STATEMENT OF WORK (SOW) - DRAFT

PLATFORM & PAYLOAD INTEGRATION DEPARTMENT

CODE 40

Payload Integration into Deep Submergence Systems

Naval Undersea Warfare Center Division

Newport, Rhode Island

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) provides research, development, test and evaluation, engineering, analysis and assessment, as well as fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare. NUWCDIVNPT is responsible for the full spectrum of engineering and research efforts pertaining to the design, development, acquisition, and operational readiness support of submarine payload launch/recovery systems, and integration of payloads. This includes ocean interfaces such as the Dry Deck Shelter (DDS), Lock-Out Trunk (LOT) used aboard Ship, Submersible, Guided Missile, Nuclear (SSGN) and VIRGINIA class submarines, as well as the 7TV system that supports diver operations.

NUWCDIVNPT is also responsible for the Wet Stowage Module and similar equipment that may be used in support of payload deployment.

A recognized knowledge base for submarine payload integration, NUWCDIVNPT’s primary duties include concept development; design and prototyping of new hardware and software;

evaluation of new or upgraded systems; modernization; acquiring and fielding of new systems; life cycle engineering support; fleet training development and implementation;

conducting payload integration of new or existing payloads; and providing technical leadership and management of all system interfaces. NUWCDIVNPT Code 40 serves as Technical Direction Agent and In-Service Engineering Agent for integration of payloads with submarine ocean interfaces.

This new procurement requirement is specifically dedicated to the rapid development, fielding, and in-service support solution sets.

2.0 SCOPE

The contractor shall procure, fabricate, and receipt inspect hardware, and provide services to perform ship checks, develop concepts, conduct design activities, develop, test, perform controlled material handling, perform installation activities, perform removal activities on Deep Submergence Systems – Scope of Certification (DSS-SOC) items, perform repairs and develop life cycle support plans for software and hardware which include cradles, stowage and handling equipment, and electronic control systems. The contractor shall develop Technical Data Packages (TDPs) in support of DSS-SOC Temporary Modifications (TEMPMODs), Field Changes (FCs), Carry-On Hardware (COH), Temporary Alterations (TEMPALTs), and Ship Alterations (SHIPALTs).

Materiel solution sets sought by sponsors for demonstration and fielding will be defined as a function of capability gaps identified and emerging technology maturity. This procurement includes hardware, software, and services. The services required are defined in this SOW and are consistent with those executed throughout the scope of the concept exploration, prototype design and development process, and low rate production including: Engineering Analyses, Systems Engineering, Simulation and Modeling, Material Fabrication, Test and Evaluation, Platform Installation and Operational Evaluation, Documentation, Life Cycle Support, and Project Management.

The services performed under this SOW shall be performed at NUWCDIVNPT, the Contractor's facility, or other locations, as required by the SOW and specified in individual Delivery Orders (DOs) and Task Orders (TOs). Anticipated locations include submarine bases, shipyards, and laboratories at the following locations: Norfolk, VA; Washington, DC; Groton, CT; New London, CT; Newport, RI; Kings Bay, GA; Pearl Harbor, HI; Bangor, WA; Guam; Diego Garcia; and San Diego, CA.

DSS-SOC work per the Naval Sea Systems Command (NAVSEA) Notice (Note) 5000 is defined as hardware and services that physically comes in contact with the DDS. Non-DSS-SOC tasks are defined as those which are required as part of a system that is performing DSS-SOC missions, but does not directly contact the DDS.

4.0 REQUIREMENTS

The contractor shall perform the tasks in SOW Section 4.0 in accordance with DOs, TOs, and

Section 3.0 Applicable Documents, using Government Furnished Information (GFI) listed in

Section 6.

Tasking specific to DSS-SOC work, for which NAVSEA Notice 5000 authorization is mandatory, is found in SOW sections 4.1.4.1, 4.2.1.1, 4.2.2.1, and 4.2.3.1.

