c. Resident Officer in Charge of Construction (ROICC) will ensure contractor compliance with this instruction by incorporating these guidelines into contracts and providing appropriate inspection and surveillance. ROICC will notify environmental immediately upon contractor notifications of any discrepancies.
d. DRMO will screen, receive and/or reject all government property for reutilization, recycling or disposal.
e. Environmental will maintain the database of materials received and promote the development of P2 program equipment to improve operations and reduce the volume of materials sent to the landfill.
f. Recycling Center
(1) Will be the initial screening activity for loads containing anything other than government purchased vehicles, appliances, surplus equipment, and asbestos-containing waste.
(2) Will ensure that no hazardous waste/material is mixed in with the load. If any suspect material is found, recycling will direct the truck to the HW facility for inspection.
(3) Will thoroughly inspect all loads of waste. They will direct the removal of recyclable material. It is the responsibility of the activity transporting waste to unload the recyclable as directed, unless the use of a forklift is required. Recycling will remove any heavy items with a forklift, located on site. Recycling may also direct a load to the scrap metal yardi all loads to the scrap yard must first be weighed at the landfill and then weighed again emptyi and weighed before and after if the remainder of the load is disposed at the landfill.
(4) After inspection, ll issue a landfill access pass.
The pass will be signed and the current time written on the pass. No longer than 20 minutes between the time checked out of recycling, 40 minutes if the vehicle is required to stop by the scrap metal yard f and arrival at the landfill check point may elapse. Any vehicle arriving later than 120 minutes from recycling shall be turned away and the landfill access pass confiscated. The access process will have to be repeated.
(5) Under certain circumstances, may issues a daily landfill access pass for various projects on a case by case basis.
(6) A weekly access pass may be issued, but only after approval by Environmental Department HW Operations.
g. Hazardous Waste facility is the sole screening activity for all asbestos-containing waste. Once the HW facility has inspected the load to ensure the asbestos containing waste is properly packaged for disposal, a landfill access pass will be issued by the HW facility with the current time noted. The vehicle must arrive at the landfill no later than 20 minutes from check-out at the HW facility or the landfill access pass will be confiscated and the access process will have to be repeated. All asbestos containing waste will be transported separately from other waste. It will not be accepted if other types of waste are on the vehicle.
h. Landfill Operator(s). The contractor is responsible for the day-to day operation of the landfill.
i. The Landfill will be as follows:
(1) The gates to the landfill shall be secured when the landfill is not in operation.
(2) The landfill operator shall weigh all vehicles with material for disposal entering and exiting the landfill and shall ensure each load is properly categorized in the truck scale computer system.
(3) Tires, asbestos, and Construction Demolition (CD) waste will be disposed of in separated areas, called cells.
Grease, sludge, septage and portable toilet waste shall be disposed in the sewage pit. Landfill operators will be responsible for directing trucks to the proper cell to deposit waste.
(4) Organic waste trash, tree cuttings, dry grass clippings and wood construction debris will be disposed of in burn boxes at the landfill.
~AV$!AGIMOINST 5090.4A
(, 1-<' ;~ / /' --..
(a) Landfill operators will ensure that all wood construction debris, and organic waste including dumpster wastes are deposited on the pad in front of the burn boxes.
(b) To ensure that no damage is done to the refractory tiles inside the burn box, landfill operators will separate any large pieces of metal (cans larger than one gallon, motor parts, brake parts, etc.) from the waste on the pad.
These items will be returned to the scrap metal yard, recycling center or HW facility.
(c) Landfill operators will follow the guidance in the burn box instruction manual on proper loading, burning, and cleaning of the burn boxes. Operators shall ensure a proper combination of dry wood and refuse so there are minimal visible emissions.
(d) Landfill operators will be responsible for preventive maintenance in accordance with the burn box instruction manual.
(e) After burning, landfill operators will clean the ash out of the burn box. This ash will be managed by the Ramp Method. This means that the ash will be spread flat, compacted as necessary, and covered with a maximum of two inches of soil or any acceptable fill material at the end of each working day.
Once a complete level around the existing face of the landfill has been completed, the procedure will start all over again so that a gradual, even build-up of the landfill is accomplished, allowing the vehicles unloading the ash to drive over the top of the most recently completed level.
(5) Tires will NOT be burned. No scrap metal will be accepted at the landfill.
(6) No waste will be dumped or pushed into the surrounding wetland areas shown in enclosure (1) .
(7) The design of the burn box should prevent any burning waste from escaping to the surrounding area. However, landfill operators should use common sense and be particularly vigilant in high or gusty wind conditions to prevent any burning waste or hot ash from igniting brush f s in the surrounding area.
(8) Trash will not be left standing for more than an hour without being placed into one of the burn boxes. No trash will be left standing overnight.
(9) A landfill operator will be stationed at the gate during normal landfill operating hours or whenever wastes are being accepted after-hours and on Sunday:
(a) Check all vehicles entering the landfill to ensure they had a valid landfill access pass. The landfill operator will inspect each vehicle to ensure the load coincides with the landfill access pass. After checking the vehicles and the pass, the operator will direct the vehicle to the truck scale. If the vehicle's empty weight is not in the scale's computer database, the operator will instruct the driver to return to the scale before departing the landfill. Then the operator will direct the driver to the proper cell(s) to deposit the load as determined by the contents of the vehicle.
