COMMENT:
Note 1 states that the Base Item CLIN 0001 thru CLIN 0003 and Option Item CLIN 0004 shall be based upon Low & High Likelihood areas of encountering MEC/MPPEH as designated in Figure 3.1 of the Tinian ESS Annex A-01 which accompanied the solicitation. Aside from the low likelihood areas designated for P-9030 APSI Cargo Pad with Taxiway Extension and P-9040 Maintenance Support Facility the remaining P-9010 and P-9021 area are not a feature of Figure
3.1 of the Tinian ESS Annex A-01.
QUESTIONS:
1. Please denote whether the areas associated with P-9010 and P-9021 fall within a Low & High Likelihood areas of encountering MEC/MPPEH.
2. In the event that Figure 3.1 of the Tinian ESS Annex A-01 were to indicate that P-9010, P- 9021, P-9030 & P-9040 or part thereof overlaid a high probability area would the cost associated with full MEC/MPPEH compliance be measured under CLIN’s 0005, 0006 and 0007 or the Base & Option Items.
3. Are CLIN’s 0005, 0006 and 0007 reserved only for MEC/MPPEH encounters in areas previously denoted as unlikely?
ANSWER:
Q1: Refer to the Tinian Annex A-109, which is included in the Amendment 0004 Section 01 57 19.03, for the Low & High Likelihood areas of encountering MEC/MPPEH associated with the P-9010 and P-9021 Offsite Roadways projects.

ANSWER: Specification Section 33 71 01 para 3.1.1 will be amended in a future amendment to read “Concrete poles must be embedded in accordance with the attachment at the end of this specification section based on local utility company standards.”
85. P-9030 Dwg. ES136 and detail C4/E-502 Communication Ductbank Under Existing Airport Access Road P-9030 drawing ES136 instructs to bore approximately 60 LF under the Airport Access Road to ensure no roadway outage. We ask that typical trench and ductbank section be allowed at this location, due to the minimal time to complete the ductbank improvement (1 day) and the high costs to mobilize boring equipment and operator to Tinian for the small quantity. Please advise if traditional ductbank construction may be utilized.
ANSWER: This road is the primary access road to the Tinian International Airport. Bid per RFP.
86. P-9010 - CS and CF site plans, detail C1/CS506 and spec section 05 50 13 P-9010 Bollard DiameterThe various Civil Site plans and bollard detail calls for 4-inch diameter bollard, whereas the specs call for 6-inch diameter.
Please advise which to follow.
ANSWER: Specification section 05 50 13 is revised to include all P-9010 bollards. Refer to detail A3/A-541 for bollards adjacent to buildings or within buildings. 89. Ref. Drawing; P-9010 : SP108 Cross-Over Valve Pit: Aluminum Grating/ Galvanized H- Beam Ledger angles and grating are aluminum; H-beam is galvanized wide flange. There may be a potential oxidation issue between the aluminum grating and galvanized beam. Please confirm whether to proceed as it is.
ANSWER: Aluminum and galvanized steel are close on the galvanic series. There is minimal potential unless immersed in seawater. The aluminum angles at the inside perimeter of the pits are secured to the concrete with stainless steel anchor bolts. Isolate the anchors from the angles with nylon isolation sleeves on the bolts. Refer to SP108 in a future amendment.
90. Construction Waste Disposal Please advise if non-hazardous construction waste may be disposed of at the Tinian Landfill.
