About this file
This document contains a draft solicitation and related federal contract opportunity notice for depot level maintenance support services. The solicitation seeks proposals for aircraft, aircraft engine, and component maintenance, repair, and manufacturing support services for Fleet Readiness Center Southwest located in North Island, California. The requirement is a follow-on to an existing contract and involves services such as rework, modernization, repair, assembly, and disassembly. The anticipated contract is a single-award indefinite delivery/indefinite quantity cost-plus-fixed-fee contract with cost reimbursable line items for other direct costs. The period of performance is a five-year ordering period. The acquisition is reserved as a 100% 8(a) small business set-aside. The incumbent contractor is Aircraft Readiness Alliance, LLC. Industry feedback on the draft solicitation is due by December 22, 2021, with contract award planned for the first quarter of fiscal year 2023.

Instructions ** NOTE: This tab contains instructions for completing Table PP-1**
Instructions: The Offeror shall complete Table PP-1 (Past Performance/Corporate Experience Contract Data) for each relevant contract, delivery order, or task order number, or those relevant portions whose performance is within five years of the proposal due date. Add a new worksheet for each contract reference. Order the excel worksheets in the following sequence:
1. List all relevant Prime (P) contracts sequentially, from most relevant to least relevant;
2. List all corporate parent, division, subsidiary, or affiliate (C) contracts sequentially, from most relevant to least relevant;
3. List all Joint Venture Team Member (T) contracts, sequentially, from most relevant to least relevant; and
4. List all relevant Subcontracts (S), sequentially, from most relevant to least relevant.
1 Specify the name of the entity who performed the past performance/corporate experience contract reference (where “entity” is used to mean any or all of the following: prime contractor, JV, JV team members, any subcontractor, and corporate parent, division, subsidiary, or affiliate).
2 Specify the contract reference used in the Executive Summary Table ES-2 (Relevant Contract Summary) (e.g., Prime or JV (P1...Pn), corporate parent, division, subsidiary, or affiliate (C1…Cn), Joint Venture Team Member (T1...Tn), or Subcontractor (S1...Sn)).
3 Provide the title of the referenced contract
4 Provide the contract number (e.g. N00019-10-C-1234). The Offeror shall complete Table PP-1 for only relevant contracts, or those relevant portions of contracts, that are within 5 years of the proposal due date and are identified in Table ES-1 (Offeror Summary).
5 Provide the type of contract (e.g., FFP, CPFF, CPIF, FPIF).
6 If there are Delivery Orders or Task Order (e.g. 0001) Numbers under a contract, the Offeror shall create an individual tab and complete a unique Table PP-1 Past Performance Contract Data for each DO or TO number or those portions of each DO or TO number, whose performance is within 5 years of the proposal due date (i.e. this box shall contain only one DO or TO). For aggregation, The Offeror may only put multiple DO or TO numbers in this box if they can be grouped because they are the same work effort and are evaluated under the same CPAR. The following rows (7-15) should show the individual TO/DO information separately and the Government will perform the aggregation.
7 If acting as a subcontractor for the contract reference in 4, identify the Subcontract Number/PO Number for the prime contract identified in 4 above. Additionally, identify the name of the prime contractor.
