Type of Task Order: Firm Fixed Price
Section L, Attachment 2-G
L-A2-G6
1.0 INTRODUCTION
The International Space Station (ISS) Program is asking the Offerors to utilize their commercial approaches defined in their response to DRD REMIS-PM-01, Commercialization Approach (CA), to provide Mission Integration and Operations (MI&O) services to the International Space Station Program – Research Integration Office (Code OZ) in support of a life science payload on the ISS.
The task requested in this TOR is for an Offeror to provide turnkey services to manage and perform all of the work necessary for the successful integration and on orbit operations of a life science experiment listed in Attachment 3 and detailed by the appropriate Experiment Requirements Document (ERD). The Offeror shall be responsible for the mission success of the science on the payload.
A summary of the work expected includes (but is not necessarily limited to):
1. Serve as an interface between the researcher and the NASA OZ Research Integration Office.
2. Translate ISS payloads process and data requirements to the research customer.
3. Translate the research requirements into the ISS data requirements and operational products.
4. Prepare, modify, certify and deliver hardware and experiment samples for flight.
5. Execute all experiment operations on ISS per defined negotiated science requirement and coordinate timely return of all data and samples to the investigator(s).
Offerors can choose from any of the Life Sciences options identified in Attachment 3 2 to develop their proposal against for evaluation. The Offeror’s proposed solution should be specific to the requirements to specific Life Sciences payloads they are proposing against.
2.0 REQUIREMENTS
In preparation of the selected life science experiment – the Offeror is expected to provide MI&O services that ensure the payload delivered for flight meets the following requirements:
1. The intent of SSP 30599, Safety Review Process, as defined by processes defined in the Offeror’s proposed Commercialization Approach.
2. All applicable requirements in SSP 57000 Rev. R, Pressurized Payloads Interface Requirements Document.
3. All science requirements of the Experiment Requirements Document (ERD). (Note: A specific ERD is not possible for this TO since they are proprietary to the Principle Investigator. For the TO response the offerors should assume a specific mission and describe how they will implement their plan and approach while showing they have the technical ability of responding to an ERD.)
3.0 STATEMENT OF WORK
In accordance with the Statement of Work (SOW), this TOR is requiring Offerors to:
1. Develop a detailed proposed approach utilizing their corporate best practices to design, integrate, certify and deliver the payload to the launch site or the packing provider for processing and operations on the ISS.
2. Hold a review with the Principle Investigator to assure the concept of operations of the payload will meet experiment requirements.
3. Prepare and submit all manifesting documentation for the payload.
4. Coordinate use of any facilities on the ISS that may be needed to conduct on-orbit operations (i.e. Microgravity Science Glovebox [MSG], portable glove boxes, Light Microscopy Module [LMM], cold stowage, etc.)
5. Prepare the procedures that will be used to operate the payload on the ISS.
6. Prepare any training hardware, software and/or training procedures required for the crew and conduct the training if required per the schedule set by the ISS crew office.
7. Assure the payload meets all safety requirements for the ISS.
8. Develop any ground and/or flight operational support hardware for conducting the science on ISS.
9. Prepare the required payload hardware for on-orbit operations on the ISS.
10. Coordinate and/or support all science integration activities with the Principle Investigator.
11. Coordinate and conduct any necessary pre-launch activities to prepare the payload and science for launch at the launch site.
12. Support on-orbit operations real-time to support questions from the crew during operations and any anomalies that may occur.
13. Develop and operate any payload ground software for on orbit operation of the payload.
14. Conduct or support ground controls of the science experiment per the ERD or equivalent document.
15. Support recovery of the payload after landing and delivery of all science samples and data to the principle investigator by the required timeframe outlined in the corresponding ERD or equivalent document.
16. As a separate option, propose the cost, technical, and schedule effort to conduct hardware sustaining efforts in house to refurbish and prepare payload hardware for a new mission.
4.0 DELIVERABLES AND DELIVERY SCHEDULE
A requirements review of an ERD will be required within 120 days of authorization.
All products and deliverables are due to NASA 18 months following Task Order (TO) award.
