About this file

This document contains historical repair records and service calls for cooling water equipment and systems at various NSWCPD government buildings from 2004 through 2022. It provides details on specific equipment issues, repairs, and completion dates at buildings 77H, 87, 633 and others. Non-wear-and-tear repairs are also outlined from 2009 through 2021, including motor replacements, pump overhauls, control replacements, and other mechanical issues. This record would inform requirements for preventative maintenance and repair services of cooling water assets at the Philadelphia Navy Yard, as outlined in solicitation N6449824R4028.

The solicitation requests proposals for a competitive single award Firm Fixed Price IDIQ contract to provide preventative maintenance/repair services for cooling water equipment and systems, as well as cooling water analysis and chemical treatment services. It is a 100% small business set-aside located at various NSWCPD government buildings at the Philadelphia Navy Yard. Interested parties must attend an in-person site visit on February 20, 2024, with RSVP due by February 16. The contract type, small business set-aside, agency, location, opportunity date and additional event details are specified.

87During system operation, the supply pumps will turn off for no apparent reason and then turn back on again. Shutdown causes loss of pressure and affects test data collection. Cooling tower valves V-3 and V-4 work intermittently, could be the cause of the pump problems. Work needs to be scheduled and coordinated with test site operations.R23/Feb/2015UnknownN
77HThe 36" bypass valve BPV-2 will not operate. Investigate and identify the reason why the valve will not operateR7/Feb/2015UnknownN
87Cooling tower pumps 2 and 2A will not run, suspect the heat trace failed and the pump casing is frozen. Check heat trace system and determine cause for pump failure.R23/Sep/2015UnknownN
87A significant leak from the discharge piping associated with Pump 2, underneath the cooling tower, has appeared. Remove the insulation from the pipe and identify the cause of the leak and make repairs. If the required repairs are beyond the scope of this service call, stop work and inform the Government representative. Note: the piping is heat traced, reinstall pipe insulation after cause of leak has been determined and additional material / equipment is required after the end of the heating season.R23/Mar/2015UnknownN

87We need service call to address the CB valves for both of the Bldg 87 cooling tower return pumps, which are not closing. We don't know for sure what the cause of the issue is, but we suspect that the linkages to the MCC cabinet may have become misalignedR24/Aug/2016UnknownN

87A main control valve on the Bldg 87 cooling tower failed, and you will contact Municipal Maintenance to address as soon as possible. Clarify with them that this is a separate and higher-priority issue than the other recent service requests related to that system. Given the mission-critical nature of this issue, please provide status updates ASAP! Thanks!E23/Oct/2019UnknownN

87Please address leaks in the cooling Tower in Building 87. This call was already addressed. Just officially sending the service call request to you. Thanks!E8/Mar/2021UnknownN
633Bilge pump BP-2 (a Vertiflo 800 per the equipment inventory) in Bldg 633 needs troubleshooting; apparently it keeps tripping the breaker and isn’t operational. Shop personnel suspected an obstruction got pulled into it.R8/Mar/2021UnknownN
77HThere appears to be a software problem that caused a heater over-temp alarm on all three pumps at Pump set 1. Personnel on-site couldn’t like it to any power issues, and it definitely isn’t a legitimate alarm because pump 1C is tagged out.R8/Mar/2021UnknownN
