ELIN A747 in Attachment J-0200000-10 describes a requirement for 15,000 LF of subterranean termite treatment per Attachment J-1503020-13 specifications. Attachment J-1503020-13 describes two types of subterranean treatment, one for interior areas and one for exterior areas.

Can the Government provide an estimate of how much of the 15,000 LF is interior and how much is exterior?

There is only one ELIN for subterranean termite treatment.

The price submitted should include a composite rate for interior and exterior subterranean termite treatment. 15,000 LF is the quantity for subterranean termite treatment, including interior and exterior treatment.

469 43 Attachment C 2.15.3

The description of work for ELIN A740 in Attachment J-0200000-10 states that the work requirements "are identified in J-1402000-07 in the Unaccompanied Sub-Annex 1402000." There is no Attachment J-1402000- 07 or Unaccompanied Sub-Annex 1402000. Should the description refer to Attachment J-1401000-07 instead?

See Amendment 0011 for the most updated ELINs. There are no references to J-1402000-07. 0011

470 43 Atatchment C 2.15.3

A school bus monitor shall be provided for each Sure Start and Kindergarten bus. School bus monitors qualifications: an individual designated by the contractor in writing as competent (by reason of training, education or experience). Duties include but are not limited to ensuring all passengers are properly seated and secured, maintaining order, and reporting violations to higher authority, i.e., school principal, KO. “DoD 4500.36R C6.3.6.4.2. Safety Attendants are authorized on vehicles exclusively transporting students enrolled in DoDEA preschool, Sure-Start, and kindergarten programs to/from school. Subject to availability of funds, this authorization may be extended to vehicles transporting a mix of students in grades kindergarten through second grade. Safety attendants also shall be provided where host-nation law requires a “guide” to assist students in certain grades. Safety attendants are specially trained adults whose primary responsibility is to oversee on-board student safety during the daily commute to/from school. Normally, only one safety attendant is assigned to a vehicle. C6.3.6.5. Bus Monitors.

School bus monitors, whose primary function is to maintain good order on the bus, may not be employed by DoDEA except when required by host nation law. Similarly, school bus monitor services may not be procured by DoDEA contract. Communities may provide school bus monitors on a volunteer basis to assist the school bus officer in maintaining acceptable student behavior on the bus.

Section C require school bus monitors for each Sure Start and Kindergarten bus. DoD 4500.36R indicates Safety Attendants are authorized on Sure Start and Kindergarten buses and that school bus monitors are provided on a volunteer basis from the community and may not be procured by DoDEA contract. Should we be providing Safety Attendants or are we managing a community volunteer program?

The contractor shall provide a Safety Attendant and not a Bus Monitor. Requirement has been updated. See the Aamendment 0011 for updated requirements.

The descriptions of work for IDIQ ELINs A709 and A710 in Attachment J- 0200000-10 explicitely state that the unit of measure is one facility, i.e.

window cleaning for 150 EA facilities in the case of ELIN A710. Three other ELINs show a quantity of 150 EA (A705, A706, A744) but the descriptions of work do not state that the unit of measure refers to the number of facilities. Do the 150 EA quantites for these three ELINs refer to facilities?

150 Each for A705, A706, and A744 are for each unit respectively. A705 is referring to each smoke detector replacement, A706 is carbon monoxide detector replacements and A744 is window blinds.

480 213 Attachment C 3.3

160200 Electrical, 3.3 pg 213 and 1604000 – Wastewater 3.4 pg 235 have the following statement:

When a problem or a need for repair is identified, the Contractor shall respond within one hour and complete the repair within one hour.

As this could be a line down, a blown transformer or a broken water line under a road, we do not believe one hour is a reasonable expectation and is not in line with the other annexes which state either work continuously until the emergent condition is arrested (water) or 48 hours (facilities investment).

Additionally this is in conflict with other paragraphs within the same sections of IMP for both electrical and wastewater which state:

All Plant and System malfunctions and breakdowns requiring repair or replacement shall have immediate response within one hour following Contractor discovery or Government notification and worked continuously to completion.

We suggest revising the amended paragraphs in Amendment 2 to reflect the more appropriate time frame as stated in the other paragraphs.

Requirement has been updated. See updated Section C provided via Amendment 0011, for updated requirements. 0011

3.3 Integrated Maintenance Program (IMP) -Cleaning algae from the RO membranes shall be includes with maintenance of the RO Systems.

Question - Please provide number of occurrences and typical lengths of time RO systems have been historically impacted by brown or red tides or other algaes . Workload data is needed to accurately estimate the filtration costs for smaller micron filter cartridges for use during these occurrences as well as the labor costs for the increased filter change-outs and membrane cleanings.

