Contract Relevancy Contract Relevancy is a threshold question to determine if it is included in the evaluation Very Relevant (VR) For this solicitation, a past/present contract reference, as defined in section L, is considered to have essentially the same scope, magnitude, and complexity as the solicitation when the past contract involved: Depot (D) Level Military Aircraft Maintenance combined with either Organizational (O) or Intermediate (I) and D Level Military Aircraft Maintenance with a value of $50,000,001 or more and supplied at least 51 maintenance personnel at three (3) or more locations
Relevant (R) For this solicitation, a past contract reference, as defined in Section L, is considered to have similar scope, magnitude, and complexity as the solicitation when the past contract involved: Either O, or I, or D Level Military Aircraft Maintenance with a value of $10,000,001 – $50,000,000, and supplied 26 - 50 maintenance personnel at two (2) or more locations
Somewhat Relevant (SR) For this solicitation, a past contract reference, as defined in section L, is considered to have some of the scope, magnitude, and complexity as the solicitation when the past contract involved: Either O, or I, or D Level Military Aircraft Maintenance with a value of $1,000,000 – $10,000,000, and supplied 10 - 25 maintenance personnel at the same time, and performed at one (1) or more locations concurrently.
Distribution Statement A: Cleared for public release; distribution is unlimited, as submitted under NAVAIR Public Release Authorization 2021-979
Contract Relevancy (cont) Not Relevant (NR) For this solicitation, contracts are characterized as NR if they meet any of the following:
Contracts from an entity that does not have a defined role and responsibility identified in Table ES-1 (Offeror Summary);
Contracts from an entity that does not have any work that matches the entity’s proposed role and responsibility identified in Table ES-1 (Offeror Summary);
Contracts from any entity that is not a principal entity;
Contracts from a different physical location (e.g., with different CAGE code/DUNS) than the entity proposed in Table ES-1 (Offeror Summary); or Contracts, or those portions of contracts, whose performance is older than 5 years from the proposal due date. (If only a portion of a contract is older than 5 years, then only that portion is not relevant for reasons of recency.)
Performance that took place greater than 5 years from the proposal due date will not be evaluated under this factor
Provide relevant portions of previous contract SOO/SOW/PWS in Annex A
Contracts or the portions of their performance that are Not Relevant are not utilized in the assessment
The Relevancy definitions provided in Section M apply to both the Past Performance Factor evaluation as well as the evaluation of Corporate Experience element within the Technical Factor

Relevancy in the Past Performance Assessment The relevancy of the finding, as well as its associated consequence will be used to determine the Performance Confidence Level Rating
Based on findings in the Relevant Contracts, the Performance Confidence Assessment is influenced by the likelihood of future reoccurrence and associated consequences The more relevant the finding, the more likely it will be a predictor of future performance More recent is more relevant The more a task will be performed in the future, the more likely the associated past performance of that task will be an indicator of future performance
