ISS Commercial Refrigerator/Freezer (CRF)

1.0 INTRODUCTION
The International Space Station (ISS) Program is asking the Offerors to utilize their commercial approaches defined in their response to REMIS-PM-01, Commercialization Approach (CA), to develop a Commercial Refrigerator/Freezer (CRF) for use by the ISS Crew.
Currently, Microgravity Experiment Research Locker Incubator (MERLIN) refrigerator/incubators support both science samples and the crew galley function. The MERLINs were developed to be used by science, providing a temperature range of -200C to +48.50C; however, 2 units have been used to support the ISS Galley function since 2008 to provide a refrigerator/freezer for crew food and drink consumables. Given the loss of one MERLIN on SpX-7 launch failure and the aging MERLIN fleet, it is desired to replace the 2 MERLINs that are being used for the galley with new assets and return the MERLINs in the galley to the inventory to support science samples.
The intent of this Task Order is to identify a commercial or modified commercial solution. The Commercial Refrigerator/Freezer units will operate in the Galley Rack which has interfaces that are very similar to an EXpedite the PRocessing of Experiments to Space Station (EXPRESS) Rack.
2.0 REQUIREMENTS
NASA requests development of a standalone modified commercial refrigerator /freezer for accommodation of crew preference items on the ISS. The Commercial Refrigerator/Freezer (CRF) shall:
1. Provide the capability in refrigerator mode to maintain steady state temperatures adjustable between +20C to +60C.
2. Provide the capability in freezer mode to maintain steady state temperatures adjustable between -50C to -250C.
3. Provide separate temperature readouts for the refrigerator and/or freezer
4. Interface to the ISS Galley Rack in accordance with applicable requirements in S683-95989 Critical Item Development Specification (CIDS) for the ISS Galley Rack and SSP 52000 IDD IRP N.
5. Meet the applicable interface requirements from SSP 57000R ISS Payload Interface Requirements Document (IRD).
6. Be operable with steady state power of less than 100 watts power budget for either refrigeration or freezing and a 200 watt power budget if both are included in a single unit if air cooled or 200 watts power budget for either refrigeration or freezer and a 400 watt power budget if both are included in a single unit if water cooled. Power can will be provided either via the Galley Rack 28 VDC interface or the 120 VAC Inverter.
7. Be compatible withfunctional in the microgravity environment, as demonstrated on the ground by operating in several orientations, including “upside down”, withand the worst case cabin temperature defined in SSP 57000R.
8. Fit into an ISS EXPRESS Locker or the space in the Galley Rack allocated to one. (Reference LS-30120-2A, ISS Locker Interface Definition Document (IDD) and SEG46117022, ISS Single Stowage Locker Assembly.)a single or double mid deck locker
9. Provide a capability for the crew to select the refrigerator or freezer mode of the CRF.
10. Provide a capability for the crew to know the current temperature within the CRF.
11. Provide a capability for internal temperature monitoring and recording and for subsequent download to the ground.
12. Have an operational design life of greater than 2 years, assuming continuous operation, without any maintenance.
The Offeror’s proposal shall provide a definition of:
1. The internal usable volume, for refrigerator/freezer
2. Logistics requirements, and
3. Mass.
3.0 STATEMENT OF WORK
In accordance with the Statement of Work (SOW), sections 2.0 through 4.0 and their subsections, this TO is requiring Offerors to:
1. Provide a Commercial Refrigerator/Freezer (CRF) meeting the requirements as stated in this TO, utilizing the Offeror’s Commercialization Approach (CA), per REMIS-PM-01.
a. SOW paragraphs 2.2, 2.2.1, 2.3, 2.4, 2.6, 3.0, 3.1, 3.2, and 3.3 may be satisfied utilizing processes defined in the Offeror’s CA, upon acceptance of the CA by the Government.
2. Provide support for up to 180 additional calendar days after the first hardware unit is delivered to NASA to support the hardware flight, installation and initial operations. This includes being available to address any training questions. The support requested for this phase is limited to 150 hours.
3. Provide a 1 year warranty after delivery of the hardware to NASA.
a. Provide a replacement to NASA within 6 months or as negotiated with NASA.
4. Define any launch requirements, including any launch orientation requirements.
5. Define any special shipping and handling requirements.
6. Perform all the necessary integration functions to integrate the GRFCRF on ISS.
4.0 DELIVERABLES AND DELIVERY SCHEDULE
A requirements review with NASA will be required within 60 calendar days of authorization.
The Contractor shall host at least 1 design review with NASA.
Procedures, training materials, and user’s manual are due to NASA 8 months after TO award.
All remaining products and deliverables are due to NASA 1 year following TO award, including flight and ground hardware deliverables.
5.0 PRODUCTS
The Contractor shall deliver the following products in response to this TO:
1. Task Order cost and schedule.
a. Please follow the instruction in Section L for cost/price inputs as part of Volume II of your proposal.
2. Technical implementation concept for meeting the specified requirements, operations concept, method of closure on requirements, any safety implications, and any issues/risks with meeting any of the defined requirements.

6.0 DELIVERY INSTRUCTIONS
Authorized Government personnel shall accept all products delivered via DD Form 1149.

For Task Orders with Mission Success tied to specific requirement that occur on orbit, insert the following statement: Final acceptance via DD-250 will occur after on-orbit demonstration of the requirements in section 2.0.
Applicable FAR and NASA FAR Supplement property administration clauses in the blanket contract are applicable to this TO in addition to any clauses in this TO.
7.0 GOVERNMENT FURNISHED PROPERTY (GFP)
If the Offeror believes that there is existing hardware/software, etc. that can benefit the cost effectiveness of their proposals, they can propose that hardware as updates to Attachment 1.
NASA facilities required to support both EMI and power quality can be provided by NASA and cost accounted for by NASA, if required to meet the requirements in this TO.
Applicable FAR and NASA FAR Supplement property administration clauses in the blanket contract are applicable to this TO in addition to any clauses in this TO.
8.0 COST PROPOSAL
The Offeror shall provide their proposed cost/price in accordance with the cost and pricing instructions and templates in Section L of the RFP.
9.0 FEE EVALUATION PLAN (ONLY USED FOR CPFF TASK ORDERS)
Not applicable.
10.0 TASK ORDER PLAN (TOP) EVALUATION CRITERIA
The Offeror’s task order plan shall include their commercial approach to the requirements listed in this task order. At a minimum, the TOP shall address, but not be limited to, the information listed by section in paragraph 10.1, TOP Minimum Contents. The Offerors TOP will be evaluated using the evaluation criteria listed in paragraph 10.2, TOP Selection Plan.
10.1 TOP MINIMUM CONTENTS
1. Cost
a. Please follow the instruction in Section L for cost/price inputs as part of Volume II of your proposal.
2. Proposed technical approach
a. Summary of design and development approach, including proposed design parameters, safety concerns, and key design requirements.
b. Approach to testing and verification, including test standards/margins used. Testing proposed to meet safety and performance requirements. Highlight component, subsystem, and system level testing. Identify potential options for reducing test costs.
c. Technical risks to meeting cost/schedule.
3. Schedule
a. The schedule delivered as part of the TOP shall be of sufficient detail to ensure that the technical team reviewing the proposals clearly understands the total approach being proposed by the offerors.
10.2 TOP SELECTION PLAN
The Offeror’s TOP will be evaluated as indicated below:
For RFP purposes refer to Section M for evaluation criteria. Each individual TO will have it’s own unique grading criteria in the cost, schedule, and technical areas post contract award.