4.1 Engineering Services

The contractor shall provide recommendations to the Government for requirements analysis, including functional requirements allocation of hardware (A001: DI-IPSC-81432A) and software (A002: DI-IPSC-81433A) configuration items.

The contractor shall provide recommendations to the Government for risk management (A003:

DI-MGMT-81809) including identification of risks, planning, assessment, analysis, monitoring, reporting, and proposed risk mitigation strategies for system engineering technical solutions.

The contractor shall perform interface development, including components interfacing with the DSS-SOC boundary and boundary infrastructure services (space, power, cooling, cable plant and other interfaces), and system safety (A004: DI-SAFT-80101C). The contractor shall provide interface development documents for hardware and software (A005: DI-IPSC-81436A). The contractor shall generate interface specifications for hardware and software (A006: DI-SESS- 81632). The contractor shall provide recommendations to software specifications (A007: DI-

IPSC-81441A).

4.1.2 TECHNICAL ASSESSMENTS (Non-DSS-SOC)

The Contractor shall provide technical assessments of existing system hardware, software, and documentation. Assessments (A008: DI-MISC-80508B) provided by the contractor shall include analyses of systems that may interface with or fall within DSS-SOC boundaries for DDSs and provide recommendations for technical solutions if any issues are discovered during assessment. Travel by the contractor to onsite locations shall be required to perform technical assessments of existing hardware and software. The contractor shall provide technical reports

(A009: DI-MISC-81943) containing technical deficiencies, issues, and provide recommended solutions for Government final determination.

4.1.3 DESIGN AND DEVELOPMENT (Non-DSS-SOC)

The Contractor shall design and develop new hardware and software and modify existing hardware (A00A: DI-GDRQ-80650) and software (A00B: DI-IPSC-81427B) to support integration of systems that may interface with or fall within DSS-SOC boundaries for DDSs. Design and development by the contractor shall include conceptual design (A00C: DI-SESS-81001E), preliminary design, design evaluation, analysis of alternatives, performance analysis, design analysis, performance simulations, (A00D: DI-SESS-81002F) and detailed design (A00E: DI-SESS-81003E) in support of milestone design reviews such as PDR and CDR. Any design work shall include the development of drawings and models for hardware and CSCI (Computer Software Configuration Item) for software (A00F: DI-SESS-81000E).

The contractor shall present design work at applicable design reviews (A00G: DI-ADMN-81373) such as PDR and CDR. The contractor shall provide the resultant designs to the Government for final evaluation. The contractor shall deliver TDPs (A00H: DI-SESS-80776A). The contractor shall deliver Engineering Change Proposals (ECPs) (A00J: DI-SESS-80639D), Notice of Revision (NOR) documents (A00K: DI-SESS-80642D), and Specification of Change Notices (SCNs) (A00L: DI-SESS-80643D) in support of any changes made to designs upon delivery and Government acceptance. The contractor shall deliver Quality Assurance Provisions (A00M: DI-CMAN-80789A) as required when designs are ready for manufacture and production.

4.1.4 MANUFACTURE AND PRODUCTION

4.1.4.1 Manufacture and Production (DSS-SOC)

The Contractor shall provide prototype and production hardware (A00N: DI-MISC-80678, A00P:

DI-MISC-81356A) to support integration of systems that shall fall within DSS-SOC boundaries for DDSs. The contractor shall verify form, fit, and function of the hardware to include fit checks on material (A00P: DI-MISC-81356A). Using GFI, the contractor shall test the deliverables of all electrical, mechanical, software, and human interface components to verify they meet the drawings and specifications (A00N: DI-MISC-80678). The contractor shall provide all facilities, tooling, personnel, and materials to fabricate and test equipment. The Contractor shall deliver prototype and production hardware and associated documentation, inclusive of Certificates of Compliance (CoCs) (A00P: DI-MISC-81356A), Requests for Variance (RFVs) (A00Q: DI-SESS- 80640D), and Request for Waivers (RFWs) (A00R: DI-SESS-81732).

