Please confirm whether all, or only a portion of, this opportunity is being competed as a Full and Open Competition. At the October 2018 Industry
Day, and in the February 2018 NUWC Long Range Forecast, this opportunity was identified as Full and Open. The applicable FedBiz Ops posting states “…This requirement will be solicited as other than full and open competition..” Block 22 of Standard Form 33 Form is not checked to indicate use of other than Full and Open Competition. Section L of the opportunity, page 89 of 103 Under UW L-2-0001, sub item 5, states that a “…A portion of the tasking is non-DSS-SOC, which will be executed under full and open competition…”. The NAICS code is identified in the
Feb Biz posting and in Section L of the RFP, which appears to limit offerors to businesses of 750 employees or fewer. Clarification of this question will have an impact on the extent of competition for this opportunity.
This requirement is posted as other than full and open competition since contractors performing DSS-
SOC work must be qualified in accordance with the NAVSEA Note 5000. The DSS-SOC tasking is specifically labeled in the statement of work (SOW). The authority is 10 U.S.C. 2304(c)(1) 'the property or services needed by the agency are available only from a limited number of responsible sources.'
However, there is also non-DSS-SOC tasking in this requirement which is being competed as full and open competition. Specifically, see pages 90, 95-97, and the SOW tasks that are labeled as Non-DSS-
SOC. In response to the NAICS code clarification request, the NAICs code on RFP page 89 does state the size standard is 750 employees however this does not mean that the requirement is limited to contractors with this many employees or fewer. The size standard is the small business classification for NAICS code, so a contractor with 750 or less employees would be considered a small business, and a contractor with more than 750 employees would be considered a large business. Note: Both small and large contractors are welcome to complete for the non-DSS-SOC portions of this RFP, and are encouraged to thoroughly review the
RFP criteria and submission guidelines.
2 Will NUWC consider revising the NAICS Code associated with this solicitation to allow for additional competition?
See response to question #1. The RFP NAICS code should not limit a contractor from proposing or limit overall competition.
