About this file

This is an Attachment A Plans document for the Oregon Department of Transportation (ODOT) Prineville Maintenance Station roof replacement project located at 3571 NE 3rd Street, Prineville, Oregon. The project scope involves complete removal and replacement of the existing roof with a standing seam metal roofing system featuring concealed fasteners and mechanically locked seams installed over the existing roof on a sub-purlin system utilizing the Over Ezee system. The roofing materials specified include Taylor Metal Products MS-200 mechanically seamed 22-gauge metal roof panels with an 18-inch width striated profile in Kynar 500 paint system finish, engineered 16-gauge galvanized sub-purlins, ridge caps, eave flashings, butyl sealant, and flashing systems at all roof penetrations. A voluntary pre-bid conference is scheduled for February 5, 2026, at 11:00 AM at the maintenance station, with bid submissions due February 17, 2026, through the OregonBuys eProcurement system. Substantial completion is required by July 1, 2026, and final completion by July 15, 2026, with work to be performed weekdays between 6:00 AM and 6:00 PM, excluding weekends and state holidays unless otherwise approved.

The procurement is award-based on the lowest responsive bid price to a responsible bidder. All bidders must maintain active licensing with Oregon's Construction Contractors Board (CCB) prior to bidding, with subcontractors similarly licensed before commencing work, and must comply with BOLI prevailing wage rates for Crook County (Region 10). The contractor must obtain performance and payment bonds equal to the contract price and maintain commercial general liability insurance with combined single limits of $2,000,000 per occurrence and $4,000,000 annual aggregate, plus commercial automobile liability insurance with $1,000,000 combined single limits. Retainage will not exceed five percent of progress payments in accordance with Oregon Revised Statutes 279C.550 through 279C.580. Liquidated damages of $300.00 per calendar day will be assessed for each day beyond substantial completion. The contract includes one additive alternate for the supply and installation of snow guards, which will be selected if funding allows. No specific contract award value or budget range is disclosed, though ODOT has indicated that available funding may be limited and insufficient to construct the entire scope of work.