4.1.4.2 Manufacture and Production (Non-DSS-SOC)

The Contractor shall provide prototype and production hardware to support integration of systems to support Payload Integration into a DDS, but falls outside of the DSS-SOC boundary. The contractor shall verify form, fit, and function of the hardware to include fit checks on material (A00P: DI-MISC-81356A). Using GFI, the contractor shall test the deliverables of all electrical, mechanical, software, and human interface components to verify they meet the drawings and specifications (A00N: DI-MISC-80678). The contractor shall provide all facilities, tooling, personnel, and materials to fabricate and test equipment. The Contractor shall deliver prototype and production hardware and associated documentation, inclusive CoCs (A00P: DI- MISC-81356A), RFVs (A00Q: DI-SESS-80640D), and RFWs (A00R: DI-SESS-81732).

4.1.5 TECHNICAL DATA PACKAGES (Non-DSS-SOC)

The Contractor shall develop TEMPALTs, SHIPALTs, TEMPMODs, FCs, and COH TDPs (A00H: DI-SESS- 80776A) for systems that interface with or fall within DSS-SOC boundaries for DDSs. The contractor shall submit TDP documentation to the Government for approval. The contractor shall participate in Government Review Meetings to address comments during adjudication and TDP updates.

4.2 Installation, Test, and Life Cycle Support

4.2.1 ASSEMBLY, INTEGRATION and TEST

4.2.1.1 Assembly, Integration and Test (DSS-SOC)

The Contractor shall assemble individual components and integrate assemblies, subsystems, and systems to create DSS-SOC equipment. The Contractor shall develop procedures, test plans, or certification tests (A00W: DI-SESS-81704) for hardware (A00S: DI-NDTI-80566A, A00U:

DI-NDTI-80603A) or software (A00T: DI-IPSC-81438A, A00V: DI-IPSC-81440A) using Government criteria. The contractor shall design, analyze, and furnish test equipment or fixtures. The contractor shall execute testing to include preparation of test fixtures, shipping and set up, and post-test break down. The contractor shall provide evaluation and technical analysis of test results for systems that fall within DSS-SOC boundaries for DDSs (A00X: DI-NDTI-80809B). The contractor shall prepare and deliver a test report describing work performed, tests conducted, investigation completed, and conclusions drawn from post-test analysis tasking (A00Y: DI-QCIC-

81891). Testing may include component level testing, system level testing, ship board testing, and land based testing of DSS-SOC systems.

4.2.1.2 Assembly, Integration and Test (Non-DSS-SOC)

The Contractor shall assemble individual components and integrate assemblies, subsystems, and systems to support Payload Integration into a DDS. The Contractor shall develop procedures, test plans, or certification tests (A00W: DI-SESS-81704) for hardware (A00S: DI-NDTI-80566A, A00U: DI- NDTI-80603A) or software (A00T: DI-IPSC-81438A, A00V: DI-IPSC-81440A) using Government criteria.

The contractor shall provide evaluation and technical analysis of test results for systems that support Payload Integration into a DDS, but falls outside of the DSS-SOC boundary (A00X: DI-NDTI-80809B).

The contractor shall prepare and deliver a test report describing work performed, tests conducted, investigation completed, and conclusions drawn from post-test analysis tasking (A00Y: DI-QCIC-81891).

Testing may include component level testing, system level testing, ship board testing, and land based testing.

