attendee information from the voluntary pre-bid conference for the Oregon Department of Transportation's Prineville Maintenance Station roof replacement project. The conference was held on February 5, 2026, at 11:00 AM at the maintenance station located at 3571 NE 3rd Street, Prineville, Oregon. The project scope involves complete removal and replacement of the existing roof with a standing seam metal roofing system featuring concealed fasteners and mechanically locked seams, installed over the existing roof using a sub-purlin system with the Over Ezee system. Specific materials include Taylor Metal Products MS-200 mechanically seamed 22-gauge metal roof panels with an 18-inch width striated profile in Kynar 500 paint finish, engineered 16-gauge galvanized sub-purlins, ridge caps, eave flashings, butyl sealant, and flashing systems. Bid submissions are due February 17, 2026, through the OregonBuys eProcurement system, with substantial completion required by July 1, 2026, and final completion by July 15, 2026. Work shall be performed weekdays between 6:00 AM and 6:00 PM, excluding weekends and state holidays unless approved.

All bidders must hold active licensing with Oregon's Construction Contractors Board prior to bidding, with subcontractors similarly licensed before work commences. The contractor must comply with BOLI prevailing wage rates for Crook County (Region 10) and obtain performance and payment bonds equal to the contract price, as well as commercial general liability insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate, and commercial automobile liability insurance with $1,000,000 combined single limits. Award will be made to the lowest responsive bid from a responsible bidder, with no set-asides or restrictions limiting bidder eligibility based on disadvantaged enterprise status. Retainage will not exceed five percent of progress payments, and liquidated damages of $300.00 per calendar day will be assessed for delays beyond the substantial completion date. The project includes one additive alternate for snow guard supply and installation, which will be selected if funding allows. Specific contract award value or budget range is not disclosed; however, ODOT has indicated available funding may be insufficient for the entire scope.
