About this file
This is a Statement of Work document issued by the Oregon Department of Transportation for the Prineville Maintenance Station Reroof Project. The project involves replacing the existing roof with a standing seam system featuring concealed fasteners and mechanically locked seams, installed over existing roofing on a sub-purlin system as specified by the Over Ezee system. The facility is located at 3571 NE 3rd Street, Prineville, Oregon. The ODOT Project Manager is Jesse Powning, who can be reached at Jesse.powning@odot.oregon.gov or (541) 554-4775. The project addresses persistent roof leaks caused by ice dam formation during snow and freezing conditions that have saturated building insulation, created mold growth risks, reduced energy efficiency, and raised structural integrity concerns regarding potential steel frame corrosion. Contractors are required to conduct a pre-bid site visit to examine existing conditions and submit any clarification requests in writing prior to installation. Substantial completion is required by July 1, 2026, with final completion by July 15, 2026. Work shall be performed weekdays between 6 a.m. and 6 p.m., excluding weekends and state holidays unless otherwise approved. The contractor must contact the ODOT Project Manager at least 10 business days prior to commencing work.
The contractor is responsible for supplying all materials and equipment, including roofing materials, trim, fasteners, and the sub-purlin system, along with all minor components necessary for a complete and functional project. BOLI prevailing wage rates apply, and contractors must provide weekly certified payroll reports for the general contractor and all subcontractors as a prerequisite for progress payment approval. ODOT will obtain all required permits. The contractor must maintain site cleanliness, provide daily end-of-day broom cleanup, stack materials in approved locations, manage material storage and debris removal including dumpsters, protect materials from weather damage, and notify ODOT of major deliveries at least two days in advance. A one-year installation warranty on all workmanship and applicable equipment warranties are required. At final completion, the contractor must provide digital copies of all operations and maintenance information, equipment details, signed certification of full payment to subcontractors and suppliers, record drawings marked with as-built utility locations, and instruction to ODOT personnel on operation and maintenance of all products and systems.

Project Background
The Prineville MS has experienced roof leaks during snow and freezing conditions. Primarily due to ice dam formation. This new roof system will eliminate the leaks and help reduce the large ice formations that build up at the eves.
