Plan Set for Transit Operations Maintenance Facility
This is a construction plan set document for the City of Pasadena's Transit Operations Maintenance Facility project located at 2180 East Foothill Boulevard. The City is procuring a Construction Manager at Risk (CMAR) contractor to provide preconstruction and design-assist services in Phase 1, with an optional Phase 2 for construction services. The mandatory pre-proposal meeting is scheduled for April 28, 2026, with a question submission deadline of May 22, 2026, and proposal submission deadline of June 8, 2026 at 2:00 PM. Interviews are tentatively scheduled for June 22-25, 2026. Phase 1 preconstruction services are estimated to commence in July 2026 with completion by January 2027, while Phase 2 construction is estimated to commence in March 2027 with substantial completion required by June 2028 and final completion by July 2028. The project scope includes demolition and grading, MEP systems, fire life safety systems, electrical infrastructure, Battery Electric Bus charging equipment, stormwater management, solar panels, and off-site improvements.
Proposers must hold an active California Contractors State License Board license (Class A or B) with a minimum of five years of business experience, completion of at least three prevailing wage public contracts in California, and three similar projects exceeding $70 million within the preceding ten years. The estimated direct construction cost is $60,000,000, and contractors must maintain bonding capacity exceeding this amount. The project is partially funded by the Measure R Mobility Improvement Grant administered by the Metropolitan Transportation Authority. Evaluation criteria are weighted as follows: experience and references (20%), organization and key personnel qualification (20%), project approach and methodology (30%), financial strength and stability (5%), safety record/Experience Modification Rate (5%), local Pasadena business preference (5%), small or micro-business certification (5%), CMAR price proposal (10%), and interview performance (50 additional points). The City grants preference points for local Pasadena business status and small or micro-business certifications by the California Department of General Services. Liquidated delay damages are assessed at $19,000 per day if Phase 2 substantial completion is not achieved.
