TASK ORDER RFP

CIR Diagnostic Upgrade – HiBMS

1.0 INTRODUCTION

The International Space Station (ISS) Program is asking the Offerors to utilize their commercial approaches defined in their response to REMIS-PM-01, Commercialization Approach (CA), to design and develop a replacement High Bit Depth Multispectral (Hi-BMS) diagnostic package for the Combustion Integrated Rack (CIR).

The Combustion Integrated Rack (CIR) provides an ISS facility that focuses on combustion science and research. The CIR Flight Unit, along with Multi-Droplet Combustion Apparatus (MDCA), was delivered to the ISS in November 2008 and started operations in early 2009. The CIR is in the operations and sustaining engineering phase that includes the flight unit operations for physical science utilization of the ISS, along with sustaining engineering of the flight and ground infrastructure. In addition to the flight unit on the ISS, the CIR has a Ground Integration Unit (GIU) at NASA Glenn Research Center (GRC) and a trainer at NASA JSC.

The CIR provides key diagnostics to support various gaseous, solid, and liquid combustion research. The combustion program has performed significant research in liquid drop combustion research and in 2017 will be transitioning to gaseous combustion research as part of the Advanced Combustion in Microgravity Experiment (ACME) series. All of the current CIR imaging diagnostic packages utilizes a single Image Processing and Storage Unit (IPSU) per camera. The current camera interfaces have become obsolete and the IPSUs have at times been unreliable in operations and failure of hard drives. A new IPSU has been developed that provides more modern camera interfaces (Gig-E Vision and USB-3) and can support up to four

(4) cameras per IPSU to support new diagnostics. Also, a new color camera diagnostic and an intensified UV Camera have been developed to replace some of the current diagnostic suite to meet new science requirements (ACME and Cool Flames Investigation). The remaining set of diagnostics, such as the Hi-BMS, needs to be replaced to allow the complete replacement of the old IPSUs that have shown to cause operational issues due to slow processing speeds and aging hard drives. The investigators have also requested a need for a new HiBMS diagnostic capability to provide automated filter change-out (currently requires crew time) along with additional resolution and enhanced features of the camera and imaging.

2.0 REQUIREMENTS

The contractor is expected to provide all required engineering and Mission Integration and Operations (MI&O) functions necessary to ensure the hardware and software delivered for flight meets the following requirements:

1. The intent of SSP 30599, Safety Review Process, as defined by processes defined in the proposed Commercialization Approach.

2. All applicable requirement in SSP 57000 Rev. R, Pressurized Payloads Interface Requirements Document, or appropriate carrier (Combustion Integrated Rack) interface requirements.

3. CIR interface requirements per FCF-IDD-CIR, Combustion Integrated Rack Payload Interface Definition Document.

4. Interface with the IPSU-G as defined in Image Processing and Storage Unit GigE Vision Engineering Requirements Document (ERD), FCF-REQ-4294 Rev A.

5. The contractor is responsible for the mission success of the HiBMS to achieve the imaging requirements.

3.0 STATEMENT OF WORK

In accordance with the REMIS Statement of Work (SOW), this task order is requiring the contractor to:

1. The contractor shall design and develop a new CIR HiBMS diagnostic package that builds off the Intensified Camera package design and meets the top-level requirements provided in Table 1, HiBMS Top Level Requirements.

2. The contractor shall determine the HiBMS camera and associated filters that will meet the future needs of ACME and Solid Flame Ignition and Extinction (SoFIE) science experiments. Note: that the two flight units may have different filters.

3. Deliver the following units to NASA (the contractor shall propose the delivery dates for each unit or kit):

a. HiBMS for CIR Flight Unit – quantity 2,

b. HiBMS for CIR Ground Integration Unit at NASA GRC – quantity 2,

c. HiBMS spare kit (all parts necessary to assemble a spare at a later date),

d. HiBMS to IPSU-G Cable – quantity 4.

4. The contractor shall hold a design review with NASA on the proposed HiBMS hardware design and associated compliance to the requirements.

5. Prepare and submit all manifesting documentation for the two HiBMS units to be delivered to the ISS.

6. Coordinate with the CIR Sustaining Engineering contractor to assure the units can be properly commanded and operated in the CIR GIU. The CIR Sustaining Engineering (SE) Contractor will be responsible for the IPSU-G software modifications required to properly operate the HiBMS diagnostic unit.

4.0 DELIVERABLES AND DELIVERY SCHEDULE

A requirements review of the Engineering Requirements Document (ERD) will be required within 60 days of authorization.

All products and deliverables are due to NASA 365 days following Task Order (TO) award.

5.0 PRODUCTS

The Contractor shall deliver the following products in response to this task order:

1. Task Order cost and schedule.

a. Please follow the instruction in Section L for cost/price inputs as part of Volume II of your proposal.

2. High level of technical implementation concept for meeting the specified requirements, operations concept, method of closure on science requirements, any safety implications, and any issues/risks with meeting any of the defined experiment requirements.

6.0 DELIVERY INSTRUCTIONS

All documentation shall be delivered to the NASA Task Order Technical Monitor. The hardware shall be delivered to the packing provider per the delivery template and location.

Authorized Government personnel shall accept all products delivered via DD Form 1149.

Applicable FAR and NASA FAR Supplement property administration clauses in the blanket contract are applicable to this TO in addition to any clauses in this TO.

Authorized Government personnel shall accept all products delivered via a DD Form 1149 with final acceptance via DD-250 which will occur after on-orbit demonstration [verification shall be completed prior to flight of the hardware] of all requirements in section 2.0.

7.0 GOVERNMENT FURNISHED PROPERTY (GFP)

The available GFP hardware used for OASIS is listed in Attachment 1, Government Furnished Equipment List. If the contractor believes that there is additional existing hardware/software, etc. that can benefit the cost effectiveness of their proposed technical approach, propose the additional hardware updates to Attachment 1.

The contractor shall assume the following NASA facilities are available for use in the implementation of this task order, but the contractor is not required to utilize the facilities:

Electromagnetic Interface (EMI) Test Facility @ NASA GRC Thermal Chamber @ NASA GRC CIR GIU @ NASA GRC for Integration Testing and Verifications

8.0 COST

The Offeror shall provide their proposed cost/price in accordance with the cost and pricing instructions and templates in Section L.

9.0 FEE EVALUATION PLAN

10.0 TASK ORDER PLAN (TOP) EVALUATION CRITERIA

The Offeror’s task order plan shall include their commercial approach to the requirements listed in this task order. At a minimum, the TOP shall address, but not be limited to, the information listed by section in paragraph 10.1, TOP Minimum Contents. The Offerors TOP will be evaluated using the evaluation criteria listed in paragraph 10.2, TOP Selection Plan.

10.1 TOP MINIMUM CONTENTS

1. Cost

a. Please follow the instruction in Section L for cost/price inputs as part of Volume II of your proposal.

2. Proposed technical approach

a. Summary of design and development approach, including proposed design parameters, safety concerns, and key design requirements.

b. Approach to testing and verification, including test standards/margins used. Testing proposed to meet safety and performance requirements. Highlight component, subsystem, and system level testing. Identify potential options for reducing test costs.

c. Technical risks to meeting cost/schedule.

3. Schedule

a. The schedule delivered as part of the TOP shall be of sufficient detail to ensure that the technical team reviewing the proposals clearly understands the total approach being proposed by the offerors.

10.2 TOP SELECTION PLAN

The Offeror’s TOP will be evaluated as indicated below:

1. For RFP purposes refer to Section M for evaluation criteria. Each individual TO will have its own unique grading criteria in the cost, schedule, and technical areas post contract award.