4.2.2 SHIP CHECKS, INSTALLATION AND REMOVAL

4.2.2.1 Ship checks, installation and removal (DSS-SOC)

The Contractor shall perform ship checks, installations, and removals of hardware and software for TEMPMODs, TEMPALTs, SHIPALTs, Engineering Changes, or FCs for systems that fall within DSS-SOC boundaries for DDS. Installations and removals shall be performed by the contractor in laboratories, shore sites, DDSs, or onboard Submarine Platforms. Upon completion of hardware and software removal, the contractor shall restore laboratories, shore sites, DDSs, or onboard Submarine Platforms to pre-existing conditions. The Contractor shall draft Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs) (A008: DI-MISC-80508B) in support of ship checks, installation, and removals. The contractor shall develop and maintain Departure from Specification (DFS) documentation (A00Q: DI-SESS-80640D, A00R: DI-SESS- 81732) to capture any non-conformance issues between the approved TEMPALT, TEMPMOD, SHIPALT, Engineering Change or FC packages, and the installed conditions (A008:

DI-MISC-80508B).

The Contractor shall provide on-site support for repairs and troubleshooting of hardware or software on submarines and shore sites of TEMPMODs, TEMPALTs, SHIPALTs, Engineering Changes, or FCs for systems that interface with or fall within DSS-SOC boundaries for DDSs. The contractor shall provide recommendations to the Government. The contractor shall deliver trip reports (A009: DI-MISC- 81943) and generate technical reports (A008: DI-MISC-80508B).

4.2.2.2 Ship checks, installation and removal (Non-DSS-SOC)

The Contractor shall perform ship checks, installations, and removals of hardware and software for COH, TEMPALTs, SHIPALTs, or Engineering Changes for systems to support Payload Integration into a DDS, but falls outside of the DSS-SOC boundary. Installations and removals shall be performed by the contractor in laboratories, shore sites, DDSs, or onboard Submarine Platforms. Upon completion of hardware and software removal, the contractor shall restore laboratories, shore sites, DDSs, or onboard Submarine Platforms to preexisting conditions. The Contractor shall draft MOUs and MOAs (A008: DI-MISC-80508B) in support of ship checks, installation, and removals.

The contractor shall develop and maintain DFS documentation (A00Q: DI-SESS-80640D, A00R: DI-SESS-81732) to capture any non-conformance issues between the approved TEMPALT, SHIPALT, Engineering Change or COH packages, and the installed conditions

(A008: DI-MISC-80508B).

The Contractor shall provide on-site support for repairs and troubleshooting of hardware or software on submarines and shore sites of COH, TEMPALTs, SHIPALTs, or Engineering Changes, for systems that support Payload Integration into a DDS, but falls outside of the DSS-SOC boundary. The contractor shall provide recommendations to the Government. The contractor shall deliver trip reports (A009:

DI-MISC-81943) and generate technical reports (A008: DI-MISC-80508B).

4.2.3 LIFE CYCLE SUPPORT

4.2.3.1 Life Cycle Support (DSS-SOC)

The Contractor shall perform DSS-SOC controlled material handling, receipt, and inspection of Original Equipment Manufacturer (OEM) provided hardware for indoctrination to the DSS-SOC program, and perform maintenance inclusive of DSS-SOC equipment and COH in accordance with DSS-SOC procedures. The contractor shall provide required documentation such as Failure Modes, Effects and Criticality Analysis Reports (A00Z: DI-SESS-81495A), Reliability and Maintainability Block Diagrams and Mathematical Models reports (A010: DI-SESS-81496A), and Reliability and Maintainability Prediction reports (A011: DI-SESS-81497A). The contractor shall maintain DSS-SOC certifications for personnel who handle material and perform maintenance work. The contractor shall provide logistics products such as sparing recommendations (A012: DI-PSSS-80134B), Engineering Data for Provisioning (A013: DI-SESS-81874), maintenance instructions and procedures for Planned Maintenance System (PMS) Maintenance Requirement Cards (MRCs) (A014: DI-PSSS-80991B) and PMS Maintenance Index Pages (MIPs) (A015: DI-PSSS-80992B), reliability centered maintenance analysis (A016: DI-ILSS-80111A), training curriculum and materials (A017: DI-ILSS-80872), technical manuals (A018: DI-TMSS-81675A), and procedure development for land and sea based DSS-SOC equipment including Maintenance Support Plans (A019: DI-ILSS-81225) and Software User Manuals

(A020: DI-IPSC-81443A).