(b) If the vehicle does not have a landfill access pass, does not meet the time frame of the landfill access pass, or if the load in the vehicle does not coincide with what is listed on the landfill access pass; the landfill operator will deny the vehicle access, confiscate the landfill access pass and send the truck back to its point of origin to correct the situation.
(c) Ensure landfill access passes are completed as required by this instruction. The only valid landfill access pass is provided in enclosure (2) . No other landfill access passes will be accepted.
(d) Maintain a log of all vehicles off-loading waste at the landfill. The form that will be used and instructions to complete the form are provided in enclosure (3).
(e) Using the truck scale database, the operator will track domestic waste, yard waste, tires, wood construction debris, concrete (C&D) asbestos, glass, plastic, cooking oils, grease trap cleaning, lift station cleaning, septage, sludge, and metal to the scrap yard.
(10) Landfill operators will be responsible for maintaining all landfill logs and access passes on file for a period of two years. The landfill operator will provide copies of the landfill logs upon request to PWD, Environmental or
ROICC.
(11) The Landfill operators shall submit reports monthly to the contract officer. The operators shall also submit an electronic version to the Environmental department in excel or access format downloaded from the truck scale computer.
(12) There will be no expansion of any cell toward the south or west of the existing landfill footprint as there are wetlands located in these areas surrounding the landfill.
(13) Any loads of asbestos will be accompanied by a landfill operator to the asbestos cell. The asbestos cell will also be managed by the Ramp Method. Asbestos will be placed on flat ground, and fully covered immediately with no less than six inches of soil. The landfill operator will ensure, as best as possible, that bags of asbestos are not broken open during the covering procedure.
(14) Landfill operators will be responsible for ensuring that all access roads to and within the landfill are maintained (blade when ruts are impassable for small vehicles) .
(15) Landfill operators will ensure the gate is secured at the end of each working day.
(16) The landfill operator will be responsible for any discrepancies found at the landfill. This will include, but is not limited to, the removal of excess metal from the landfill and the removal and reimbursement for disposal of HM/HW found at the landfill. To avoid this situation it is recommended that:
(a) Landfill operators must be present when all trucks unload at the cell.
(b) If landfill operators notice a discrepancy as a vehicle is unloading, they will immediately stop the vehicle from unloading. The activity generating the waste in question will be responsible for removing the waste from the landfill, and holding the waste until Environmental determines the proper disposal method for that waste.
(c) Landfill operators must immediately notify the ROICC of any discrepancy. ROICC shall noti and work with Environmental until rectified.
j. Security Officer will provide random patrols of landfill areas during and after normal hours of operation to ensure security of the facility.
k. Commanding Officers/Officers in-Charge, Tenant Commands, Department Heads and Civilian Contractors shall ensure dissemination of this instruction to all hands and ensure strict compliance.
6. Handling of Specific Wastes. All waste, other than that picked up from dumpsters, will be screened by the activities listed above. Should special circumstances arise, these will be dealt with on a case by case basis with Environmental as final authority on disposition of waste. Specific waste streams currently identified include, but are not limited to:
a. Scrap Metal. All government purchased vehicles or appliances will be screened by DRMO. If not accepted by DRMO, the material will be considered scrap metal. Recycling will screen scrap metal and provide direction on its disposal.
b. Sewage-Waste. All sewage type wastes not automatically discharged into the sanitary sewer system will be disposed of as directed by the Environmental HW facility, contact extension 4994/4662.
c. Grease Trap Waste. All waste that is removed from grease traps on base will be taken to the landfill and disposed of at location specified by the landfill operator.
d. Hazardous Materials
(1) Proper use of the HAZMIN Center is mandatory for all contractors and government employees and should eliminate individual activities from having outdated HM.
(2) Ensure that all HW is properly handled and stored to prevent spills. For identification of or guidance on the handling HW, refer to reference (e) or 1 the HW facility at ext. 4994.
e. Asbestos Waste
(1) Asbestos waste will only be accepted at the landfill Monday through Friday. Asbestos will be transported to the landfill separately from other wastes. A landfill pass for asbestos must be obtained from the HW facility. HW facility personnel will inspect the load to ensure the asbestos is properly packaged for disposal.
(2) All asbestos waste shall be packaged per OPNAVINST 5100.23F. For guidance contact Base Safety at extension 4526, HW facility extension 4994 or environmental office at extension 4662.
f. Construction Debris. Wood, metal and concrete construction debris will be separated, as best as possible, by the generator and taken to the landfill in separate loads, per the access procedures detailed in this instruction.
(1) Metal debris will either be accepted at the recycling yard or the scrap metal yard, as directed by recycling.
(2) Concrete construction debris will be off-loaded into the concrete cell at the landfill as directed by the landfill operators.
g. Fluorescent light bulbs will be recycled or disposed of by the HW facility per reference (e) or call extension 4994.
7. If additional information is required, contact Environmental at extension 4662.
