About this file

This is Amendment 0001 to an RFP for the FX74 Strategic Airlift Hanger at Naval Station Rota, Spain (RFP No. N62470-26-R-0008). The amendment, issued February 5, 2026, serves two primary purposes: revising the solicitation and responding to five pre-proposal inquiries (PPIs).

The solicitation revision modifies Section 00 21 00, changing the PPI deadline from "less than 15 business days before the solicitation closing date" to a specific cutoff date of February 11, 2026. The amendment addresses five PPIs regarding offer guarantees, Vertical Lift Fabric Door (VLFD) specifications, and PPI submission deadlines. Regarding offer guarantees (PPI 1), the Government directs offerors to review the revised solicitation. For PPIs 2, 3, and 5—all concerning the removal of paragraphs 2.2.1 (Fabric Door Leaves) and 2.3.3.2 (DoD Leaf Safety Arrester Alternative) from UFGS 08 34 16.20—the Government confirms that these sections were purposely edited to convey specific requirements for the hangar doors and that manufacturers utilizing the omitted UFGS alternative methods will not be considered. PPI 4 requests adjustment of the PPI deadline to occur after the scheduled February 9, 2026 site visit; the Government reiterates the February 11, 2026 deadline. The issuing office is Naval Facilities Systems Command (NAVFACSYSCOM) Atlantic, located in Norfolk, Virginia, with contract specialist Stacy Harper-Mitchell serving as the primary point of contact.

AMENDMENT 0001

RFP NO: N62470-26-R-0008

FX74 Strategic Airlift Hanger, Naval Station Rota, Spain

Date Issued: 05 February 2026

The purpose of this amendment is to:

1. Revise the Solicitation

2. Respond to pre-proposal inquiries (PPIs).

1. Revise the Solicitation

Section 00 21 00

CURRENT:

4.3 PRE-PROPOSAL INQUIRIES (PPIs):

All inquiries regarding the Request for Proposal shall be submitted electronically to Stacy

Harper-Mitchell by e-mail at stacy.l.harper-mitchell.civ@us.navy.mil. Offerors are requested to use the Pre-Proposal Inquiries Submittal Form (Attachment A). Responses will be published as an amendment to the solicitation.

The Government does not intend to respond to any pre-proposal inquiries submitted less than 15 business days before the solicitation closing date in order to permit adequate time to reply to the inquiries.

REVISED TO:

4.3 PRE-PROPOSAL INQUIRIES (PPIs):

All inquiries regarding the Request for Proposal shall be submitted electronically to Stacy

Harper-Mitchell by e-mail at stacy.l.harper-mitchell.civ@us.navy.mil. Offerors are requested to use the Pre-Proposal Inquiries Submittal Form (Attachment A). Responses will be published as an amendment to the solicitation.

The Government does not intend to respond to any pre-proposal inquiries submitted after

February 11, 2026.

2. Response to PPIs 1-5

1. Inquiry: In the document “Solicitation___N6247026R0008”, specifically in Standard Form

1442, Block 13b, it is indicated that an offer guarantee is required. However, after reviewing the solicitation documentation in its entirety, we have not identified any reference to a Bank Letter of

Assurance or any other document describing the type, amount, or conditions applicable to such a guarantee. We would appreciate your confirmation that an offer guarantee is not required, notwithstanding the indication included in Block 13b of Standard Form 1442.

Response: Please see revised Solicitation.

2. Inquiry: During review of the Vertical Lift Fabric Door specification for this project, we noted two important paragraphs were removed from the standard UFGS 08 34 16.20 language. These deleted sections are highlighted in green below. Removal of these provisions eliminates common

UFGS-approved alternate methods of construction and appears to restrict participation by otherwise qualified manufacturers who regularly supply doors under this specification. for bidding purposes, please clarify the Government's intent regarding competition for this specification section; 1. Is the omission of the below paragraphs intended to preclude alternate

VLFD manufacturers that comply with the UFGS performance basis, or 2. Will alternate manufacturers that utilize these UFGS alternative methods be considered? Clarification will ensure proper bid preparation and help determine whether the VLFD scope is intended to remain competitive consistent with the UFGS framework.

2.2.1 Fabric Door Leaves

When one-piece fabric construction is utilized, loop fabric over the uppermost beam and attach the fabric to both flanges of the intermediate beams, top beam, and bottom beam with self-tapping screws through corrosion resistant anodized or coated aluminum batten strip. Provide independent, third-party laboratory testing to demonstrate for fabric connection forces while accounting for fabric degradation due to UV and temperature effects. Alternatively, when fabric panel construction is utilized, attach the fabric at all beams using a keder type connection.

Provide independent, third-party laboratory testing to demonstrate connections are stronger than the fabric.

Response: The UFGS 08 34 16.20 para 2.2.1 was purposely edited from the original UFGS version to convey the requirement for the hangar doors. Review the specification in its entirety and propose in accordance with the solicitation. Manufacturers utilizing these UFGS alternative methods will not be considered.

Clarification will ensure proper bid preparation and help determine whether the VLFD scope is intended to remain competitive consistent with the UFGS framework. 2.3.3.2 DoD Leaf Safety Arrester Alternative

Door Leaf safety arresters may be omitted, if each door leaf is provided with four or more lifting belts/wire ropes and if is it demonstrated through analysis of the entire door system that the door leaf remains stable, without falling, with the loss of either end belt/wire rope, or any two intermediate belts/wire ropes. Additionally, it demonstrates that other failure mechanisms inherent in the door system will not result in a falling door leaf.

Response: The UFGS 08 34 16.20 para 2.3.3.2 was purposely edited from the original UFGS version to convey the requirement for the hangar doors. Review the specification in its entirety and propose in accordance with the solicitation. Manufacturers utilizing these UFGS alternative methods will not be considered.

4. Inquiry: Section 4.3 Pre-Proposal Inquiries (PPI) states PPIs "submitted less than 15 business days before the solicitation closing date" will not be reviewed by the Government. Fifteen business days from the due date of 26 February is 05 February. 05 February is before the site visit scheduled for 09 February. Will the Government change and set a specific due date for PPIs that is at least 3-4 days past the site visit?

Response: The Government does not intend to respond to any pre-proposal inquiries submitted after February 11,2026, please see Amendment 0001 details above.
