Q54: Section L, Attachment L-2F REMIS –TO-06, ISS Parts Purchase (Tech Library Reference Material), Many drawings in the Technical Library are marked “Computer Generated Drawing. The Enclosed is for Boeing Internal Use Only” Given the markings is it acceptable for offerors to use this data for the purpose of their bids?
A54: The statement “Boeing Internal Use Only” on drawing numbers 683-56836 and 683-63461 has been removed. It is acceptable for Offerors to use this data.
Q55: Section L, Attachment L-2F Section 2.0, Table 1: Is the part number 683-63461-9 correct? It appears to be missing from the SCD 683-63461-K from the Technical Library.
A55: 683-63461-9 is found on Sheet 3 of the 683-63461 drawing. Also reference the parts list attachment in the .pdf file. The parts list will also be added separate from the drawing to the technical library to make it easier to find.
Q56: Is a model contract required for each CLIN to which an organization proposes or is one model contract for the entire proposal sufficient?
A56: One model contract for the entire proposal is required. Please ensure all Offeror Fill In sections are filled in as required, and that a fully signed Model Contract is submitted.
Q57: Section L, Attachment L-2G
0. Section1.0: Does the reference to “Attachment 3” mean to point to “Attachment 2” (Life Science Experiment List)?
A57: Yes, this is correct. It is attachment 2. The TO has been updated via Amendment.
Q58: Section L, If Period of Performance is submitted early as requested, can it be updated before proposal is due?
A58: I believe your company is referencing Past Performance and not Period Performance. Offerors are able to submit amendments to their Past Performance Volume before the proposal due date identified in the proposal. See Section L.
Q59: Section L-2F
a) Re: JEM-EF PIU Adapter Fiber Optic Cable – is there a source control drawing available for this cable?
b) Some of the drawings contain the statement “Boeing Internal Use Only” - are we free to use these to obtain quotes from suppliers?
A59: a. No. b. The drawings in the technical library may be used to obtain quotes. The statement “Boeing Internal Use Only” on drawing numbers 683-56836 and 683-63461 has been removed.
Q60: We are unclear as to whether or not an IT Security Management Plan is due with our sample TO proposal response with this first initial submission to the CLIN/sample TOs or if it is not due until an organization is awarded a contract for a CLIN and then submits a proposal to an “official” TORFP for that CLIN?
A60: An IT Security Management Plan is due with the sample TO proposal. If the Offeror plans to purchase, lease, network to, or otherwise utilize Government-funded IT then you must comply with NASA IT Security and submit this plan with the proposal. See DRD REMIS-IT-01.
Q61: Can the government please clarify what is meant by “loss of crew time” with regards to remuneration to the Fed Govt? Does this mean, if a task takes more crew time than initially estimated or crew time is required for trouble shooting etc. or does it mean an impact to the crew such that the crew becomes ill or physically hurt?
A61: The intent of “loss of crew time” means impact to the crew such that the crew becomes ill or physically hurt.
Q62: L-2B and L2C, Page 4 Section 5 lists products to be delivered, in addition to the tables it also lists Task Order cost and schedule data, and high level of technical implementation concept. Are these to be delivered at the 12 or 18 month point (depending on the TO) with the rest of the products listed in the table?
A62: The products will be delivered with the execution of the task order. Cost, schedule and technical data are expected with the proposal.
Q63: L-2G, Page L-A2-G7, Attach 1, There is no GFE listed in the final version of the RFP. Does this mean we have to design and build the hardware required for the selected Life Sciences Payload?
A63: There is no GFE specifically identified on this task order itself; however there are NASA fact sheets in the technical library showing all the hardware that is available for the Life Sciences missions. The Offeror should refer to those for any hardware they are requesting. If the offeror is proposing use of GFE; the offeror should identify it in the proposal.
Q64: All TOs, Does on orbit operations have to be concluded in the deliverable time frame? If not, how long after delivery should we assume on orbit operations begin?
A64: Each Task Order addresses a period of performance.
Q65: L-2B & L-2G, 6 and 5 respectively, Section 10.1.2a states: "High level technical implementation concept including cost and schedule proposal for meeting the specified requirements…" Please clarify the difference between the cost and schedule proposal in Section 10.1.2a and the cost information requested in 10.1.1 and the schedule requested in 10.1.3.
A65: As a response to the Task Order, high level cost and schedule is requested per Section 10.1.2a. Detailed cost information should be addressed in the Cost/Price Volume per 10.1.1, and detailed schedule information should be addressed in response to 10.1.3.a.
