3 L 95 - 97 Please confirm the hypothetical task response for non-DSS-SOC tasking is limited to 4 pages total.

For the hypothetical tasks, the page limitation has been increased to one (1) page per task. This equals 8 pages for non-DSS-SOC tasks, and 12 pages for all tasks including DSS-SOC (Note: for DSS-SOC task #6, only a response to (a) or (b) is required).

4 L 97 Is the offeror permitted to propose key personnel in addition to the STR?

Since the work is undefined at this basic level, the STR is to be the only key personnel proposed. If additional key personnel are needed, it will be addressed at the order level.

5 L 89 Which volume is the Software Development Plan incorporated into?

The Software Development Plan (provision HQ L-2-0016 section (a)) is to be incorporated into the

Technical Proposal volume, but is not to be counted toward the Techical Proposal page limit.

6 L 89 Please confirm relevant software development/CMMI experience, and

SDP rationale should be incorporated into the technical proposal volume.

Yes, relevant software development/CMMI experience, and SDP rationale (provisions HQ L-2-0016 and

HQ L-2-0017) are to be included in the Technical Proposal, subject to the revised page limitation (see response to Question #7).

7 L 89

In Section HQ L-2-0016, Software Development Plan, it is unclear where the requested SDP rationale goes in the proposal. Additionally, the section states the rationale is limited to the technical proposal page limitation.

Can the Government please clarify where in the technical response the

SDP rationale goes and clarify what the total page count is including the

SDP rationale?

See response to Question #5. Also, the SDP rationale (HQ L-2-0016 (b)) and all other SDP information is to be submitted in a separate section of the Technical Proposal.

Note: The total Technical Proposal page count (RFP page 91) is revised a follows:

- Non-DSS-SOC: 18 pages

- DSS-SOC: 22 pages

Details:

- Facilities, UW L-2-0001 section 3.1.1: 2 pages

- Hypothetical Tasks, UW L-2-0001 section 3.1.2: non-DSS-SOC only - 8 pages; all task responses to include

DSS-SOC - 12 pages

- Software Development Plan (HQ L-2-0016): no page limit for (a); 3-page limit for (b)

- Software Development & CMMI or Equivalent (HQ L-2-0017): 2-page limit for (a); 3-page limit for (b)

In Section HQ L-2-0017, Software Development and CMMI or Equivalent

Experience, it is unclear where the response to A and B goes in the proposal. Additionally, there is a 3 page limit for B, but none listed for A.

Finally, in C, the Govt states both responses to A and B are subject to the technical proposal page limit. Can the Government:

1. Clarify where in technical proposal responses for A and B go?

2. Clarify the page limit for A?

3. Clarify the total page count where this goes in the technical response including responses for A and B?

9 L 91 May offerors include a Cover Page, Table of Contents and Acronym List outside of government-specified page limitations?

A cover page, table of contents and acrynom list are not necessary. However, if submitted, they will not count toward the stated page limits.

10 L 95

In the instructions for Hypothetical Tasks, Subfactor 2, the Government is asking for a material breakout for each hypothetical task. Given the page count (4 pages for non DSS-SOC), and the nature of the response required such as “describe steps required for Requirements Analysis of Hardware and Software” – it’s unclear what the Government expects to see for a material breakout. Can you please clarify?

For each hypothetical task response, the offeror shall submit a listing of any material (to include equipment or specialized materials) that may be required to complete the hypothetical task (if any).

Note: see response to Question #3 for page count.

Because the answers to the questions are critical to our proposal development, we respectfully request a 1 week extension.

It is recommended that potential Offers review these question responses at this time. When closer to the RFP close date of 15 April, the Government will review and respond to any new proposal submission extension requests.