Based on historical data available the GTMO RO system has only been impacted by brown tide algae one time. Other issues may impact when RO filter are changed and cleaned.

Frequency of filter changes and backwash is based on the daily seawater turbidity readings and the differential pressure at the RO membranes. This is a performance based contract. The contractor is advised to use industry knowledge gained through performing similar/like services.

Amend 2 Section C

Annex 1602000

1.1 and 3.1

Paragraph 1.1 instructs bidders that service call requirements for this annex are included in Annex 1502000. PWS 3.1 of this annex also identifies service call requirements. Since all equipment in this annex is covered under the IMP, which does not allow the use of service calls for repair, please clarify the intent of the "service calls" required in this annex, including any available historical data showing descriptions of the type of work that can be expected as part of this requirement.

Service calls are a new requirement for Utility Systems.

Systems that are under IMP do not require service calls to be issued. Service Calls under each Utility annex will be issued in direct relationship to the respective utility annex. These service calls will not include any repais, modifications, maintenance, and/or restoration to utility systems in IMP.

Examples, but not all inclusive, of a service call of utility annex would be, a request for watchstanding for Wastewater Components/systems: a request to disconnect and connect utilities.

Amend 2 Section C

497 52 of 242 C-1401000 3.3.1 Can the Government provide Historical data for Minor Maintenance and Replacement Services in Family Housing?

This is a new requirement. Historical data is not available for Minor Maintenance and Replacement Services in Family Housing.

498 56 of 242 C-1401000 3.3.2.2 Is there a minimum Response Time for an Urgent Family Housing Service Call?

No. Urgent service calls are completed within two calendar days.

499 57 of 242 C-1401000 3.3.2.3

Performance of Routine Family Housing Service Calls are not required outside Government Working Hours. Completion time is based on Calendar Days, not Work Days. This seems to be in conflict. Can you change the FH Routine Service Calls completion time to five Work Days?

FH Routine Service Calls completion time will not be changed to five work days. However, the Related Information for spec item 3.3.2.3 has been changed to, "Performance of routine service calls may be performed only on Mondays through Saturdays during the hours of 0800 to 1700." See updated spec item 3.3.2.3 in Amendment 0011.

500 57 of 242 C-1401000 3.3.2.3 When an appliance is replaced under the four hour requirement, does the replacement appliance have to be a new appliance or can it be a working appliance comparable to the one being replaced?

Working appliances shall be comparable to the one being replaced. 0011

501 57 of 242 C-1401000 3.3.3 Are all playgrounds presently built and maintained within the specifications of the Public Playground Manual, latest edition? Yes. 0011

502 58 of 242 C-1401000 3.3.3 Please define "occurrence" as it applies to the $500 limit for playground repairs.

An occurrence for playground repairs is when a discrepency of the system is found during the maintenance scheduled work. For every scheduled maintenance work for a playground location identified in J-1401000-10, will have a $500 LOL for any repair work identified while performing maintenance on the Playground. For example, if CC3 Playground is scheduled for maintenance and the contractor finds discrepencies with the playground equipment at that location, the contractor will be responsible to correct up to $500 in discrepencies under this requirement. If the repair exceeds the PM LOL, a service call may be issued for the work that exceeds the PM limit of liability. If a playground equipment faults outside of the maintenance schedule, a service call or a task order will be issued.

Award Fee Plan/Eval Criteria/

Amendment

Block 8

The evaluation criteria states that "This includes contractors history of reasonable and cooperative behavior". What is the specific timeline included in history? Would a satisfactory or below rating during a previous evaluation period impact a current evaluation period? How would a contractor be motivated to improve given that scenario?

History of reasonable and cooperative behavior will be based on the applicable rating period. 0011

518 10

Award Fee Plan/Eval Criteria/

Amendment 9/Satisfactor y 0%

Block 1

It appears that some of the descriptions included under "Satisfactory" performance exceed or are in addition to the contract requirements, yet result in no award fee. For example, for customer complaints the RFP indicates that the contractor shall not exceed two validate customer complaints per month (total of 12 for the 6 month evaluation period);

however, the description indicates that "the contractor's number of validated customer complaints is 8". For vehicles, the RFP indicates that downtime hours per individual alpha group per individual activity shall not exceed 5% of the total available hours per individual alpha group per activity per month; however, the Adjective Rating description for "Satisfactory" indicates that "Under 1700000 BSVE, 8 vehicles exceed the allowable individual unit downtime". Is it NAVFAC's intent that the requirements to meet a "Satisfactory" rating should align with the requirements of the contract? If not, which takes precendence in determining the specific standards and requirements of the contract?

It is the Government's intent for the requirements to meet a "Satisfactory" rating align with the requirements of the contract.