4.2.3.2 Life Cycle Support (Non-DSS-SOC)

The Contractor shall perform general receipt and inspection of provided hardware, and perform maintenance on equipment to support Payload Integration into a DDS, but falls outside of the DSS- SOC boundary and COH, and provide required documentation such as Failure Modes, Effects and Criticality Analysis Reports (A00Z: DI-SESS-81495A), Reliability and Maintainability Block Diagrams and Mathematical Models reports (A010: DI-SESS-81496A), and Reliability and Maintainability Prediction reports (A011: DI-SESS-81497A). The contractor shall provide logistics products such as sparing recommendations (A012: DI-PSSS-80134B), Engineering Data for Provisioning (A013: DI-SESS- 81874), maintenance instructions and procedures for Planned Maintenance System (PMS) Maintenance Requirement Cards (MRCs) (A014: DI-PSSS-80991B) and Planned Maintenance System (PMS) Maintenance Index Pages (MIPs) (A015: DI-PSSS-80992B), reliability centered maintenance analysis (A016: DI-ILSS-80111A), training curriculum and materials (A017: DI-ILSS-80872), technical manuals (A018: DI-TMSS-81675A), and procedure development for land and sea based equipment that interfaces with the DSS-SOC boundary including Maintenance Support Plans (A019: DI-ILSS-81225) and Software User Manuals (A020: DI-IPSC-81443A).

4.3 Project Management (Non-DSS-SOC)

4.3.1 – Project Activity and Status Tracking and Reporting

The contractor shall coordinate and track project activities. The contractor shall track project elements which include project expenditures (A021: DI-FNCL-80331A), work breakdown structure, master schedules, contract milestones, progress reports, CDRLs and deliverables (A022: DI-MGMT-80227).

The contractor shall generate project status reports (A023: DI-MGMT-80368A). The contractor shall attend technical and working group meetings to provide summaries and minutes of the proceedings (A024: DI-ADMN-81505). 5.0 MONTHLY PROGRESS REPORTS

For all assigned tasks, the contractor shall prepare a contractor’s Status Report that indicates the progress of work, status of the project(s), and existing or potential problem areas. The contractor shall submit the Contract Status Report during the same timeframe as each invoice submitted in the Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) module of Wide Area Work Flow (WAWF) (A025: DI-MGMT-81991).

7.0 QUALITY SURVEILLANCE & PERFORMANCE STANDARDS

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables. Contractor performance will be evaluated in the areas of technical quality, cost control, schedule/timeliness, management, utilization of small business, and regulatory compliance as follows:

Technical Quality: The government will evaluate technical quality using the criteria defined in the Performance Requirements Summary Table (PRST) (SOW Attachment 5);

Cost Control: The government will evaluate the contractor’s effectiveness in forecasting, managing, and controlling actual costs in comparison to negotiated costs;

Schedule/Timeliness: The government will evaluate the contractor’s ability to meet negotiated milestones and delivery schedules;

Management: The government will evaluate the contractor’s ability to integrate and coordinate all activities needed to execute the contract/order;

Utilization of Small Business: The government will evaluate the contractor’s compliance with the Small Business Subcontracting Plan and any small business subcontracting goals contained in the contract/order;

Regulatory Compliance: The government will evaluate the contractor’s compliance with the terms and conditions of the contract/order relating to applicable regulations and codes.

8.0 EXCEPTION FROM ELECTRONIC and INFORMATION TECHNOLOGY ACCESSIBILITY

REQUIREMENTS

The Government has determined that this procurement is an exception to the Electronic and Information Technology (EIT) Accessibility Standards (36 C.F.R. § 1194). Notwithstanding that an exception exists, the Contractor may furnish items or services provided under this contract that comply with the EIT Accessibility Standards (36 C.F.R. § 1194).