Q66: Section B, page B-5, item B.B.2 and B.C.2 both reference Attachment J-9 Fully Burdened Rate Tables, and state the not-to-exceed rates shall be exclusive of fee. We would expect FFP rates to be inclusive of profit. Section L, page L-29 (for CPFF) and L-33 (for FFP), state fee and profit respectively is applied to all proposed dollars at the bottom of the EPM templates, however the template itself seems to be in conflict stating all labor rates are inclusive of fee (note 2** at bottom of each template). Also, in the “Fee Dollars on Cost” calculation of both templates, the formula applies the fee rate on non-labor resources to total cost, which includes labor, leading one to apply fee on fee. Are the J-9 Fully Burdened Rate tables, which must be used to populate the EPM templates, inclusive or exclusive of fee/profit?
A66: For FFP, the Offeror’s J-9 Fully Burdened Rate table should be inclusive of profit and for the CPFF Fully Burdened Rate table should be exclusive of fee.
Q67: Section B, B-5, B.B.2, The government appears to be requesting a Fully Burdened Rate Table (Section J, Attachment J-9) to aid in ordering IDIQ services on a firm fixed price basis. If the government has an IDIQ requirement that it wishes to be Firm Fixed Price, we would expect to provide a single fixed price to address the entire requirement, rather than providing individual labor rates. If the government desires fixed labor rates, we would expect the contract type to be time and material rather than firm fixed price. We recommend that the government either clarify the contract type associated with the fixed labor rate tables in Attachment J-9, or eliminate the requirement for Attachment J-9 tables for firm fixed price activities.
A67: REMIS contract is FFP/CPFF IDIQ. The Government has no intention of eliminating the requirement for Attachment J-9 tables for firm fixed price.
Q68: Section L, L-30, L.17.5: RFP Section L.17.2 states: "Proposal sections excluded from the page limit shall be placed at the end of each volume." Please clarify if title pages, table of contents, cross-reference matrices, glossaries, acronym lists, etc. should be placed at the end of each volume.
A68: Please follow instruction in L.17.2 for clarification.
Q69: Section L, L-30, L.17.5 The next to last sentence of the first paragraph on this page states: "These templates serve as supporting data to both the cost proposal and the Total Compensation Plan located in the Technical/Management Confidence Factor, Volume I." Please clarify if the Total Compensation Plan Templates (i.e., TC(a), TC(b), and TC(c)) should be included in both Volumes I and II, or if the templates can be included in Volume II and referenced in Volume I.
A69: Volume I should include the TCP per DRD REMIS-PR-02. Volume II should include the templates only.
Q70: Section L, L-35 , L.17.6, Please explain how to complete the table at the bottom of the Past Performance Information Matrix titled "Legend of Resources Provided for Past Performance of Parent/Affiliate:"
A70: The Legend of Resources Provided for Past Performance of Parent/Affiliate is intended to provide delineation of applicable functions in a parent/affiliate relationship for the applicable resources utilized to perform the contract scope.
Q71: Section L, L-14, L.17.2 Table L-2 includes the following for Volume III in the Items Excluded from the Page Limit column: "Offerors input for Environ and Safety Data, and Insurance Info can be input into an attachment that is not page limited." We respectfully request that the Past Performance Information Matrix also be excluded from the Volume III page limit.
A71: The Past Performance Information Matrix will not be included in page limitation. Table L-2 has been updated via Amendment for clarification.
Q72: Section J, J-A9-6, Attachment J-9: Please explain the rationale for having a FFP Overtime Labor Rate Table in Attachment J-9 and not including a CPFF Overtime Labor Rate Table. Also, please confirm the appropriateness of lines 16 and 17 in the FFP Overtime Labor Rate Table.
A72: The CPFF Overtime table was omitted from the J-9 but the Government updated both the CPFF and FFP Tables to include a row for Overtime percentage. Lines 16 and 17 of the FFP Labor Rates table are applicable, but have been revised for clarity. See revisions to the Tables in J-9 updated via Amendment.
Q73: Reference: Section L, Table L-2, Volume I Page Limit, pg. L-14, “80 pages However, for each task order proposed under TA.1, an additional 20 pages per TO is allowed.” Does the government intend that task order responses are limited to 20 pages?
A73: Yes, each task order is limited to 20 pages and this is in addition to the 80 pages for Volume I. See Table L-2.
Q74: Reference: Section L, Attachment L-1 Past Performance Questionnaire, pg. L-A1-3 Question: Is the due date for the Questionnaire responses from customers October 20 at 1:30pm?
A74: Past Performance and the OCI Avoidance Plan are requested by 10/20/2016 at 1:30 p.m. Central Time. The entire proposal is due by 10/28/2016 at 1:30 p.m. Central Time. See revised L.17.2 (a).
