Please provided more details, specifications, equipment inventory, etc...
associated with the fuel line added in Amenemdnet 006 “approximately 6,000 sf of fuel line..” (diameter of line, material type, condition, valves, filters, cathodic protection, etc..)?
The actual pipeline length is approximately 6,000-LF. The pipe is 6-inch diameter carbon steel. Includes protective covering. Pipe is like new since it was installed about 2008.
There are several 6-inch valves, double block and bleeder type, ball valves and the smaller valves installed at all road crossings. There are no filters on the line; the filters have always been considered as part of the power plant inventory.
There are thermal relief valves, high point vents, low point drains, sample ports, test ports, pressure guages. There is a pig feed connection. The system has cathodic protection at all road crossings and pipe alleys and uses buried magnesium anodes, insulated flanges, and above ground test points.
Annex 1602000 3.3
Is the fuel line added in Amenedment 006 tied into the existing fuel lines on-island, which is maintained under a separate contract? Where does the GTMO BOS Contractor’s responsibility start and end?
The ownership between NAVFAC and FISC/FLC FUELS is the downstream flange of the fuel meter. The meter belongs to FISC/FLC FUELS. The nuts/bolts, gasket and everything else down stream of the meter discharge flange to Power Plant #4 is NAVFAC.

There is currently no maintenance workload data available.
However, operation requires a contractor person to be present during the entire fuel transfer operation and coordinating the opening and closing of NAVFAC (Navy Working Capital Funds - NWCF) valves with the FISC/FLC FUELS operator in opening and closing FISC/FLC FUEL valves. Also, contractor will collect the fuel ticket from FISC/FLC FUELS operator. This operational process transfers approximately 25 to 30-kgals of fuel per day and the sequence takes an average of 1.75-hours, or 4-hours when 2-days of fuel are transferred in one day. Most times, there is no fuel transfer on Sundays; therefore, on Mondays, the transfer is 50 to 60-kgals.
