About this file

This amendment modifies a solicitation for cooling water equipment and systems preventative maintenance, repair, and cooling water analysis and chemical treatment services. The Naval Surface Warfare Center Philadelphia Division seeks these services through an IDIQ contract awarded to a small business. A site visit will be held on February 20, 2024 at 9:30am EST, and all requests to attend must be submitted by February 16 to the identified Navy contacts. The services are required at various NSWCPD government buildings located at the Philadelphia Navy Yard.

Questions/Answers:

Q1. Will the cooling towers be cleaned in-house by your engineers, or are you looking for someone to perform the cooling tower cleanings?

A1. No, not part of this requirement.

Q2. 77 Bldg cooling tower treatment is isolated and the controller is not feeding chemicals. Will your engineers be energizing the lines and repairing any leaks or dealing with any clogged lines?

A2. The system is not in use in the wintertime when we typically do not flow water to the tower. The chemical injection system uses a flow switch in the injection loop to detect operation of the cooling water system and that flow switch is only satisfied when the return water flows through the tower. Flowing through the tower creates more back pressure on the header to force enough flow into the injection loop to satisfy the switch. In the winter time, the normal operation has the return water bypassing the tower which lowers the pressure in the return header which does not activate the chemical injection system.

The system will be activated when the 77H cooling tower is put back in use. When this occurs the Contractor will be notified if there are any issues or they may discover some problems while performing their PMs. Based on Government review of the service reports provided by the current contractor all the numbers were within range when the system is operational.

Q3. If 77 Bldg controller is not working, or the lines are clogged and need repair will you upgrade the controller?

A3. The controller is Government equipment (see additional response information to question 2). If there is an issue or need for repair, it will be addressed via Preventative Maintenance or Corrective Maintenance portion of the contract.

Q4. Is there a list of System and Tonnage/volume I may be able to review?

A4. Please refer to Section C PWS Section 3.3.1 of the solicitation.

Q5. I just wanted to touch base with a few insights about the water treatment program for the large cooling tower system at building 77 that we just surveyed. This is an extremely large system that is obviously not being treated properly or sufficiently. Looking over the system specifications, the cooling tower is rated for 8333 tons (current operating load around 16%), with a Total System Volume of 800,000 gallons. With that volume of water, the daily biocide dosage should be 25 gallons. As we saw, there was only one 55 gallon container of biocide, which would run empty in two days.

A proper treatment program would have to utilize larger, 275- gallon totes for chemical applications, which would require fork-lift and in-house personnel assistance. This program would also require larger capacity feed pumps for both the biocides and inhibitor. It appears that this system has been operating like this for some time and that there is now renewed focus on getting things operating properly

Is that something that you were aware of, or expecting? I would not know how to set-up or price a treatment program any other way, so your input would be a great assistance.

A5. Historical reports indicate that the system functions properly. Offerors shall propose based on the existing equipment.
