Offerors must be registered in SAM and authorized for DSS-SOC work to be eligible for award. The RFP will include evaluation factors and be released in January 2019.

Volume V, Cost/Price (Fee only) is only allotted 2 pages. However, Section B, which is 4 pages, requires offerors to propose/fill in these amounts in the respective CLINS. Would the Government increase the number of pages in Volume V to 5 to accommodate the inclusion of Section B?

Volume V, Cost/Price (Fee Only), will remain 2 pages. The offeror is to submit a filled‐in provision UW‐ L‐2‐0001 Section 4.0 (page 98) with its proposal. In addition, the Sectin B CLINs are to be submitted with total values (per table on page 90). Offerors may reformat information so submittals are within the 2‐page limit as stated on page 91.

13 Which section should offerors place the SF33?

The completed RFP document, SF 33, is to be submitted separately from the Volumes listed on page 91.

Would the Government provide a 1‐week extension to the proposal due date once Questions and Answers are released?

A 1‐week proposal submission is granted. Proposals are now due on Monday, 22 April by 1400 Eastern.

Note: The question submission cutoff is now moved to Monday, 15 April.

Section L, Clauses

HQ L‐2‐

0016 &

HQ L‐2‐

Clauses HQ L‐2‐0016 & HQ L‐2‐0017 require offerors to submit initial Software Development Plans (SDPs), rationale for the SDP, previous relevant experience in developing software, and evaluations of maturity appraisals for CMMI® (or equivalent). This documentation is not included anywhere else in Section L. If these plans are required to be included in the proposal, request direction for inclusion in Volumes I‐V, or, if allowable, a 6th volume.

See responses to questions 5, 6, and 7. All within the question is to be submitted in the Technical Volume II.

16 Section L 91 & 98

Request clarification regarding publication requirements for Cost/Price.

Page 91 limits the page count of Factor 5 – Cost/Price to 2 pages. Page 98 requires the offeror to fill in proposed fee within the solicitation.

However, in the Proposal Format table on pages 91, the executed solicitation is not required. Does the Government expect offerors to extract page 98 of the RFP and include it in the two page limit for Factor 4? Or does the Government expect a copy of the executed RFP in our response, and if so, where should it be included. Additionally, if the executed RFP is required, is there a change to Factor 4’s publication requirements?

See responses to questions 12 and 13. Also, note clause UW L‐2‐0001 Section 1.3(e) which states 'Offerors shall provide fill‐in informaiton for all clauses and provisions throughout the RFP that require it.'
