About this file

This document provides details for four construction projects at the Tinian International Airport in the Commonwealth of the Northern Mariana Islands. The projects include construction of a cargo pad with taxiway extension, maintenance support facility, fuel tanks with receipt pipeline and hydrant system, and airfield development for roads. The solicitation seeks to award a firm-fixed price contract for design and construction of the projects. The period of performance is 1,020 calendar days. The Navy will evaluate proposals and award the contract to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the government considering price and other factors. The maintenance support facility is included as a pre-priced option that may be exercised by the government within 365 calendar days of contract award. Three pre-priced planned modifications are also included for munitions and explosives of concern at three of the projects. The deadline for proposal submission is in accordance with the solicitation.

NOTICE NO. 8

96. Amendment 006 Plans Temporary AOA Fence

With the AOA fence realignment called out in an earlier awarded contract (N62742-22-C-1318 P-9021 & P-9022), it appears that the temporary AOA Fence line called out in Amendment 006 and running just north and parallel to runway within the enlarged AOA area serves no purpose.

The temp fencing details referenced on G-112 & G-113 indicate a substantive security barrier which over a length of 8,000 lf will be a significant cost incursion to the proposal price. Please confirm that the fence is necessary and its purpose.

RESPONSE: Bid per RFP and Amendment. The temporary fence location and details have received conditional approval from FAA within the Draft Construction Phasing Plans.