However, if there is a conflict, the requirements of the contract stated in PWS/technical specifications of the solicitation take precedence over the Award Fee Rating Descriptions.

There are performance standards for validated customer complaints for three spec items where it states that no more than two customer complaints will be issued each month; however, the Government chose the number eight for other spec items that do not include a performance standard for customer complaints. The three spec items will have to meet the performance standard in the solicitation, in inclusion to the award fee criteria set forth in the solicitation.

For vehicles, "Downtime Standards are met," is the performance standard. There is a requirement stating that, "Downtime hours per shop repair order shall not exceed the Allowable Individual Downtime by Alpha Code specified in J-1700000-05." There is another requirement stating that, "Downtime hours per individual alpha group per individual activity (customer) shall not exceed 5% of the total available hours per individual alpha group per activity, per month (invoice period)." Even though there are two different requirements here, one is focusing on the alpha group per customer and one is focusing on the individual vehicles that may not exceed the allowable downtime hours identified in J-1700000-05. For purpose of the Award fee criteria, the Government focused on the individual downtime for vehicles.

Award Fee Calculation Methodolog y/Example/

FDO

Decision

In the example provided for the Award Fee calculation, the use of the element of judgment takes place at two points, first in the scoring for weighted value and then again at FDO decision. What is the purpose of scoring for a weighted value (74.4%) and then treating that weighted value as a range for further degradation to a potential 51%? What is the objective and/or subjective means used to determine how the Overall Weighted Result translates into the specific Percentage of Award Fee earned?

The earned award-fee amount indicated by the use of a conversion table or graph is a guide to the FDO. Use of the Award Fee Conversion Chart does not remove the element of judgment of performance of the contract in its entirety from the award-fee process.

Justification for specific Percentage of Award Fee earned higher or lower than the Overall Weighted Result will be provided in the FDO decision letter to the contractor.

General

Will the contractor's CPARs be considered as part of the AFEB ratings and FDO determination of Percentage of Award Fee Earned? If so, what is the specific relationship and/or direct correlation between the CPARs and the Percentage of Award Fee Earned?

The MPAS is utilized as a factor in determining CPARS ratings. MPAS ratings are included in the Award Fee Evaluation Criteria.

522 Amend 0009 Page 20 of 25 M.3 (b)(1)(i)

It is our understanding that Section M.3(b)(1)(i) of the RFP permits offerors, who are partnerships or joint-ventures, to submit projects that were completed by a partner or joint-venture partner as part of another joint-venture or partnership as prime contractor (i.e., Offeror A-B is a joint venture between partners A and B; A-B may submit a prime contract that B completed as a part of a joint venture between B and C). Please confirm that our understanding is correct.

The Government confirms your understand is correct with the following caveat based on the hypothetical provided:

Offeror B (as the proposed partner for our project) must have been the partner that performed the relevant work when they were a part of B/C on the prior project.

523 Section J

The ELIN instructions for non-recurring Materials

(x703)

A fully burdened rate shall be entered in the Unit Price column. Burden rate shall include factors for the shipping and handling and the cost for barge shipments. For example, if a vendor's invoice on material is $1,000.00 and the unit price is $1.05, the cost of the material to the government will be $1,050.00. (DO - Dollars)

Section J definition - Shipping Cost - Shipping costs consist of all inland and ocean freight charges including off/on loading, container consolidation, manifesting and documentation.

The correlation for shipping whether barge or air is volume – cubic foot … and weight – lbs. There is no correlation for freight to shipment’s value. Large bulky items – boxes of air filters, electric poles, lumber, pallets of salt bags, would be low value but very expensive to ship. Conversely an electronic control might be small in size and inexpensive to ship but high value. Additionally some items will require special handling or cranes instead of forklifts and pallet movers. Due to exceptional circumstances some items procured might need to be air shipped. Bidders will be forced to price contingency into the factor for shipping or face large losses on non-recurring work if the materials procured tend to be bulky in volume and/or heavy in weight.

We suggest the price of materials would be more fairly and accurately priced at time of proposal for the non-recurring services and should be based on the estimated cubic foot and weight as is currently done. This will reduce the contractor’s risk and assure the Government they are not paying for contingency priced into the contract on each task order issued. We suggest the $5M be inclusive of shipping and handling and remove the factor from the equation. If the Government chooses to remain with the factor requirement, please provide the shipping volume and weight history and/or value or descriptive list and quantity of materials procured for nonrecurring (IDIQ) work for the past three years so we can make a reasonable calculation/determination of the factor based on historical facts.

Historical shipping information is not available. Section J, Inventory List, specification, and industry knowledge shall be utilized in calculating required markup/burden rate.