Q75: Attachment L-2F , Page 2&3, Could NASA provide rationale for inclusion of the specific parts in the ISS Parts Purchase TO so that potential bidders could have a better understanding of the background for how parts are selected?
A75: Parts selected are representative of future needs.
Q76: Section L-17-1, Page 23: NASA has established 5 CLINS. What is the criteria and process for determining what TO's will go into which CLIN (1-5) post award?
A76: The Government will decide what CLIN a task order will fall under based on its complexity and nature of the work.
Q77: Section B; Para B.B.2, B-5, I.A.13: Rate table for Pricing (FFP). This paragraph states the rates included in the table are to exclude fee/profit. Where does the profit/fee get applied to the rates for bidding TOs. The cost type table says the fee rate will be negotiated with each TO. Is that the intent for FFP as well, (i.e. to negotiate the profit rate each time)? Ask for clarification on how the profit rate is provided in response to a task order request.
A77: B.B.2 Rate Table For Pricing Task Orders (Firm Fixed Price) has been updated to clarify that the fully burdened NTE labor rates are inclusive of profit, not exclusive. It is not the Government’s intent to negotiate profit for each FFP TO.
Q78: Section I. Para I.A.13 Ordering, I-11: The ordering clause appears to assume sole source task orders, not competitive, is this the intent? How will the gov’t choose to whom they will give a specific Task Order?
A78: No, that is not the intent. The intent is to compete task orders. Future task orders will define how the evaluation will occur.
Q79: DRD PC-01. NF533 Monthly/Quarterly Cost Reporting, J-A1-16: The DRD seems to be written as if an ongoing contract with infrastructure is in place to support this reporting. Is it intended to be TO specific (i.e. each Task order will have its own 533 (PC-01) submittal)? Can this report or any DRD be tailored as part of the commercialization approach?
A79: This DRD cannot be tailored as part of the commercialization approach. Only one NF 533 report is required for all active Cost Reimbursable TOs per the DRD submission criteria. If the awardee is not executing to a task order, then there is no requirement to summit a NF 533 report.
Q80: DRD PC-02. Small Business Plan and report J-A1-30 Paragraph (vi): a. The referenced paragraph (vi) refers to “the recommended goals that are expressed in paragraph (a) (2) above in terms of percent of TOTAL CONTRACT VALUE……” To what paragraph in the DRD or RFP does this reference apply? Does this refer to Section L.17.4 (d)?
A80: The reference in the DRD PC-02 was updated to remove the (a) (2).
Q81: RFP Section L.17.2.c , L-15: Can the text inside graphics could be no smaller than 10 point? 12 point is large for graphics.
A81: No, follow the instructions in L.17.2.c.
Q82: ISS Parts Purchase, Section L, Attachment L-2F, Page 2: Which configuration of 683-98815-xxxx (Hose Assembly, CWC-I Offload) is requested? The dash number is not shown in the parts table.
A82: Both the 683-98815-0001 and -0002 configurations are requested. Quantity 6 each.
Q83: Please clarify whether the J-9 tables are inclusive of fee or exclusive of fee. Section B.B.2 and B.C.2 state the rates are exclusive of fee. Whereas, the TOPTs are noted to be inclusive of fee and Section L.17.5(b)3. states "The Fully Burdened Rates (FBR) per SLC used in the development of the Offeror's cost proposal shall match exactly with the FBR per SLC proposed in Attachment J-9, of the Model Contract" and Section L.17.5(e)1. paragraph 3, states "The second section addresses the Fully Burdened Rates (which are also the rates in Attachment J-9 of the Model Contract) that were calculated in the FBR template."
We believe Section B.B.2 and B.C.2 should state the rates in J-9 should be inclusive of fee. Please advise if this is correct.

Q84: There appears to be duplications of scope and requirements between REMIS and existing ISS contracts. What is NASA’s plan to address these duplications and overlaps? There appears to be duplications of scope and requirements between REMIS and existing ISS contracts. Clarify how NASA would disposition potential duplications and conflicts with existing ISS contracts that might arise out of prospective REMIS task orders?
A84: The REMIS procurement will implement the utilization of commercial processes and corporate best practices on ISS, as NASA has communicated goals to enable a commercial Low Earth Orbit marketplace. Existing contracts may not always capitalize on commercial processes nor industry’s best practices. The REMIS contract allows NASA to procure science, technology, and engineering services, hardware, and software in a similar manner as was done for ISS Commercial Cargo and ISS Commercial Crew Contracts. The Statement of Work (SOW) is intentionally broad to allow the Government flexibility in executing this Contract.
